Deana's Law Needed to Ensure Tougher DUI Penalties

Dear Friends and Supporters –

We are excited to announce that on November 17th the Pennsylvania State House passed House Bill 773, known as Deana’s Law which is named after our daughter Deana DeRosa Eckman. Deana was killed in a head-on collision on February 16, 2019 in Delaware County. The individual convicted in the crash, had previously been convicted of five DUI offenses.

The legislation is numbered in honor of Deana’s birth month and year and was introduced by Representative Chris Quinn (R-Delaware County). HB773 will substantially increase penalties for those who have multiple DUI convictions and target offenders who repeatedly drive drunk with high Blood Alcohol Content levels in their systems. It will also require consecutive sentences for a fourth or subsequent DUI conviction.

The criminal justice system failed our family because the driver was given concurrent, rather than consecutive, sentences on his fourth and fifth offenses. The driver had also failed to live up to parole requirements, which likewise should have gotten him off the street before the crash! We are grateful to the State House and Representative Quinn for their efforts to pay tribute to Deana by making sure no other family endures the tragedy that we have. This bill targets the worst repeat DUI offenders and we urge the Senate to pass this important legislation.
