Windhorst Slams Late-Night Passage of Record Spending FY 27 $55.9 Billion Budget

SPRINGFIELD, IL – State Representative Patrick Windhorst (R-Metropolis) issued the following statement after voting “No” on House Bill 111, a $55.9 billion spending plan rushed through the General Assembly in the final hours of Session.

“Once again, Illinois Democrats jammed through a massive, nearly $56 billion state budget in the dead of night, giving taxpayers and legislators little to no time to review what’s actually in it. Worse yet, House Rules were suspended to fast-track this legislation, preventing the thorough debate and transparency Illinois families expect and deserve.

“At a time when working families are struggling with rising costs, this budget grows government instead of delivering real relief. A $55.9 billion spending plan, the largest in state history, should demand careful review and bipartisan input, not backroom deals and last-minute votes.

“The people of Illinois expect honesty, transparency, and fiscal responsibility from their government. I voted ‘No’ on HB 111 because Illinois deserves a better budget process—one that respects taxpayers, lawmakers, and the principles of open government.”

Lawmakers are in Springfield for the final day of the spring Session. Still to go tonight is the state's FY 27 budget, a budget implementation measure, changes to our cannabis regulations, and the possibility of both a sweeping elections reform measure and legislation aimed at keeping the Chicago Bears in Illinois. We will likely work well into the night/morning, which I feel is not the best way to conduct the business of the people of Illinois. I will be opposed to any and all tax increases. Senator Fowler and Representative Windhorst Advance Legislation to Protect 9-Day Trail Ride

SPRINGFIELD, IL – State Senator Dale Fowler and State Representative Patrick Windhorst have announced the passage of legislation through the Illinois House and Senate that would protect the Nine Day Trail Ride in the Shawnee National Forest.

Following Senate passage, State Senator Dale Fowler (R-Harrisburg) praised the legislation and its impact on Southern Illinois.

“This is a great example of lawmakers coming together to protect a long-standing Southern Illinois tradition,” Fowler said. “The 9-Day Trail Ride is not only an important part of our region’s heritage, but it also brings significant economic activity to our communities. I’m proud to see this legislation pass the Senate and head to Governor Pritzker’s desk for his signature.”

State Representative Patrick Windhorst (R-Metropolis) advanced the legislation to safeguard one of Southern Illinois’ most enduring traditions—the 9-Day Trail Ride, a nearly 60-year-old event that draws visitors to an encampment in the Shawnee National Forest each summer.

HB 4300 updates Illinois law to ensure the annual event can continue uninterrupted. The measure revises the statutory definition of “campground,” increasing the threshold from 6 to 10 days of operation per calendar year. The change became necessary following a change in campground ownership that created a potential regulatory issue for the event.

Without this fix, the 9-Day Trail Ride, typically held in late July in the Shawnee National Forest, faced an uncertain future.

“The Shawnee Forest is a vital natural resource and a major tourism destination that supports local jobs and small businesses,” Windhorst said. “When questions arose about whether the 9-Day Trail Ride could continue under current law, it was clear we needed to act. This legislation ensures this long-standing tradition can carry on for future generations.”

HB 4300 passed the Illinois House in April and passed the Illinois Senate late last week. The bill now heads to Governor J.B. Pritzker’s desk for final consideration.

HOUSE REPUBLICANS STAND UP FOR THE SECOND AMENDMENT

SPRINGFIELD, IL – Illinois House Republican lawmakers gathered at the Capitol today to show their support for law-abiding gun owners. State Representatives Dan Swanson (Alpha), Dennis Tipsword (Metamora), and Patrick Windhorst (Metropolis) spoke on the importance of standing up for our Constitutional Right to Bear Arms and fighting back against legislation that infringes on those rights.

“Every year, we see bills designed to chip away at the Constitutionally protected rights of law-abiding gun owners,” said Rep. Dan Swanson. “This year is no different. Earlier this spring, we saw a proposal to stamp every round of ammunition with a serial number. This proposal would just create a whole new market for revolvers, which some proponents of this legislation do not know do not eject a cartridge. Having people who are unfamiliar with fi****ms write legislation means this legislation will not do what they think it will do.”

Rep. Dennis Tipsword, a 32-year veteran police officer, spoke against HB 4471, the de facto ban on the sale and manufacture of G***k pistols in Illinois.

“This bill is a direct attack on our Second Amendment rights, and an attack on the fi****ms industry in Illinois,” said Rep. Tipsword. “The problem here is not the guns or the ammunition; the problem is dangerous criminals. No matter how many ways Democrats want to attack our Second Amendment rights, the dangerous criminals will always have access to guns, switches, G***ks, etc. And by outlawing the manufacture and sale of G***k pistols, even more guns will be available for criminals.”

State Representative and House Republican Floor Leader Patrick Windhorst serves as the House Republican ranking member on the House Judiciary Criminal Law and Gun Violence Prevention Committees. The 117th District State Representative says House Bill 3320, the so-called RIFL Act, moves Illinois further in a troubling direction.

“Every one of us wants to reduce violent crime and protect innocent lives. But the approach we’ve seen this session misses the mark – and in many ways, it moves us further away from real solutions.,” Rep. Patrick Windhorst said. “The RIFL Act is being presented as a tool to address gun violence, but in reality, it places new burdens on law-abiding citizens rather than focusing on the individuals who are actually committing violent crimes. In Southern Illinois and across this state, responsible gun owners follow the law, respect their communities, and take safety seriously. We will not legislate our way to safety by targeting the rights of responsible citizens while ignoring the failures in our criminal justice system. That approach may generate headlines, but it does not deliver safer streets or communities.”

State Representative Patrick Windhorst Honored as A.B.A.T.E. of Illinois 2026 Representative of the Year

SPRINGFIELD, IL — State Representative Patrick Windhorst announced today that he has been named the 2026 Representative of the Year by A.B.A.T.E. of Illinois in recognition of his support for motorcycle riders, rider education, and personal freedom legislation in Illinois.

Windhorst said he was honored to receive the award and thanked the organization and its members for their advocacy and community involvement across the state.

“I am deeply honored to be recognized by A.B.A.T.E. of Illinois as the 2026 Representative of the Year,” Windhorst said. “The members of A.B.A.T.E. work tirelessly to promote motorcycle safety, protect the rights of riders, and support charitable causes in communities throughout Illinois.
