Private funding provided free COVID-19 tests to Harrisburg residents

We were happy to host Latino Connection's CATE Mobile COVID-19 Testing and Education Unit yesterday at our William Howard Day Community. Many thanks to Penn State Health Hershey Medical Center for administering the tests and Highmark / Independence Blue Cross Foundation for providing funding for the event. The Harrisburg Housing Authority is a proud community partner of public health for our residents and the City of Harrisburg.

If you missed out on getting your FREE COVID-19 test, yesterday, you can still get a test next Wednesday, September 23rd at the Latino Hispanic American Community Center .

A Letter From the CEO

Over the weekend there were several comments made that issued misleading information concerning the hard and laudable work that staff at the Harrisburg Housing Authority (HHA) undertakes every day. Yes, we understand that in a pandemic time and in a time of racial discord, people become frustrated and lash out at others. They may even lash out at the people that care about them the most. The staff at the Harrisburg Housing Authority are committed every day to try to find ways in which to bridge the gap to a better life for our residents and participants. It is not easy and, because of the many regulations and policies, often, misunderstood.

The Harrisburg Housing Authority (HHA) does not discriminate. That is against the law, it is unethical, and it is against the very principles by which we operate. Our staff, yes, is intentionally constructed so that there are some bi-lingual speakers in each our communities. However, this is not to discriminate. This is to ensure that every resident and every participant can communicate effectively with HHA staff and be able to understand what the rules and requirements are. For example, if we had a high proportion of Japanese or Italian-speaking residents, we would bring in staff that could also speak Japanese or Italian. The same would apply for any other non-English speaking population. That is what caring and thoughtful communities do. We invite and welcome everyone and serve everyone equally. We do not nor will not stoke division and hate among different ethnic groups. We are better than that. Our community is better than that. If I did not believe this, I never would have written a letter to my staff back in June about racism, racial injustice and the history of oppression that we must eliminate. With that said, is HHA perfect? Of course, it is not. Since COVID-19 heavily hit our country, our offices have either been shut down or our business hours have been significantly reduced. Moreover, we have not been open to the public for walk-ins. All of us have been trying to manage through this crisis as best that we can. We know and have seen a few people (not the majority) try to take advantage of the moment by causing problems in the communities or refusing to cooperate with our staff. We then try to address it pursuant to policy and regulation. However, there is no playbook for what everyone is experiencing during this time. We understand that point. Discrimination is not in the book. But this is a people-oriented industry. So, where people are involved, anything is possible. Therefore, I would like to know about any accounts of potential discrimination. So, I am respectfully requesting that anyone please send me your account of any discriminatory behavior to which you have encountered by HHA staff. I will make sure that it is reviewed. If in fact there was discrimination, it will be dealt with in the severest of terms. Send to the Attn: Senghor Manns – 351 Chestnut St., 12th flr., Harrisburg, 17101.

I realize that no matter what is said, there will always be cynicism. Some of it, quite frankly from my perspective, is justifiable, but others are unfortunately solely based on an agenda or other motives that some people may have. However, we will always work with those that are well-intended to make our communities better. Suffice it to say, we know that we have a lot of work ahead of us. Built in the 1940s and 50s, the public housing apartments are some of the oldest apartments in the country. They require more maintenance and grounds keeping than what any private owner would accept to maintain because they would lose money. Our goal, however, is to revitalize the old housing and bring in newer housing and keep affordable housing in Harrisburg, as it continues to be in desperate need. We continue to open up our Section 8 waitlist on a more recurring basis (as opposed to once every 6 or 7 years) because we understand that people come and go, but the need has been as dire as ever.

I am reminded of a resident at Hoverter Homes who, just a few years ago, said to me “I see what you are trying to do in Hoverter Homes. Cleaning it up is not going to work. Once a ghetto, always a ghetto.”. My response was, “If everyone thinks like that, then ‘yes’, things will never change”. Of course, we will not listen nor follow her way of thinking. We must and will always follow the rules and regulations that the U.S. Department of Housing and Urban Development requires of us, but we will also make sure that we are responsive to the community and work together to make it better than it was.

Just announced: New statewide COVID-19 restrictions.

During the past week, we have seen an unsettling climb in new COVID-19 cases. COVID-19 cases peaked in Pennsylvania on April 9 with nearly 2,000 new cases. If we don’t act now, medical experts are projecting that this new surge in cases could soon eclipse the peak in April.

These COVID-19 restrictions worked during the first wave in the spring, and they will work again if we all do our part. Thank you to every Pennsylvanian for your continued patience and support.

Do you know of someone in need of rental assistance due to job loss during the COVID -19 Pandemic?

Covid19 Relief Funds are available through PHFA

Requirements and Notes:
- A tenant’s failure to pay rent must be related to pandemic job loss - show job loss after 3/1/20
- This program is for both landlords and tenants.
- Landlords can apply on behalf of tenants
- Direct rent payments are made to the landlord/property owner on behalf of tenants.
- Max Mortgage Payments Made to Owner: $6,000 for 6 months ($1,000.00 monthly)

Timeline:
The applications will be posted on the PHFA website on June 29, so on that date please check their website at. https://www.phfa.org/mhp/. For those without access to the internet, please contact PHFA’s Customer Solutions Center at 1-855-827-3466 for assistance.

Submission Deadline: 9/30/20
Last payment to landlords and financial institutions no later than 11/30/20
