Martin-Roberts, earned her Master’s Degree from Lincoln University and began her career as Chief Operating Officer for the Capital Region Health System at Hamilton Health Center where she also held the position of Executive Director for Health Access Made Easy, a project to enhance health care access for the uninsured and underinsured. She is credited with developing public/private partnerships, f
acility improvements, participation in stabilizing the health center’s financial position and assisting in developing sound policies and innovative practices that restored public confidence in the health center’s service delivery. She held the position of Senior Health Consultant with Birch and Davis, Inc., providing technical assistance in substance abuse prevention, workforce development, welfare to work, and compliance of federal to***co regulations to state governments in the Northeast Region of the United States, Puerto Rico, and the Virgin Islands. Martin-Roberts spent over twenty-eight years in State Government in senior management positions where she directed statewide public health programs and was an expert panelist and technical consultant to the Substance Abuse and Mental Health Administration and the U.S. Department of Education. Throughout her public service, she has been an advocate for children, elderly, and those struggling to achieve quality of life. Currently Ms. Martin-Roberts is a member of the Police-Community Advisory Council, Board of Directors of Impact Harrisburg, and Board of Governors Dixon University. In 1999, she served a four-year term on the Harrisburg City School Board. She was appointed by Mayor’s Reed and Thompson to serve on the Board of Control. Under Mayor Thompson, she was chair of the Board of Control, and a member of the PA Federation of Democratic Women. Martin-Roberts has been an advisor to the Harrisburg Urban Society and the Harrisburg Young Professionals. Former member on the Executive Board of the National Coalition of 100 Black Women, member of the Latino and Hispanic Professional Organization, Board of Messiah Lifeway’s Connections and Chair of the Candidate’s Committee for the Dauphin County Democratic Party. She was nominated by the Patriot News as a mover and shaker in Harrisburg. Gloria Martin-Roberts took her oath of office as a Harrisburg City Councilwoman in January of 2004, and served two terms, ending her public service on council as President and Chair of the Administration Committee in 2010. While on Council, she served as Chair of Building and Housing, Parks and Recreation, Public Safety and a member of the Budget and Finance Committee, Economic Development Committee and Public Works. Martin-Roberts is married to George R. Roberts, has two children, four grandchildren and three great grandchildren and a member of The Greater Zion Missionary Baptist Church.
