Auglaize Township, Allen County, Ohio Auglaize Township is one of the twelve townships of Allen County, Ohio. Auglaize Township is located in the southeastern corner of the county.

Auglaize Township meetings are held on the first and third Monday of each month at 7:30 PM.

In and effort to accomodate "social distancing" for township meetings, we have permanently moved from the original meeting room out into the rental hall area. The original meeting room will now be utilized for the Cemetery Office and records storage.

With these changes we will no longer be able rent the building for social functions.

We hope these changes make our residents feel more comfortable in attending our meetings.

The Annual Auglaize Township and Village of Harrod Clean Up Day will be held this Satryday July 18th, 8:00 am to 1:00 pm. We will have dumpsters located at the Harrod Community Center and behind the Westminster Fire Department. (No hazardous waste or tires accepted)

This event is for residents of Auglaize Township/Village of Harrod only! Be prepared to show proof of residency.

Also Due to the Covid 19 guidelines, be prepared to unload and deposit your own trash/debris into the dumpsters. We will only be assisting with larger items, you can unload into the backhoe bucket for deposit in dumpsters.

We have had some recents concerns about Zoning and "Agricultural Structures". If the property is zoned "Agricuture" which most of our township is, these Ag Structures are exempt from all zoning per Ohio Revised Code. As you can see this is not a new law, as it has been around since 1953.

Effective Date:10-01-1953 .

519.21 Powers not conferred on township zoning commission by chapter.

(A)Except as otherwise provided indivisions (B) and (D) ofthis section, sections 519.02 to 519.25 of the Revised Code confers no power on any township zoning commission, board of township trustees,or board of zoning appeals to prohibit the use of any land for agricultural purposes or the construction or use of buildings or structures incident to the use for agricultural purposes of the land on which such buildings or structuresare located, including buildings or structures that are used primarily forvinting and selling wine and that are located on land any part of which is used for viticulture, and no zoning certificate shall be required for any suchbuilding or structure.

We do have a few areas of the township that are zoned "Residential" which do allow for some limited enforcment of zoning regulations regarding setbacks and building size whether used in "Agriculture" or not.

Message from the Allen County Fire Chiefs’ Association

The members of the Allen County Fire Chiefs Association want to ensure the public that we are all working closely together to have plans in place to handle the EMS needs of our community during this Coronavirus outbreak. We are meeting regularly to discuss resources, manpower,
equipment, and supplies. We are in constant communication with the Allen County Public Health and the Allen County Office of Homeland Security and Emergency Management.

Additionally, we are working with Lima Memorial Health System and Mercy Health St. Rita’s for guidance and medical direction. We want to remind area residents that a Community Call Center and Designated Evaluation Centers have been activated here in Allen County.

The number to call is 419–226–9000.

If you are experiencing cold and flu symptoms we strongly recommend contacting the call center or your primary care physician instead of dialing 911.
It is imperative that we do our best to keep our local fire departments available for true emergencies which will continue to happen on a daily basis. Multiple non-emergent EMS calls could significantly diminish the public safety resources in our community.

If you or a family member are having a serious emergency and are in distress, do not hesitate to dial 911. If you are experiencing cold and flu symptoms and or have concerns about potential coronavirus exposure, please call the community call center at 419-226–9000.

Governor Dewine's COVID-19 Emergency Declaration. Per the Ohio Sunshine Law, the township meetings will continue as scheduled as this declaration does not exempt "open and in person" meetings. We would, however, suggest if you have township concerns to contact one of the trustees by phone to discuss rather than attending the meeting, in particular if you have any underlying health issues. We will continue to post our meeting minutes to our website.

If we make any change to our meeting dates we will let you know ASAP.

Please use Common Sense Hygiene Practices and limit social interaction when possible. It is important we do everything we can to reduce the exposure of this virus to our "at risk" population.

Looking for some assistance from our community. We are about to roll out the new township website, however, we would like to include some history. We checked the Auglaize Township Historical website and found only some history for Harrod. We want to include history for Auglaize Township as a whole, including Donnells, Harrod, Manahan, Maysville, West Newton and Westminster. If anyone has any informaiton, resources or photos they would like to share it would be greatly appreciated. We will only need digital copies.

PERMANENT ROAD CLOSING NOTICE:

Effective today Katrina Street (in Westminster) between Carey Street and St Rt 117 has now been vacated and permanently closed.

Westminster Street will soon be resurfaced to accomodate additional traffic.

These are changes being made in preparation of the Rudolph Foods expansion project and also the St Rt 117 TAP grant project.

In May of this year, your Auglaize Township Trustees submitted a grant proposal to ODOT's Transportation Alternatives Program (TAP) for infrastructure improvements along St Rt 117 in/near the unincorporated Village of Westminster. This week we were advised that our proposal was one of the projects chosen to be funded:

Recommended Projects 2019

Auglaize Township ALLEN - St Rt 117 FY 2023

The project will construct ADA compliant
sidewalks, culvert extensions, curb & gutters w/
drainage, lighting, improved sight distance, and
pavement resurfacing.

Amount Awarded - $1,500,000.00

Our THANKS to Lima-Allen County Regional Planning Office and ODOT District 1 for their assistance with this grant proposal.

More information on this project will be provided as it progresses forward.

We have received some questions regarding the proposed water line and if township residents along the route must tap. The short answer is NO. Township residents along the water line route may tap if they so desire, however, a mandatory tap only applies to Village of Harrod residents. There will be an informational meeting in late August for township residents(along the route) at which time a detailed explanation of the costs will be provided. Thanks

Notice from the Allen Water District:

"As part of the preliminary engineering work to be completed for the East Regional Waterline Project, the engineering firm we are working with, Prime AE, will begin performing some field survey work along the proposed waterline route as well as some soil borings. The District will be sending out a mass mailing to the property owner’s along the proposed waterline route as well as putting out a news release in an effort to notify as many residents as possible about the work being done. The work may begin as early as August 12th and continue through September. Most of the soil borings will be located in the public right-of-way adjacent to bridges, culverts and railroads. Please let me know if you have any questions or concerns. Our goal is to keep everyone as informed as possible."

REMINDER: Clean Up Day is this Saturday May 4th 8:00 am to 2:00 pm, for residents of Auglaize Township and the Village of Harrod. We can not take any hazardous waste.

Also the Auglaize Ag 4-H Club Members will be picking up trash along the township roads, PLEASE DRIVE CAREFULLY!! Traffic control will be provided by Harrod and Westminster Frie Departments. Our thanks to all three organizations for helping clean up our township, it is greatly appreciated!

ODOT has given the Jackson Township and Auglaize Township residents a very much appreciated Christmas gift.

We received word yesterday from ODOT that AEP will soon be installing street lights at St Rt 309 and Napoleon Rd. They have also advised that their full review of this intersection does continue at this time, however, at least it will no longer be a dark intersection.

Our thanks to ODOT for acting upon the request of Jackson Township, Auglaize Township, Harrod Volunteer Fire Dept., Layfayette Jackson Fire Dept and Westminster Rural Fire Dept. to work toward making this a much safer intersection. Proving we make are communities a better place to live by working together!

We have already received a response back from ODOT District One promising to reinvestigate the 309 and Napoleon Rd. intersection, looking at all aspects based on the recent crashes of this past weekend.

We do appreciate their prompt response to our concerns.

After several complaints about the condition of some properties in the township we have begun clean up efforts. We have began with pursuing clean up of junk vehicles throughout Auglaize Township. In our first mailing over 50% of the residents removed these vehicle, on their own, we greatly appreciate your cooperation.

The second mailing is about to go out, if the vehicles are not removed, those vehicle will be impounded at the owners expense.

This is just the beginning of our efforts to clean up the township. We will next be pursuing clean up of "nuisance properties" next.

We have had some concerns about "agriculture" being exempt from Zoning and therefore not required to comply. All of these clean up efforts are being pursued utilizing the Ohio Revised Code - Township Code. While "agriculture" is exempt from Zoning, it is not exempt from the Ohio Revised Code.

There is no intent to be over-reaching with these efforts, we just simply want our residents to be proud of Auglaize Township, their properties and respectful of your neighbors.

Re: Intersection of St. Route 309 and Napoleon Road

This will serve to confirm our telephone conversation of today’s date regarding the six-vehicle auto accident that occurred at this intersection on the October 12th and the fatal auto accident of the 13th. We would appreciate a re-evaluation of this intersection and at this time we are requesting at a minimum that you consider placing street lights at the intersection and within 250’ of approaching Napoleon Road from both East and West St. Rt. 309.

If you feel lighting needs to be considered outside of your right of way on Napoleon Road, let us know and we will proceed to discuss with Allen County Engineer’s Office.

A Big Thanks to Auglaize Agriculture 4-H Club for picking up the trash along our township roads last Saturday!! We also want to thank Harrod and Westminster Volunteer Fire Departments for providing the traffic control to keep everyone safe. We really appreciate this annual community service project and hope that it continues for years to come!

Another recent question:

Why can't the township just move money from one of our other accounts to fix the General Fund issue?

Ohio law prevents moving any funds from the dedicated accounts like...Roads and Bridges, Cemeteries, Fire and Ems to our General Fund.

Ohio law only allows us to move General Fund monies into any of those funds if it is needed.

No matter how healthy those dedicated accounts remain, our township can not remain functional without fixing the General Fund issue.

I also wanted to share a recent questionsabout compensation for the Trustees, full and part time employees:

I was asked if rising health insurance costs were contributing to our deficit issue.

The answer is NO, as we do not offer or pay for any health insurance for the Trustees, Fiscal Officer, full or part-time employees. We do, however, have workers compensation costs like any other business.

Please Support Auglaize Township’s
.75 Mill Current Operating Expense Levy

The Auglaize Township Trustees are asking for your support of a .75 Mill current operating expenses levy that will be on the November 8th, 2016 ballot.
Based on the updated property valuation we have reduced the levy request from 1 Mill to .75 Mill.

Currently the townships general fund is operating at a deficit of approximately $40,000.00 annually. This deficit has occurred due to the loss and/or reduction of the following funding sources:

1. Elimination of the Estate Tax - 2013
2. 50% reduction of Local Government Funds - 2012
3. Phase out of the Tangible Personal Property Tax - 2018

The loss and/or reduction of these funding sources were all initiated by our state legislature and no replacement funding was provided.

We have worked to reduce our general fund expenses which included cutting the compensation to the Fiscal Officer and all three Trustees. While these efforts have reduced the deficit amount, the gap is just too large to eliminate completely.

Your support of this levy will stabilize our townships General Fund today and for many years in the future.

Your trustees are all committed to “Transparency in Government”, therefore, we have chosen to participate in a new program that was rolled out by the Treasurer of Ohio on September 24th 2015 entitled: OhioCheckBook.com

Over 3,000 government entities in the State of Ohio were invited to participate in this program and Auglaize Township was one of the first 100 rolled into production last Fall and continues to be the only township
As residents of our township you will be able to go to this website and view every check we have issued so that you know exactly where your tax dollars are being spent.
