I-91, I-691, Route 15 Interchange Improvements
Construction Update: Phase 2
For the Weeks of June 15 & 22, 2026

FULL-DEPTH ROADWAY RECONSTRUCTION ON ROUTE 15 NB will be performed with a lane closure on Route 15 Northbound from Miller Avenue to Paddock Avenue in the City of Meriden.
• This work is scheduled to continue this week in the left lane.
• Time/dates: From Sundays at 6:00 PM to Fridays at 3:00 PM, beginning on Sunday, May 31 at 6:00 PM.

DAY WORK: During weekdays Monday through Friday from 6:00 AM to 3:30 PM crews will conduct a variety of work as noted throughout the I-91, I-691, Route 15 Interchange Phase 2 Project limits:
• Maintenance and protection of traffic with lane and shoulder closures on I-91, I-691, and Route 15, and some local roads, as required.
• Maintain stockpile locations, sweeping, dust control, as required.
• Excavate and backfill at the detention pond and install drainage.
• Excavate, backfill, formation of subgrade, and place process aggregate base Route 15 NB (from Miller Avenue to where the I-91 NB Exit 17 ramps enters Route 15 NB.
• Excavate, formation of subgrade, and place process aggregate base, and final grading at Route 15 NB Exit 65B to I-691.
• Install permanent barrier at multiple retaining walls.
• Set and strip moment slabs at multiple retaining walls.
• Set and strip formwork for parapets and closures on the Route 15 NB Exit 65B to I-691 WB.
• Set and strip formwork for deck, parapet, and sidewalk for the I-691 WB Bridge over Gravel Street.
• Reconstruct pedestals and set/strip formwork for the abutments for the I-691 Bridge over Route 15.
• Prep, pour, cure, patch at various locations.
• Set and strip formwork for the North Wall Street Bridge over I-691.
• Rebar installation at multiple retaining walls and bridges.
• Install illumination at multiple ramps, and illumination repairs.
• Install metal beam rails & anchors at various location on Route 15 NB & I-91 NB.
• Touch up painting on multiple bridges.
• Remove gas main in the Route 15 NB median
• Install seeding and plantings at multiple locations throughout the project limits.
• Onsite/offsite trucking.

NIGHT WORK: Sunday through Thursday nights from 7:00 PM to 6:00 AM crews will conduct a variety of work as noted throughout the I-91, I-691, Route 15 Interchange Phase 2 Project limits:
• Lane Closures:
o I-91 SB lane closures (Exits 18-17) for bridge saw cut and demolition
o I-91 NB lane closures (Exits 15-18) to saw cut concrete pavement
o Route 15 NB (Paddock Ave. to East Main Street) for temporary barrier work
• Ramp Closures with Detours:
o I-691 WB Exit 1B (I-691 WB to I-91 SB) Monday through Thursday nights (June 15-18) and Sunday through Thursday nights (June 21 to 25).

LONG-TERM CLOSURES/TRAFFIC PATTERNS:
• The On-ramp to Route 15 NB, I-91 NB and I-691 WB from East Main Street is closed temporarily for roadway construction and safety.

In October of 2024 I attended the groundbreaking ceremony for a project to convert the former Aeolian Organ and Music Company factory on Tremont St. into 82 mixed income 1 & 2 bedroom apartments at a cost of $56 million dollars. Opened in 1887, the Aeolian Mill operated until the company went out of business in 1930. The building housed smaller manufacturing businesses for the next several decades, but the building was showing its age and was in need of a major renovation. Trinity Financial out of Boston acquired the property and began the lengthy process of obtaining financing and partners to make the project viable. 20 months later, today’s ribbon cutting marked the successful completion of their efforts, and in a word, the end result is fantastic! Trinity did everything they promised and more, and I sincerely hope they will choose Meriden again for one of their transformations. Congratulations on a job so very well done.

New legislation prohibiting the sale and importation of handguns that can easily be converted into fully automatic machine guns has been signed into law.

This addresses a recent nationwide increase in which fi****ms have been designed in a way that enables them to become automatic weapons with the use of a simple conversion device that’s about the size of a Lego.
