The Mission of Hartford Public Access Television is to operate Hartford public, education, and government access television stations for the purpose of informing Hartford residents about community issues and activities and providing residents with a forum to express the

ir opinion. Hartford Public Access Television (HPATV) was incorporated in January of 1976 by a coalition of individuals, art organizations, social service agencies, and the City of Hartford. The concept of a public access television facility grew out of seven years of planning which preceded initial operation in June of 1982. The establishment of Hartford Public Access Television was in response to the need for Hartford residents and non-profit organizations to engage in community dialogue and introspection not normally available from other media sources, and the opportunity to establish an alternative for community expression and communication.

Groundbreaking of the New Barbour Street Library @ 234 Barbour St Hartford, CT 06120, May 20th, 2026

HPL's current 1,850 sq. ft. Barbour Street Library is located in a leased storefront in Unity Plaza, 261 Barbour Street. It is not large enough to provide the services, technology, and programming to meet the needs of the community.



In March 2023, the Hartford Public Library Board of Directors formally requested that the City authorize the Library to construct a new Library on the former Snyder Supermarket lot, 234 Barbour Street. ​

The decision to build a new library on city-owned property provides the Library with long-term sustainability and the ability to serve as an economic, educational, and cultural anchor for the community.



The new Barbour Library is currently in the design development stage. HPL will continue hosting community discussions throughout the design stage; the Library is working with local fiber artists and community artists to feature local art in the design.

The new 15,000 sq. ft. Library will feature:

Children’s room and teen lounge

Computer area and technology lab

Dedicated makerspace programming area

NextGen Adult Learning Center

Food pantry
