This Hispanic Heritage Month, we’re proud to recognize members of the Connecticut State Capitol Police Department whose heritage, family, and commitment to service have shaped who they are and how they serve our community.
Chief Luiz Casanova, a proud Puerto Rican, has dedicated his career to public safety, building community trust, and mentoring the next generation. For him, family is at the heart of everything, and his wife, daughters, and granddaughters are his greatest source of pride.
Sergeant Michael Bermudez, also a proud Puerto Rican-American, has served with the Capitol Police since 2006. Throughout his career, he has taken on many roles, including becoming the department’s first K9 handler and first Hispanic Sergeant. His faith, family, and commitment to serving others continue to guide him.
Corporal Marcos Massa was born in Puerto Rico and has spent over 25 years serving the Hartford community in law enforcement. Proudly raised in Hartford, he draws strength from his family and cultural traditions, carrying those values with him in his dedication to protecting and serving others.
Officer Jessica Bilbao was raised in Ecuador and has spent the past 10 years in law enforcement. Before joining the profession, she worked with nonprofit organizations focused on creating better opportunities for youth and families in low-income communities. Her children and family remain her greatest source of strength and motivation, inspiring her through every challenge.
Officer Noelia Kneeland, born and raised in Puerto Rico before moving to Hartford at age 14, has served with integrity since 2001. Her Puerto Rican heritage remains a source of strength and pride, while her two sons continue to inspire her to work hard and strive to be a better person each day.
Though their stories and journeys are unique, they share something powerful: a deep pride in where they come from, a love for their families, and a commitment to making a difference in the communities they serve.
