🚧 Milk Days is here! 🚧

As Milk Days festivities kick off this week and continue through the weekend, the Harvard Police Department would like to remind everyone to be safe and mindful while enjoying the celebrations.

Please be aware of increased pedestrian traffic throughout the community, especially near event locations, parade routes, and downtown areas. Motorists are encouraged to slow down, stay alert, and watch for pedestrians crossing streets. Be prepared for temporary road closures and traffic delays as various events take place.

Whether you're attending the carnival, parade, or any of the other great Milk Days activities, please plan ahead, follow posted signs and directions, and help make this a safe and enjoyable event for everyone.

Have fun, stay safe, and enjoy Milk Days!

3. Authorization for City Council Member to Attend Meeting Electronically Pursuant to Section 2.05.H – Electronic Attendance at Meetings Rule
4. Public Comment
The public is invited to make an issue-oriented comment on any matter of public concern not otherwise on the agenda. Individuals wishing to address the City Council are invited to come forward to the podium and be recognized by the Mayor; provide their name and address for purposes of the record, if willing to do so. Public comment is restricted to no longer than 3 minutes in duration. Interrogation of the City staff, Mayor or City Council will not be allowed at this time, nor will any comment from the Council. Personal invectives against City staff or elected officials are not permitted.

 Rick Lipinsky is Vice President of Operations at the Harvard Savings Bank/State Bank
Group. This will be his second reappointment to the Police Pension Commission. He contributes years of financial acumen to the commission and continues to serve with distinction in this role.
6. Individual Action Consent Agenda Items
 City Council Action on any item removed from the consent agenda.
7. Recognition Honoring Mia Martin and Oliver Huicochea Juarez for Outstanding Achievement as Featured Student Speakers at the AVID Summer Institute 2026
8. Administration Committee Recommendation – Appointment of Ethic Commission Members
 Recommendation: “Motion to approve the appointments of Carl Opper, Raul Meza, and Laura Pichardo to the Ethics Commission pursuant to Chapter 3 of the Municipal Code.”
9. Administration Committee Recommendation – Amendment to Resident Parking Restrictions in Section 15.06 of the Harvard Municipal Code
 Recommendation: “Motion to approve the amendment to Section 15.06, Parking Resident of the Harvard Municipal Code, removing the resident parking requirement on West Blackman
Street from Division Street (U.S. Route 14) to First Street.”
10. Sheboygan Warning Systems Presentation
11. Harvard Chamber of Commerce & Industry – Día de Los Mu***os Event Proposal
 The Harvard Chamber of Commerce & Industry is requesting the approval to coordinate and oversee a community-wide Día de los Mu***os event for Saturday, October 17, 2026, noon – 8pm. The action is to approve or deny the event proposal, pending appropriate application and insurance submission.
12. Payment of Bills
 “Motion to approve payment of the bills in the amount of $1,232,819.46.”
13. Milk Day Certificate Request – Saturday, June 6, 2026
 Eric Brehm/Hub Lounge is requesting a Milk Day Certificate pursuant to Section 25.06B.2 for the outside consumption of alcohol and to encroach on the City sidewalk. Will require
action from the City Council to approve or deny the request. Payment of the required fees and security deposit have been received.
14. Special Event Liquor License & Outdoor Market Applications – America 250 Event
 The City of Harvard is requesting approval of a Special Event Liquor License and Outdoor Market License for the America 250 Event to be held on Saturday, July 4, 2026, at Lions Park. The requested action is to approve or deny the licenses, contingent upon receipt of dram shop insurance and vendor certificates of insurance.
15. Staff Recommendation - Final Bike/Pedestrian Plan Adoption
 Recommendation: “Motion to adopt the final Bike/Pedestrian Plan.”
16. Staff Recommendation – Municipal Housing Authority Resolution
 Recommendation: “Motion to approve A Resolution of the City of Harvard in Support of Municipal Housing Authority.”
17. Administration Committee Recommendation - Amendment to the McHenry County Enterprise Zone Intergovernmental Agreement
 Recommendation: “Motion to approve amendment to the McHenry County Enterprise Zone Intergovernmental Agreement.”
18. Administration Committee Recommendation – Waste Hauling Services
 Recommendation: “Motion to approve staff to issue a Request for Proposals (RFP) for waste hauling services.”
19. Administration Committee Recommendation – Surplus Property
 Recommendation: “Motion to adopt the proposed ordinance Declaring Surplus Property.”
