NORTON FACT: I wanted to comment on my re-election campaign and how I used my money to tell my story. First, I am grateful to the over 200 donors that have given generously to my campaign. Over 50 contributors live or have their businesses in District 2. Many others know me from boards we serve on together like United Way and Salvation Army. Others are fellow Wagonmasters, past business connections, or just really good friends that care about my re-election. I have spent around $61,000 so far to advance my message. Other than about $200 of paypal fees, it has all been spent in Sedgwick County. In fact, all but about $5000 went to entities in District 2. Shop at home and local economy are not just hollow sound bites to me!

District 2 is not just a political boundary...it is home (for 36 years). It is the place I raised my kids. It is the place where all my grandkids live. It is where I go to church, it is where I shop, it is where I get my hair cut, it is where we buy our gas and groceries, and go to the doctor and dentist and to get our eyes checked. It is where we get a great steak dinner at the VFW on Saturday nights and where we have breakfast for dinner at southside restaurants It is where we buy our favorite wine called 'Dodging Tornados'. It is where I bank and know all the drive-through tellers by name. It is the school system that Susan and I chaired the last two bond campaigns. It is is where I have cooked for the SWNA holiday breakfast for years. It is where I rode a trash truck for the SWVNA neighborhood cleanup day. It is Delano United. It is Senior Services that I have participated in their Futures group and accreditation process. It is where we go to football games and the fall festival. It is where I have read "The Raven" for over 20 years at midnight at the library read-a-thon. It is where the event center is located that my election night party is held. It is where we buy rubber ducks for the duck dash. And it is where I can stop by Noah's Donuts or Casey's and get unvarnished feedback from the locals. It is also a place filled with great folks that I care about deeply...because I know them and they know me.

NORTON FACT: The Wichita Eagle gave me their full endorsement in this morning's paper. That is on top of the Wichita Chamber PAC, REALTORS of South Central Kansas, Sedgwick County Democratic Women, Wichita Independent Business Association PAC, Fraternal Order of Police, Plumbers and Pipefitters Local 441, the International Brotherhood of Electrical Workers Local, 271 and more to come. I am blessed to have this kind on support from various and important segments of the community.

As the campaign winds down, I want to assure you that my messages will stay positive and focused on my ability to serve the citizens I represent and to get things done. I will not succumb to pressure to engage in the kinds of rhetoric and half-truth politics that has been prevalent in this election cycle.

I have two lessons that my Dad taught me that I have tried to live by and conduct my public life. First: They can steal your car, burn down your house, shoot your dog, but they can't take away your good name unless you allow them to. My reputation, strength of character and good name is an important legacy to give to my kids and grandkids. Second: When the farmer gets in the pen with the pigs and slops around in the mud with the pigs, before long you can't tell the farmer from the pigs. Don't climb into the pen. Good words for maintaining dignity and good name in the political arena.

I want to keep doing the work of the people of the Second District and all of Sedgwick County. PLEASE SHARE!!!!

NORTON FACT: I guess it is time in the campaign to articulate my core values as it relates to my public elected life. I often get to visit with folks about them one on one but at this juncture of my public service, I would like to express to as many people as possible. I call them the five C's that guide me in my public life.

CIVIL: I believe it is critical now more than ever to remain civil, build relationship, mitigate conflict before it happens, treat citizens with respect, and find words that encourage, build people up rather than discourage and demoralize.

COLLEGIAL: I work hard to be open, honest and a good partner with officials that I work with and share an environment. I may have differences of opinion but honor their service to the community. I have continued to maintain good positive relations with City of Wichita electeds and the many Mayors and city council members with whom I interact in the course of public business.

CONSISTENT: Citizens want to know what they are getting when you are their representative. Consistency in personality, communication, decision making, advocacies, human relations and core values are imperative. Maintaining an open, welcoming attitude to ideas and people on a daily basis is critical to a consistent and dependable nature.

CITIZEN DRIVEN: The art of listening is virtually non-existant in the cacophony of output in today's society. "Listen first to understand, speak second to be understood." Good words when in the public realm. I embrace visiting with people 'on the fly' to get their thoughts on a myriad of things that affect their lives. Everyone has a story...listening unveils the real lives, needs and dreams in our community.

CHILD FOCUSED: I cannot emphasize this 'C' enough. Kids are our future. They are the precious commodity that will be the society of tomorrow. Our investment of time, energy, caring will pay big dividends. In my first swearing in and every time since, I have proclaimed that my actions, much of my community focus and the thought process for decisions of which I get to be a part will focus on my grand children and their future in our community.

NORTON FACT: Budgeting and financial condition have always been a priority of mine as a Commissioner. Prioritizing services, projects and capital expenditures is a major part of the yearly allocation of the revenues of the County. Because we provide a host of needed services and budget for the proper functioning of many other offices overseen by other elected officials, our financial stability, oversight and continious improvement of systems and procedures is critically important. My experience in business has given me a unique insight into the balance between service delivery, cost effectiveness and prudent spending and the benefit of long term capital projects and return on investment. I am proud that the County has triple A credit ratings from Fitchs, Moody, and S&P. Very few jurisdictions in the nation can say that. Those financial ratings help tell the story of how consistent and balanced we are at managing the business of the County. We have been able to maintain a stable Mill Levy rate, run the business of the County, complete major infrastructure and community projects and keep a healthy reserve. Several years ago I advocated for technology changes and additions that allowed many of our operating entities to share information, increase productivity and save taxpayer dollars. I was familiar with ERP (Enterprise Resource Planning) and SAP from my business career. Finally, I am an advocate for the continued use of debt financing for capital projects and infrastructure. Our bond rating offers us a clear opportunity to leverage our position and get things done for our community to provide safety, security, economic value and quality of life enhancements.

NORTON FACT: I have written quite extensively about my public service life. This week I want to talk about my community service over the years. I have served on the United Way of the Plains for over 20 years and have worked on the Community Planning committee for 5 years. I have been on the Salvation Army board for over 20 years and serve on its Homeless Advisory committee. I was on the Child Abuse Prevention council in the mid-eighties. I was on the Metro YMCA board when the South Y moved forward. I served on the Goodwill board for 6 years and the Boys/Girls club for 4 years. For years I was on the DECA advisory board for USD 259. I chaired the Project 261 beautification committee for 5 years. I volunteered to chair workgroups for strategic plans under 4 different USD259 superintendents. I am a Wichita Wagonmaster, a Rotarian and former Haysville Optimist Club president. Susan and I co-chaired the last two USD261 bond issues and were active in the Haysville library initiative. I have offered time to health initiatives and workgroups such as the Simulation Center project. Over the years I have participated in countless fund raisers, bowl-a-thons, phone banks, and other volunteer opportunities. I led the Target shopping cart brigade in the River Festival for over ten years and sponsored the Senior Celebration at the Festival for over 8 years. I believe this deep absorbtion in the community only enhances my ability to serve the community as County Commissioner.
