Hazleton Firefighters IAFF Local 507 Statement Regarding Recent Press Release
Hazleton Firefighters IAFF Local 507 would like to address a recent press release issued by Mayor Cusat's Office, as it contains multiple inaccuracies and misrepresentations that require clarification. At no time has any member of IAFF Local 507 made misleading statements regarding staffing or operations within the Hazleton Fire Department.
As correctly stated in the press release, the contractual number of career firefighters is 20, with a minimum of three and a maximum of five firefighters working per shift. However, this staffing model no longer reflects the operational realities of today’s fire service. Volunteer participation has significantly declined over the years, placing career firefighters, volunteers, and the general public in an increasingly unsafe position.
Contrary to statements made in the press release, the first time IAFF Local 507 formally raised staffing concerns with City Hall and the Mayor’s Office was not December 5, 2025, but April 23, 2025, during a meeting held at City Hall at 1:30 p.m. This meeting occurred as a result of a grievance being filed after minimum staffing requirements were not followed and a firefighter was injured while responding to a fire alarm. Additionally, a news article published in the Standard-Speaker on April 5, 2025, publicly discussed the need for increased staffing in the future.
The press release also states that career firefighters are responsible for getting apparatus to the scene and are then met by additional career firefighters, volunteers, and the chief. While career firefighters do staff and drive the apparatus, the reality is that no additional career firefighters respond to incidents unless they are formally recalled back to work. Furthermore, many emergency incidents occur where no volunteers respond at all. In these situations, the three to five on-duty firefighters—along with the officer in charge—are responsible for all fireground operations until additional resources arrive, if they arrive at all.
If career firefighters were limited to simply transporting apparatus to emergency scenes, there would be little to no fireground operations occurring for extended periods of time on many incidents. This is the operational reality our members face daily.
IAFF Local 507 has also seen recent public discussion regarding the possible addition of part-time staff. To date, the union has not been formally notified or invited to discuss this proposal in any meeting. While it has been stated that these part-time positions would be offered to city volunteers, the underlying issue remains: there are very few active volunteers currently available within the City of Hazleton to fill such roles. Additionally, part-time staffing represents a temporary measure and does not address the larger, long-term staffing challenges facing the department.
While IAFF Local 507 remains open to all solutions that improve public safety, any staffing plan must comply with Pennsylvania law, recognized firefighter training and safety standards, and all collective bargaining requirements.
Recent media coverage has created the false perception that the union and volunteer firefighters are in opposition. IAFF Local 507 wishes to be clear: we have no issues with the volunteer fire companies within the City of Hazleton. Our advocacy is solely focused on achieving a safer fire department for career firefighters, volunteers, residents, visitors, and commuters alike.
There remain many unanswered questions moving forward. What is not in question is the safety of firefighters and the residents of Hazleton, which continues to be compromised by dangerously low staffing levels. IAFF Local 507 will continue to advocate for solutions that prioritize safety, accountability, and effective emergency response for the community we proudly serve.
