Heath-Newark-Licking County Port Authority The Port Authority owns and manages the Aerospace Center in Licking County, Ohio.

The ceremony was attended by then-Governor George Voinovich, U.S. Senator John Glenn, and then-Congressman John Kasich. Rockwell was the original guidance system contractor, later bought by Boeing.
