📢 IMPORTANT UPDATE: Village of Hebron Solicitation Ordinance

The Village of Hebron Council has updated Chapter 735 of the Codified Ordinances, establishing new procedures and requirements for peddlers, vendors, and solicitors operating within the Village.

The updated ordinance is intended to help protect the privacy, safety, and peace of our residents while providing clear expectations for those conducting door-to-door solicitation.

Here are a few important things residents should know:

🪧 No Soliciting Signs: Residents may post a qualifying No Soliciting sign on or near their main entrance. Solicitors are prohibited from soliciting at a property displaying the required notice.
🕘 Solicitation Hours: Solicitation is permitted only between 9:00 a.m. and 7:30 p.m., or 30 minutes prior to sunset, whichever occurs first.
🦺Permit Required: Solicitors subject to the ordinance must have a valid Village of Hebron Solicitation Permit displayed at all times, and wear a high-visibility vest while soliciting.
⚖️ Enforcement: Violations can lead to criminal trespass charges and/or permit revocation by the Village Administrator.

Residents who choose to post a No Soliciting sign should make sure it complies with the requirements established in Hebron Codified Ordinance 735.04. Signs will be available soon for purchase from the Village Administration office for $5.00.

Please note: Permit requirements do not apply to certain school/youth nonprofit activities or political and religious outreach.

🌊 FLOOD DAMAGE ASSESSMENTS

Teams with the Licking County Office of Emergency Management (EMA) will be in Hebron today, August 24, and tomorrow, August 25, assessing damage from the August 20 flooding.

If your home or property sustained significant flood damage, please review the Village of Hebron’s original post below for information on how to report it and request an assessment.

Assessment team members will be wearing identifying vests and will provide their names. They are not soliciting or attempting to sell any products or services.

Please share this information with anyone who may have been impacted.

🚧TRAFFIC ALERT — INTERSTATE 70 CLOSURE🚧

Our partners with Ohio Department of Transportation East Central Ohio District 5 have closed Interstate 70 in both directions at Exit 129 for State Route 79 due to flooding. (What a difference less than four hours makes!) Traffic is being detoured onto U.S. 40 through the Village of Hebron.

Motorists should expect significant increases in traffic and delays throughout the Village while the detour remains in place. If possible, consider an alternate route and allow extra time to reach your destination.

⚠️ Please use caution! With heavier-than-normal traffic, allow plenty of following distance, avoid distractions, and be patient with other motorists. A little extra space and attention can help prevent secondary crashes and keep traffic moving safely.

⚠️ FLOODING UPDATE – SR 79 / I-70 ⚠️

The S.R. 79 exit from eastbound I-70 remains CLOSED due to flooding from the South Fork Licking River.

Current forecasts show the river continuing to rise, with levels expected to likely exceed record levels this evening/overnight. As water levels increase, additional roadway closures are expected in and around the Village of Hebron.

Please use caution and plan alternate routes. Do not drive around barricades or attempt to travel through flooded roadways. Conditions can change quickly, and water may be deeper or moving faster than it appears.

Hebron Police and Village Public Works will continue monitoring road conditions and will provide updates as additional closures occur.

🌧️ FLOODED ROADWAYS — USE CAUTION 🌧️

Several roadways throughout the Village of Hebron are currently flooded and impassable due to heavy rainfall. Areas currently affected include:

⚠️ 6th Street at North Street
⚠️ Hamilton Avenue
⚠️ Additional low-lying areas throughout the Village

Barricades have been placed where necessary. Do not drive around barricades or attempt to drive through standing or moving water. Water may be deeper than it appears, and road conditions underneath may be unsafe.

Please use alternate routes, allow extra travel time, and use caution throughout the Village. Officers and Village crews will continue monitoring conditions and addressing problem areas as they develop.

⚠️ FLASH FLOOD WARNING – PORTIONS OF HEBRON ⚠️

Part of the Village of Hebron is currently included in a Flash Flood Warning issued by the US National Weather Service Wilmington OH. The warning for southwestern Licking County is currently in effect until 7:45 AM.

As the rainfall estimate graphic from our friend Andrew Buck Michael shows, a band of very heavy rain has impacted portions of central Ohio overnight.

🌧️ Please use caution during your morning commute. With the amount of rain we have received recently, low-lying areas, creeks, drainage areas, and roadways may flood quickly.

🚨 GREENBRIER AREA: West Licking Joint Fire District currently has its resources committed to an evacuation operation on York Road. At this time, their recommendation is that residents of Greenbrier Village who believe they may potentially need evacuated should shelter in place rather than attempting to leave or requesting a non-emergency evacuation.

If you are experiencing an emergency or are in immediate danger, call 911.

🚧 Never drive around barricades or attempt to cross a flooded roadway. You cannot tell how deep the water is or whether the roadway beneath it has been damaged.

🎒🚌 BACK TO SCHOOL SAFETY: 🚌🎒

As students across the Lakewood Local School District and surrounding areas head back to school, the Hebron Police Department is reminding drivers to slow down, stay alert, and watch for school buses and children.

When you see a school bus stopped with its red lights flashing, know when Ohio law requires you to stop:

/┆\ Two- or three-lane roads: Traffic traveling in BOTH directions must stop when a school bus is picking up or dropping off students.

🛣 Roads with four or more lanes: Traffic traveling in the same direction as the bus must stop. Drivers traveling in the opposite direction are not required to stop.

🛑 Never pass a stopped school bus when you are required to stop. Children can be unpredictable and may be crossing the roadway where you don't expect them.

As school gets back underway, please also:

🚸 Slow down in school zones and residential neighborhoods.
📵 Put the phone down and keep your attention on the road.
👀 Watch carefully for children walking or riding bicycles.
⏰ Give yourself a few extra minutes in the morning so you're not tempted to rush.

A few seconds of patience can prevent a tragedy. Our kids are counting on all of us to get them to school and back home safely.

🌊 FLOOD WARNING — SOUTH FORK LICKING RIVER

From US National Weather Service Wilmington OH: A Flood Warning remains in effect until late tonight for the South Fork Licking River near Hebron.

As of 3:45 a.m. Monday, the river was at 880.8 feet, just above the 880.0-foot flood stage. The river is currently near its crest and is expected to fall below flood stage late this evening.

⚠️ At 881.0 feet, flooding impacts the eastbound I-70 exit to State Route 79, with water also potentially encroaching onto the edge of the eastbound outer lane of I-70.

⚠️ Additional Flooding Impacts: As of 3:15 a.m. Monday, the river stage was 11.3 feet, above the 11.0-foot flood stage. Backwater flooding may impact the Greenbriar Village Mobile Home Park, with water approaching yards behind homes along Greenbriar Lane East. Flooding is also impacting Ridgely Tract Road between State Route 79 and the South Fork, where water may cover the roadway and surrounding yards near two homes.
The river has already crested and is expected to continue falling, dropping below flood stage late this morning.

Please use caution when traveling through the area and never attempt to drive through flooded roadways. Conditions can change quickly, especially near the river and other low-lying areas.

The Hebron Ohio Police Department and Village of Hebron Public Works crews will continue to monitor conditions and share updates as necessary.
