October 13, 2026

Shots Fired Investigation on Kelly Drive Results in Arrest

On October 12, 2026, at approximately 11:32 p.m., Hebron Police Department officers responded to a report of shots fired in the 1000 block of Kelly Drive. Upon arrival, officers located shell casings and a vehicle with damage consistent with gunfire. No injuries were reported.

Officers requested assistance from the Licking County Sheriff's Office. Officers and deputies directed individuals to exit the residence at 1046 Kelly Drive and detained three people. A fi***rm was located just inside the doorway of the residence.

After interviewing individuals at the scene, officers identified 49-year-old Jeffrey L. Pack as an involved party and placed him under arrest. Charges are currently pending with the Licking County Court of Common Pleas for Improperly Discharging a Fi***rm at or into a Habitation, a second-degree felony; Discharge of a Fi***rm on or near Prohibited Premises, a third-degree felony; and Using Weapons While Intoxicated, a first-degree misdemeanor.

Anyone with information about this incident is asked to contact the Hebron Police Department at 740-928-9402.

All individuals are presumed innocent unless proven guilty in a court of law.

Officers have detained the subjects believed to have been involved in the incident. There is no threat to the public at this time. More information will be released in the coming hours.

🚧 ROAD CLOSURE NOTICE - PLEASE SHARE 🚧

North High Street in the Village of Hebron will be closed on Saturday, October 10, from 7:30 a.m. to 4 p.m. for the 17th Annual Hebron Nazarene Car and Truck Show.

The closure includes sections of North High Street:

• From Main Street (U.S. 40) to North Street
• From North Street to Elm Street

The intersection of North High Street and North Street will remain open, and access to Park National Bank will be maintained. Additionally, Fitch Brothers Way will be closed between West Main St. and Cully St.

Please plan an alternate route and watch for pedestrians near the event. Thank you for your cooperation!

Designed for law enforcement supervisors and command staff, this practical training focuses on recognizing signs of stress and burnout, leading by example, and building a culture that supports healthier officers and stronger teams.

Learn from retired Deputy Chief William C. Tolly and board-certified physician Dr. Dora Gonzales-Tolly, combining law enforcement leadership experience with medical expertise.

Now that the weather is changing, more bicycles are likely to be on the road. The Hebron Police Department reminds drivers that Ohio’s three-foot passing law applies when passing bicycles and electric bicycles. Leave at least three feet of clearance, and wait until you are safely clear before moving back over.

🚗 𝐃𝐫𝐢𝐯𝐞𝐫𝐬: Slow down, watch for cyclists, and pass only when it’s safe. If there isn’t enough room, be patient and wait—don’t squeeze past.

🚴 𝐂𝐲𝐜𝐥𝐢𝐬𝐭𝐬: Ride with traffic, obey signs and signals, signal your turns, and make yourself visible. Wear a properly fitted helmet and use lights when riding in darkness.
