The City of Helena will be hosting a FREE waste disposal day Saturday, June 13TH, 2020 from 7:00am-2:00pmat the Helena Sports Complex to accommodate items that are not picked up by regular waste disposal.

Dumpsters will be provided by SANTEK and will be available for you to dispose of the things that will not go in your regular household garbage. So, take advantage of this free disposal opportunity, and haul all that old junk to dumpsters located at the Sports Complex on Saturday June 13th 2020 from 7am-2pm

Due to environmental regulations, NO corrosives, batteries, tires, mattresses or paints will be accepted.

Please adhere to COVID19 Health Safety Guidelines while unloading at the Sports Complex

Governor Ivy announces amended statewide Safer at Home health orders.
Starting May 22 at 5pm through July 3rd the amended order will allow for expanded openings.

Highlights:
No changes in non work gatherings as long as social distancing is adhered to.
Childcare Facilities: Open without the previous limits, social distancing in effect.
Entertainment venues; open at 50% with hygiene guidelines.
Schools: Can open following school board and health order guidelines.
Youth Sports and Athletic events:
Practices allowed, no competition allowed until after June 15th. Specific health guidelines will be sent out.

Health Officer: “Use common sense, good hygiene is imperative, and continue to take social distancing seriously.”

Per the Order: The City of Helena can allow use of playing fields for practices starting May 23 and the Sportsplex will reopen as long as those using the facilities are following the Health Dept guidelines. Since our annual “Clean Up Clean Out” free oversized garbage drop off day was postponed in early May, I am now working to reschedule the event for a upcoming Saturday in June, where we will we again provide Dumpsters for your heavy garbage drop off at the Sportsplex.

‪Updated city facility openings;‬

Beginning Monday May 11, 2020:

The Public Library will reopen to patrons on a limited basis. Social distancing and safety precautions will be put in place by the Director. ‬Activities that cannot adhere to the social distancing guidelines will remain suspended.

Senior Citizens Center activities remain prohibited by the order.

Shared playground equipment will remain closed at all the City Parks.
All organized youth sports are still prohibited by the amended orders as well, for now.

SportsPlex Community Center will open for limited use ie; indoor walking track where 6ft distancing can be maintained or other activities where no shared equipment is used.

Tennis courts are open.

The improvements at the Tennis Courts in Joe Tucker Park has come along very well!
New entrance paving, pavilion parking area paving, sidewalks and curbing is being finished now and the new restrooms will be finished in the next few weeks.
With the paving and concrete phase finished, and after consulting with the Health Department Officer we will reopen the courts Wednesday May 6th for public use.
Users should continue to follow the health department guidelines now in place while using the courts.

New Order from the Governor, effective April 30 at 5:00pm until May 15th.
Please see the attached chart for all new Orders.

Highlights:
All retail can open with 50% occupancy.
Beaches open with gathering guidelines in place.
Medical Procedures: Allowed with COVID precautions
Employers should follow all exposure prevention recommended guidelines.

Restrictions that are still in effect;
No gatherings over 10 persons, 6 ft distancing must be in place for 10 or less.
Entertainment venues remain closed(ie: night clubs, bars, theaters)
Close contact businesses remain closed (salons, barbershops, nail salons, tattoo parlors)
Day care: limited to 12 children in a room.
Restaurants, Breweries, Bars;
Take out or curbside only.
Athletic facilities, Gyms and fitness centers remain closed.

It was also recommended that churches do not have in person gatherings at this time, drive in worship services are permitted. It was also recommended that churches begin planning for future gatherings(possibly after the May 15 Order expiration) by following the CDC guidelines at CDC.gov

Thanks for your continued cooperation, by law, we must adhere to the Governor’s new Order until May 15th.

I am certainly hoping more restrictions can be lifted by May 15th. We will provide updates as they are issued.

Friday update;
All city services continue to operate with restrictions still in place from the current State Orders. I continue to meet with our department heads weekly. At this point city finances are stable and there will be no reductions necessary to public services that the city currently provides.
For now, we continue to follow the State mandated health orders until any new guidelines are approved and put in place by the Governor.
I am in contact with our local legislators and we expect to hear something before May 1st about possible reopening guidelines that would apply to our local businesses.
Please continue to support local businesses that are open and especially those that are doing curbside services, it helps make a difference!

The Stay At Home Public Health Order Officially begins today, APRIL 4th at 5:00pm.
While we expect no intentional disregard for the Order here, State law authorizes Law Enforcement Officers to take the necessary steps to enforce the Order as required. Please help us by following the new Order so that Law Enforcement is not needed to address this important effort.
This will absolutely help our officers continue to perform their normal daily duties necessary to protect us from the other elements and difficulties that they deal with everyday in addition to these new challenges. Please lend your support to all our First Responders and medical professionals by simply following the guidelines outlined in the new Order.

State Health Officers summary of orders that will become effective today at 5:00pm.

State Health Officer Dr. Scott Harris has issued a health order effective until April 30 which requires every person in Alabama to stay at his or her place of residence except as necessary to perform essential activities. Anyone leaving home must maintain six feet of separation from other people.

Essential activities are defined in the health order and are as follows:

To obtain necessary supplies
To obtain or provide necessary services
To attend religious service
To take care of others
To work at essential businesses and operations
To engage in outdoor activity
To seek shelter
To travel as required by law
To see family members
Essential businesses and operations, listed below, must take all reasonable steps to avoid gatherings of 10 persons or more and maintain a consistent six-foot distance between persons.:

Essential government functions
Healthcare providers and caregivers
Essential infrastructure
Manufacturing facilities
Agrigulture operations and farms
Essential retailers
Essential services
Media operations
Education operations
Financial services
Professional services
Providers of basic necessities to economically disadvantaged populations
Construction and construction-related services
Essential public services
Military or defense operations
Essential services or product providers
Religious entities
Federally designated critical infrastructure
Other state-designated essential businesses and operations
Effective immediately, any person who has tested positive for COVID-19 shall be quarantined to their place of residence for a period of 14 days after receiving positive test results. Quarantined persons may not leave their place of residence for any reason other than to seek necessary medical treatment.

The statewide order also requires quarantined persons to take precautions as directed by their health care provider or the Alabama Department of Public Health (ADPH) to prevent the spread of the disease to others. Persons needing assistance with their needs while under quarantine may contact Alabama Voluntary Organizations Active in Disaster (VOAD).

Requests for exemptions will no longer be accepted. One of the items addresses attendance at religious services and reads as follows:

“A person may leave his or her place of residence to attend an event that is a religious worship service, wedding, or funeral in either of the following circumstances:

(i) The event involves fewer than 10 people and the people maintain a consistent six-foot distance from one another; or(ii) The event is a “drive-in” worship service that adheres to the following rules:
1. All participants shall remain in their vehicles for the entirety of the service;
2. The participants in each vehicle all share the same place of residence; and
3. Participants do not interact with participants in another vehicle.”
Regarding grocery stores, pharmacies and other stores, the following rules apply:

Emergency maximum occupancy rate. A retail store shall allow no more than 50 percent of its normal occupancy load inside the store at any one time. The store must station enough staff at the store entrances and exits to enforce this requirement.

Social distancing. An employee of a retail store may not knowingly allow customers or patrons to congregate within six feet of one another.

Sanitation. A retail store shall take reasonable steps to comply with guidelines on sanitation from the Centers for Disease Control and Prevention and ADPH.

Permissible reasons for people to leave their residences and places where they may go are described in more detail in the health order which may be viewed in the ADPH website.

The April 3 order supersedes and preempts all orders previously issued by the State Health Officer and Jefferson and Mobile County Health Officers concerning COVID-19 mitigation measures. Jefferson and Mobile County Health Officers are authorized, after approval by the State Health Officer, to implement more stringent measures as local circumstances require.
