NOTICE OF PUBLIC HEARING ON AN APPLICATION FOR THE
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM

NOTICE IS HEREBY GIVEN that on September 2, 2026 at 6 p.m. in the Hemingford Village Office, 700 Box Butte Ave, Hemingford, NE, the Village of Hemingford will hold a public hearing concerning an application to the Nebraska Department of Economic Development for a Community Development Block Grant (CDBG). This grant is available to local governments for community/ economic development activities.

The Village of Hemingford is requesting CDBG funds for the Downtown Revitalization Grant to eliminate slum and blight conditions of commercial zoned buildings with in the municipal boundaries of the Village of Hemingford. The total estimated project cost is [$285,000], with total CDBG funding in the amount of $250,000 Award. The CDBG total includes $25,000 for General Administration; $10,000 for Construction Management costs; and 25% matched funding or $83,333.33 which will be budgeted and expensed through the city’s general funds.

The project activities include:
• Project Activity [14E] — [Façade Rehab] – $250,000
• Project Activity [14E C/M] — Construction Management –$10,000
• Project Activity [21A] — General Administration – $25,000
All funds will be utilized for the National Objective of Spot Basis Area (SBA) within a designated Slum & Blighted area and the proposed project will aid in the prevention or elimination of slums or blight]. There will be no persons displaced as a result of CDBG activities.

The grant application will be available for public inspection at Village office of Hemingford. All interested parties are invited to attend this public hearing at which time you will have an opportunity to be heard regarding the grant application. Written and oral testimony will also be accepted at the public hearing scheduled for September 2, 2026, at 700 Box Butte Ave, Hemingford, NE. Written comments addressed to Kyle Huss at P.O. Box 395 will be accepted if received on or before September 1, 2026.

Individuals requiring physical or sensory accommodations including interpreter service, Braille, large print, or recorded materials, please contact Kyle Huss at 700 Box Butte Ave, Hemingford. Accommodations will be made for persons with disabilities and non-English speaking individuals provided that a 3 day notice is received by the Village of Hemingford.

🚧 VILLAGE OF HEMINGFORD SIDEWALK IMPROVEMENT GRANT 🚧

The Village of Hemingford is offering Sidewalk Improvement Grants to help residents improve and maintain our community!

💰 $13,500 in grant funds are available annually for residential properties.

Grant Guidelines:
Grants are available to Village of Hemingford residents on a first-come, first-served basis.
Grants are available for up to $1,500 per property owner.
Eligible sidewalks must be used by the public, run parallel to the street, and be uniform with connecting lots. Alley sidewalks are not included.
The area to be improved must be inspected by the Village Public Works Department before the application can be approved.
Grants are subject to the availability of funds for the fiscal year.
Payment will be issued after final inspection by the Village Public Works Department and after receipts for the completed work are submitted to the Village Office.

📢 READY-TO-SERVE WASTE SERVICE UPDATE

The Village of Hemingford would like to inform residents about SWANN’s new Ready-to-Serve (RTS) program.

In March 2026, the SWANN Board of Directors unanimously approved moving to a full-time Ready-to-Serve program. This change means the previous snowbird, shut-off, and absentee gap service options have been discontinued. The new Ready-to-Serve rates began with the July 2026 utility billing.

The Ready-to-Serve program is designed to provide residents with a simple, affordable, and reliable way to properly dispose of residential waste year-round. Residents can continue to use SWANN’s permitted facilities for qualifying residential waste without being charged by the ton or paying additional tipping fees.

Please do not dump household garbage, furniture, or other trash behind the Village Utility Shop.

The tree branch pile is for tree branches only. Please help us keep the area clean and usable by putting only tree branches in the designated pile.

If household trash, furniture or other garbage continues to be dumped there, the tree branch pile will be closed to the public.
