1/30/26 Riley Road at Birch Creek Bridge Update:

Eastbound beams have been placed and the contractor is completing the bridge deck for the eastbound lanes. We expect eastbound traffic to be switched to the new deck in February, and the contractor will begin work on the westbound lanes.
Completion and acceptance of the project is expected this Spring.

Riley Road Bridge at Birch Creek Update 10/30/25: The project is progressing. Tomorrow, 10/31, there will be a temporary one lane closure to allow room for the contractor to drill bridge shafts. We expect this to occur for a few hours in the early afternoon, with both lanes opening back up before evening rush hour. Bridge beams are being fabricated.

Our residents entrusted us with mobility bond funding in 2023, and I’m happy to report that we’re making major progress in design on some of our major roads. This morning, I met with our engineers to discuss the Clay Road mobility bond project, which is currently working its way through the design process. This project will run from Schlipf to Pitts road, and will turn Clay road into a 4 lane divided boulevard with a signal at the Bartlett intersection.

We will have more updates on various projects as we move forward, so stay tuned.

Waller County’s preventative maintenance program for bridges was highlighted at this year’s Texas Association of County Engineers and Road Administrators Conference. This proactive approach will help the county optimize our schedule and improve efficiency by having bridge engineers collaborate directly with our maintenance supervisor to balance technical ideas with real world field conditions and budget constraints.

This places Waller County in a good position to utilize State funding through TxDOT’s Off-System Bridge Replacement Program!

Riley Road at Birch Creek Draw Update (10/23/25): The contractor is starting to work on the bridge substructure (drilled shafts). Concrete bridge beams are being manufactured. Construction schedule allows for 4 months for completion.

2-lanes are planned to remain open during the construction of the bridge, with minor closures while shifting traffic in between construction phases.

The temporary bridge remains structurally sound and is checked periodically and after rain events. Trey Duhon - Waller County Judge

Riley Road Bridge Update 6/30/25: Waller County is receiving bids for the construction of the bridge. Bid opening is on 7/10/25 and contract documents/plans can be viewed here: https://www.co.waller.tx.us/page/BidsAndProposalRequests

A special thanks to Waller County's first Purchasing Director, Ms. Jaime Kovar, for creating and organizing contract documents and developing procurement processes. These are big tasks and take time to develop (especially with only a staff of one). The results will be more bid responses, and better prices for Waller County.

We currently have 15 engineering projects in design for your Waller County Mobility Program. Each design team is sending out surveyors and soil engineers to gather field data beginning this week. If you see surveyors and drilling rigs out and about, we'd appreciate your patience as we try to gather the best data to minimize costs during construction.

As of 3/26/25, Waller County Road Maintenance requests are now logged and tracked online. With this information, requests don't get lost, and maintenance staff is directed right to the problem via our GIS application. Over this next year, we'll collect data and determine where to position resources.

A special thanks to the Waller County Administrative Staff and Maintenance Division for getting this project completed before the expected July release. Brightly Software has informed us that this was the fastest delivery of Asset Essentials in their history!

One of our initiatives this year is to gather some survey and drainage data within the Rolling Hills Subdivision so that we can address some drainage issues. This will ensure the longevity of our future pavement improvements within the subdivision. Staff has been working with our drainage engineer to prepare a scope and get this project started.
