FOR PERSPECTIVE.
Michael Hankard / Hankard Environmental
β€” Publicly Documented Wind-Energy Projects
Publicly available records and hearing transcripts indicate that Michael Hankard and Hankard Environmental have repeatedly worked primarily on wind developers, utilities, project applicants, or operating wind-energy facilities.

The majority of publicly documented wind-energy work associated with Michael Hankard involves representation or support of wind-project proponents rather than counties, homeowner groups, or non-participating residents.

------------------ Contrasting Perspectives from Other Acousticians and Researchers
β€’ Robert W. Rand β€” Wind acoustics consultant β€” Emphasized real-world turbine noise impacts, low-frequency sound, indoor exposure, and resident complaints.
β€’ Stephen E. Ambrose β€” Acoustical consultant β€” Focused on infrasonic and low-frequency measurements near turbines and limitations of standard dBA metrics.
β€’ Jerry Punch β€” Ph.D. Audiologist β€” Criticized assumptions in some wind-noise models and emphasized sleep disturbance and annoyance impacts.
β€’ Paul Schomer β€” Acoustical engineer β€” Emphasized that annoyance, sleep disruption, and loss of quiet enjoyment are legitimate environmental-noise concerns.
