Next, we'd like to introduce our Finance Chief for the 2026 Virginia Fire Officers Academy, Lieutenant Anthony Conant from the Henrico County Division of Fire

A graduate of the Virginia Fire Officers Academy Class of 2023, Lieutenant Conant has remained dedicated to the continued growth and success of this premier leadership program.

As Finance Chief, Anthony plays a critical role in the academy's operations, overseeing student registration, managing academy finances, and ensuring hospitality and support functions run smoothly throughout the week. His attention to detail and commitment behind the scenes help create an outstanding experience for every student and instructor.

Henrico Fire is pleased to announce the following promotions:

Lt. Amber Sampson Mitchell

Amber Sampson-Mitchell has been promoted to the rank of lieutenant and will serve as the lieutenant of public education. Lt. Sampson-Mitchell has been with Henrico County Fire for 7.5 years. During that time Lt. Sampson-Mitchell served previously at stations 19, 21, 13 and 11. While serving, she has been the facilitator of the Henrico Fire Summer Camps, Henrico Fire Middle School Fire Safety Program, a Hazmat Technician, A Nationally Registered Paramedic, Fire and Life Safety Educator, Fire Explorer Advisor and Mentor to 4th grade students at Harvie ES. Lt. Sampson Mitchell holds a Bachelor of Science degree in criminal justice with a concentration on criminology. She enjoys the fire service because “I enjoy being able to make an impact on my community, this job has allowed me to give back to the community that I grew up in.” She would like to give special thanks and dedicate this promotion to my family (Husband Firefighter Derek Mitchell) especially our two sons Derek Jr. and Blake, always remember to work hard, try your best and believe in yourself.

Lt. Larvell Mason

Larvell Mason has been promoted to the rank of lieutenant and will serve at station 11. Lieutenant Larvell Mason began his fire service career in 2012 after joining the United States Air Force. He spent eight years with the City of Petersburg prior to joining the Henrico Division of Fire in 2021 as a firefighter paramedic. Lt. Mason's previous assignments included stations 11 and 23. Lt. Mason holds a bachelor’s degree in Homeland Security and Emergency Preparedness from Virginia Commonwealth University. He is also a graduate of the Virginia Fire Officers Academy, where he was awarded the Lt. Brad Clarke Leadership Award. Lieutenant Mason is a member of the budget committee, CPAT cadre, special events team and mayday cadre. He enjoys the fire service because, “(He gets to) be the hope for someone to ensure that better days are ahead in their worst moments.” He gives special thanks to his wife, Tiffany Mason, and twin children, Torin and Nova, for their continuous support.

Lt. Randy Stevens

Randy Stevens has been promoted to the rank of lieutenant and will serve at station 11. Lt. Stevens has 24 years with the Henrico County Division of Fire. During that time, Lt. Stevens has spent time as a special events firefighter, and he has also served at stations 7, 6, 16, 13, 4, 12 and 3. Lt. Stevens started his emergency services career as a combat medic in the Virginia Army National Guard. After finishing his training, he started to volunteer with Lakeside VRS and Chickahominy VFD. He started his career in the fire service by being hired by Petersburg Fire/Rescue & Emergency Services in 1999, where he served for two years before coming to Henrico. Throughout his career he has been an RSI provider and field training medic; he is also active with the Henrico Incident Management Team (Type 4) and the Central Virginia Incident Management Team (Type 3), having received certificates for Planning Section Chief, Operations Section Chief, and Resource Unit Leader. Lt. Stevens values most that in the fire service, the men and women you work with become family. He would like to thank his wife Aimee and daughters Hailey and Faith for their unwavering love and support through the years

Henrico Fire is pleased to announce the following promotions:

Ronny Martin has been promoted to the rank of captain and will serve at Station 23. Captain Martin has been with Henrico County Fire for 14 years. During that time, Cpt. Martin served previously at 21, 11, 3, 13, 19, as a training instructor, Lt. of recruit training, and Lt. at station 11. She is a VFOA graduate, HIMT and CVIMT member, Post Advisor for Henrico Fire Explorers, coordinated Henrico's first Saudi Cohort, and created the former Girls on Fire summer camp. Captain Martin holds a master's degree in organizational leadership and bachelor's degrees in public management and English. Cpt. Martin most enjoys “encouraging new and aspiring firefighters and witnessing their transformation into confident, proficient fire professionals.” She would like to give special thanks to her sons Jahran and Jordan, her parents, friends and family for their continuous love and support.

Russell Traner has been promoted to the rank of Captain and will serve as the Captain of EMS training. Captain Traner has 12 years with Henrico Fire. He spent 4 years with the Prince George Volunteer Fire Department, also spending time working at Riverside Regional Jail, Dinwiddie Dispatch, and Dinwiddie Animal Control. Captain Traner holds a bachelor’s degree in fire administration with a focus on fire investigations. Cpt. Traner has also earned a national paramedic certification, Citizen Valor Award through Fredericksburg Chamber of Commerce, Fire Chief's coin recipient, CIT instructor, VDFP lead instructor for Fire Officer 1 & 2 as well as Instructor 1, a former hose shop manager, a peer QA review team member and is an adjunct EMT instructor. Captain Traner enjoys the fire department because "when there is a problem others cannot solve, we go to work as a well-oiled machine and move mountains to solve problems.” Special thanks go to Christy, his wife; "without her, I couldn't do any of this." Thanks also go to his 4 children, Sadie, Scarlett, Sage, and Simon.

Earlier this week, three-year-old Lily and her mom stopped by Station 20 to thank firefighters after responding to a fire call at a relative’s home last weekend.
They dropped off a basket of sweet treats to show how much they—and their hard work—are appreciated.
Lily got a chance to meet the fire team and receive a firefighter’s hat.

On April 21, Senior firefighter Wayne Clevert was honored as a recipient of the Henrico County Heart of Service Award. Wayne serves the community helping with teen programs at the YMCA when he is not on shift.

Today, Henrico Fire joined dozens of fire and EMS departments at the Richmond Raceway for the 2026 Virginia Fallen Firefighters & EMS Memorial Service. We paused to honor and pay respect to the eight individuals who lost their lives protecting Virginians.

Our Honor Guard, recruits, and Fire Quartet were proud to take part in the memorial and provide support and assistance as needed.

We extend our deepest condolences to the families and friends of those remembered.
