Morrow County Community Assistance Grant Program formed to provide transparent and equitable access to grant funding

HEPPNER, Ore. (March 30, 2026) – In an effort to improve transparency and access to County funding for non-profit, community organizations, the Board of Commissioners created the Community Assistance Grant Program. The program establishes a specific amount of discretionary funds to go to assist funding for organizations, projects, and events that are vital to the communities in Morrow County.

Matt Jensen, County Administrator explains, “The County has always been very active in funding community needs and events. This program formalizes an open and transparent method that non-profits and other community groups can request funds. This openness is one of the initiatives that the Board of Commissioners adopted in the 2026 Strategic Plan.”

Organizations are encouraged to apply for the grants which will be evaluated by a five-member committee and scored on a preset metric. The committee will prioritize the projects and make recommendation to the County Administrator and Finance Director who will assign available funds. A final recommendation is then presented to the Board of Commissioners for ratification.

To help facilitate this program, several files have been created to help with grant applications. These can be found at www.morrowcountyor.gov/administration/page/community-assistance-grant-program. The first deadline for this program will be Friday, April 17, 2026 and applications should be sent in email format to [email protected]. Awarded funds will be available after July 1, 2026.

Position Summary: Leads, develops, and administers programs and processes that assure alignment of effective governance, management, and people strategies. Responsible for oversight and accountability of all aspects of the County’s human resources, including recruitment, labor and employee relations, policy formulation and administration, classification and compensation, staff and organizational development and training, payroll and benefits administration, and employee health and safety programs.

Are you looking for a part-time job on the weekends? Join the Morrow County Public Works team as a transfer station attendant!

Under the general supervision of the Administrative Manager, the Transfer Station Attendant performs a wide variety of tasks at the Transfer Stations. The duties include opening the bins for trash collection, assisting the public with proper disposal and recycling procedures, collecting, depositing and accounting for fees, and maintaining a clean and safe facility.

Minimum Qualifications:
*High School Diploma OR equivalent
*Two years of experience in customer service, cash handing, or a related field
*Valid Oregon Driver's License
