Mission: The Fourth District in the State of Kansas helps further the National goals of being there for every veteran. On the national level, the VFW's voice had been instrumental in establishing the Veterans Administration, creating a GI bill for the 20th century, the development of the national cemetery system and the fight for compensation for Vietnam vets exposed to Agent Orange and for veterans diagnosed with Gulf War Syndrome. In 2008, VFW won a long-fought victory with the passing of a GI Bill for the 21st Century, giving expanded educational benefits to America's active-duty service members, and members of the Guard and Reserves, fighting in Iraq and Afghanistan. The VFW also has fought for improving VA medical centers services for women veterans. Annually, the 1.9 million National members of the VFW and its Auxiliary contribute more than 8.6 million hours of volunteerism in the community, including participation in Make A Difference Day and National Volunteer Week. From providing over $3 million in college scholarships and savings bonds to students every year, to encouraging elevation of the Department of Veterans Affairs to the president's cabinet, the VFW is there.

Please try to remember not everyone enjoys the fireworks we will have the next week. People that have PTSD are effected in ways we can't imagine and their fear/anxiety is real. Try to be understanding during this time of the year. It also effects animals.

The WTB PICNIC scheduled for July 11th has been cancelled by the Manhattan Commander.

In order to better preserve and protect the force, Fort Riley is making the following changes to access control points:

*Beginning Monday, 30 March Trooper Gate hours will change to 0500-2200 daily.

*Effective Tuesday, 31 March, Estes Gate will close.

*Effective Tuesday, 31 March, Four Corners Gate will close to all but tactical vehicle traffic.

*Grant Gate will remain closed until further notice.

District #4 President Mike McCandless received word today from District #4 Commander, that there will be NO District #4 Convention on April 25. At this time a possible date and site will be looked into around sometime in May, depending on circumstances, for an Auxiliary meeting to elect officers.
PLEASE complete your bi-annual reports and get to the District and Department chairman, as this information will be needed on the National Level. Please be safe and well!

We are waiting on direction from either National or Dept on our status for the future meetings/events. Please check back next week after Monday for details. Please keep yourself safe and let us know if you need anything and I'm sure we can help out. We need to check on our shut-ins and single elderly friends. Make sure their pets are taken care of also if they can't or won't go out due to being afraid or maybe they have a weak immune system. Now's not the time to judge...it's time to be helpful! VFW Post is doing a flag retirement. Information follows.

Flag retirement starts at 10:00 am, Saturday 27 April, At Kandt point, last boat dock, Herington reservoir. Bring any flags you have that need to be retired. BBQ after we finish. VFW Post 1281 furnishing hot dogs and hamburgers. Bring sides to share and BYOB on drinks. I (D J) will have at least a case of water there.

Pow/Mia paperwork

With the exception of 4 and 5 March evening I am available through 7 March and possibly a couple of days early April, here in Herington or I can come to you with the blank forms so we can get any POW/MIA reports documented that were completed since 1 April last year.

Please let me know via email [email protected] when and where to meet you so we can get the PoW/MIA programs you have completed documented the way department wants them documented. If you have already submitted the forms directly to department please have a copy along with any documents you submitted so I can get district files in order. Any documents that you would desire to submit with the report will also go with.

If you are not sure what reports I am talking about, please look in the Department of Kansas website under POW/MIA programs and the instructions and report is there.

As of this time I have no actual report forms from any post. I know that many posts in the district have tables set up year around and have done some sort of POW/MIA programs or carried the flag in a parade.

This is a copy of the email I sent out minus the programs and would have been my report at tbe District meeting had I been over this cold.

POW/MIA

1281 completed a program in September and has a window set up.

6240 completed a program and has a window set up.

7774 has a table set up.

As of this time those are the only completed programs I am aware of and I have no completed paperwork from the POW/Mia program. on any completed programs

Please note I have checked with multiple agencies with Manhattan including the Police Dept, Red Cross and several churches and there is no need for any volunteers or donations at this time. They have no way yet of accepting clothing, food, etc. IF you feel you must donate the ONLY donations they are accepting is money sent to the Red Cross earmarked "Manhattan KS Emergency Fund." I have had multiple calls today saying they needed help but not one agencies said they did so please just stand by. Between Rock Hills Church, Bramlage, Portoff Hall and St Thomas Moore Church the people and pets are sheltered, fed and being taken care of.

Birthday celebration. Save the date! 28 September from 9 to 11 am. Where? 101 East Main Street Herington What? Combined Birthday bash of American Legion and Auxiliary and VFW and Auxiliary. Coffee donuts and cake to be served! Who? Everyone! Herington, Hope, Woodbine, White city, Ramona and any one else close by! Why? Well, to celebrate our founding and to tell our stories of what we have done for the community, and to gather input from you as to any projects of a community interest you may think we should get involved in. Also you can find out what medical supplies the VFW has to loan out or give to any who need them
Monthly breakfast at post 1281, Herington on the 21st of September. Open to everyone. Come and join us for a great way to start the day. Leave the cooking to us!
For those that did not make the district school of instruction, I am the POW MIA chairman for the district and also the National home chair. A copy of the district programs went in the envelopes to the commanders not present.
Live music, give a ways free food and drink and grear people to socialize with. A number of past district. Commanders, current district commander and post commanders present.
