Water has been talked about as "liquid gold". This natural resource has been harnessed (aquaduct) and manipulated (taxed) to keep people paying more and more for it. 2 Billion gallons of water flows into the ocean each day in California. Why would government agencies allow this precious, valuable resource to be lost? MONEY and POWER.
