Good morning.

The Village will begin our final transition to our new accounting software tomorrow. Villagers should expect our online payment system to be down on Wednesday, October 20th and Thursday, October 21st while we move to a new payment portal.

Please make plans to drop off payments to Village Hall during that time. Reminder that we do have a drop box at the front door that you can utilize for after-hours payments.

CUSI, the company that we utilize for our water bililng, recently experienced a cybersecurity incident. As a precaution, our online payment system is temporarily unavailable while our IT provider verifies that the system is secure. We apologize for the inconvenience and appreciate your patience and understanding.

You can pay your bill in person and if you are unable to get to Village Hall during our open hours you can place a payment in our secure drop box.

Hi All!

I would like to make residents aware of an administrative fee imposed by the State of Illinois on certain locally imposed sales taxes collected and distributed on behalf of local governments.

As a non-home rule municipality, Heyworth's impact from this fee is related to sales tax revenue generated through our Business Development Districts (BDDs). The State does not impose this administrative fee on the Village's regular 1% municipal share of the statewide sales tax.

Since State Fiscal Year 2018, Illinois has imposed an administrative fee on locally imposed sales taxes. The fee was originally 2% and is currently 1.5% of collections.

Since this fee was implemented, the Village of Heyworth has lost around $13,400.00 in Business Development District sales tax revenue to the State's administrative fee.

These are locally generated tax dollars that otherwise could have remained in Heyworth to support the purposes and improvements for which our Business Development Districts were established.

While attending the annual Illinois Government Finance Officer Association conference last week, I learned that the Illinois Municipal League recently conducted an analysis of the Tax Compliance and Administration Fund (TCAF), where these administrative fees are deposited. According to IML's analysis, the fee is estimated to generate more than $100 million in State Fiscal Year 2026, while the estimated annual cost of administering local taxes is between $36 million and $57 million. IML estimates that local governments across Illinois have been overcharged between $290.6 million and $482.3 million since the administrative fee's inception.

The Village of Heyworth believes the administrative fee should more closely reflect the State's actual cost of collecting and distributing these local revenues.

We encourage Heyworth residents to contact their Illinois State Senator and State Representative and ask them to support efforts to reduce the TCAF administrative fee so that more locally generated tax dollars remain in the communities where they were collected.

Hi All!

The Village recently replaced the chairs in our boardroom and now we have some surplus. They are cloth chairs that are red-ish in color. We have put them out by the dumpster behind Village Hall.
