Choose Momentum The Momentum team is committed to helping Highland Falls residents understand the current state of affairs in the Village regarding the dissolution process.

The most important thing that Village voters can do is learn the facts, which we will post here. Recently the Village Board was presented with a petition to request a referendum on the dissolution of the Village. The process of dissolving a village in New York follows a formal plan to transition services that is defined by the New York State Department of State. The process defines the steps and t

he time frame by which the Village must hold the referendum when registered Village residents can vote whether to dissolve. Right now the most important thing that Village voters can do is to learn the facts. The facts about the rising costs of maintaining the services we now have, the costs of salaries and benefits for services that are duplicates of what the Town and the County already provide, the costs of increasing debt and taxes that are jeopardizing our future, the costs of inaction and the resulting stagnation that are crippling our ability to grow and thrive. The posts on this page will seek to inform about actual facts, and to defuse misinformation that may be used to scare and intimidate voters. We urge everyone to do their best to keep information and emotion in their place and help to keep the Momentum going for a reenergized and revitalized community.

Here is the procedure defined by New York State in a nutshell.
- Present Petition to Dissolve Village to Voters.
- Gather signatures from at least 10% of registered voters in the Village.
- File with a cover letter that has a point of contact with The Village Clerk.
- Village Clerk has 10 days to verify the signatures.
- The Village Board has 30 days to enact a resolution and set a date for a referendum. THIS IS IMPORTANT. THE VOTERS GET TO DECIDE TO GO FORWARD OR NOT AT THIS STAGE.
- The referendum must be held within 60 to 90 days of the date of the resolution.
- If voted to dissolve, the Village Board has 30 days to meet.
- Within 180 days of that meeting they must prepare a proposed dissolution plan, approve by resolution, and post the plan on its website.
- One or more public hearings must be held within 35-90 days
- The Village Board must approve the final plan within 60 days from the last public hearing.
- THE VOTERS CAN VOTE TO ACCEPT OR REJECT THE FINAL PLAN.
- Voters may file a new petition calling for a referendum on the plan within 45 days.
Or
- Dissolution would take place on the date specified in the final plan.

A message to my Facebook friends.

To those who took time to cast a ballot, my heartfelt thank you. And to my teammates Joe DeWitt and Olga Anderson, I am convinced I would have lost the seat without them. Joe and Olga are deeply connected to the community and to many of the people who care about it’s future. Joe lost by a mere 30 votes, and Olga was just four votes behind me.

The village election has been divisive. Many still question the results. And many more question why the Village holds excessive debt, why commerce on Main Street has not progressed in decades despite the million visitors West Point brings, and why there are so many whispers of corruption.

As a new member of the Board I intend to not make things business as usual. My husband and I have embraced Highland Falls as our home, and we will do our best to deserve being part of it. As for Joe, Olga and myself, we pledge to continue to be a team regardless of titles.

Team Momentum congratulates last nights winners, Joe D’Onofrio, Gary Phillips and our teammate Dr. Melanie Guerrero. We can’t thank the friends of Momentum enough for the support and most importantly your vote. It was a privilege to meet many new faces and connect with old friends. We're almost there. The weather on Election Day will be cool and dry so come out and vote. The election will take place at The Senior Center, 15 Drew Ave., behind the Park Restaurant. Just look for the signs. The polls are open from Noon til 9 pm. Below is a sample ballot. Just fill in the oval next to the names of up to TWO Trustees and ONE Mayor candidates. Team Momentum is easy to spot on the last row of the ballot. Full instructions are printed on the right side of the ballot. Have fun while you exercise your precious right to vote on Tuesday March 16.
