Hayne Road Emergency Storm Drain Project

Emergency work is starting this week on Hayne Road near 1090 Hayne Road to repair a compromised storm drain line. During active work, traffic on Hayne Road will be reduced to one lane with flaggers on-site directing vehicles. Please plan for minor delays through the area.

RESPONSE TIMES:
During the month of September 2026, the average response time for all calls for service was 6 minutes and 11 seconds. There were 2 Priority 1 Emergency calls during the month, with an average response time of 4 minutes and 52 seconds. These response times were derived from the 367 calls that qualify for response-time tracking.

PATROL STATISTICS:
This report includes a summary of the total incidents for all calls for service as well as the total number and type of police reports that were generated. The Patrol Statistics report also includes our total number of arrests as well as citations.

During the month of September 2026, HPD responded to and handled 2,226 calls for service and reported incidents. 599 incidents were resident calls for service and 1,627 were officer-initiated incidents. HPD made 9 arrests and issued 64 total citations in the month.

CRIME SUMMARY:
This report is a summary of all crimes documented and investigated by the Hillsborough Police Department. In September, there was 1 residential burglary and 0 “other” burglary. In 2026, we have investigated a total of 10 residential burglaries and 3 “other” burglaries (construction site, commercial, or vehicle).

Possession of Child Pornography/CASE UPDATE
On 7/29/26 the HPD Investigators received a cybertip from the National Center for Missing and Exploited Children regarding possible Child S*x Abuse Material being shared through Snapchat. Preliminary information indicated that the possible victim may be a Hillsborough resident and the suspect may be a resident in Southern California. HPD Investigators obtained a search warrant for multiple electronic services providers and subsequently contacted the parents of the possible victim. HPD Investigators were able to identify the victim and determined that he was not a Hillsborough resident and that the incident did not take place in Hillsborough. HPD Investigators subsequently referred the investigation to the appropriate law enforcement agency with jurisdiction over the location in which the incident occurred.

Criminal Threats
On 8/26/26 a Hillsborough resident reported that a tutor they had hired for their high school aged child had begun to send numerous harassing messages after they expressed their disappointment with the level of service they had received. The harassing messages were sent through text messages, LinkedIn, and other social media platforms and including insults and threats to damage the resident’s personal and professional reputation. A subsequent message included hate speech directed towards the resident’s family. HPD Investigators learned that the tutor resides out of state and all of his interactions were conducted remotely. HPD Investigators are in the process of obtaining search warrants to identify the suspect and develop information to further the investigation.

ECR Traffic Advisory: Caltrans has scheduled upcoming closures on El Camino Real in Burlingame to continue tree removal work. To preserve and reinvigorate the historic grove, crews will remove aging eucalyptus trees and replace them with various saplings to keep the corridor safe and healthy.

To facilitate this work, daily full closures will be in place on Chapin Ave to Floribunda Ave from Monday, September 28 until Friday, October 2. Closures will be in effect from 9 a.m. to 6 p.m.

TRAFFIC COLLISION INVESTIGATION

On September 25, 2026, at approximately 3:47 PM, Hillsborough Police Department officers responded to the area of Macadamia Drive regarding a reported collision involving a bicyclist and a vehicle.

Upon arrival, officers determined that no other vehicles were involved. The incident was a solo collision involving a juvenile Hillsborough resident riding an electric bicycle.

The collision remains under investigation.

As a reminder, please use caution when riding bicycles and e-bikes, wear appropriate safety equipment, remain aware of your surroundings, and follow all applicable traffic laws. Drivers are also reminded to stay alert and watch for cyclists sharing the roadway.

Chief Colla and Officer Ramirez are in San Diego this week attending the RISE Women In Policing Conference, formerly known as the Women Leaders in Law Enforcement (WLLE) Conference.

RISE brings together women in law enforcement from across the state for valuable training focused on leadership development, professional growth, networking, and career advancement.

At HPD, we are proud to support opportunities that help our employees continue to grow, strengthen their leadership skills, and bring new ideas and experiences back to our department and community.

It’s also great to see so many of our law enforcement partners from throughout San Mateo County represented at this year’s conference. We’re proud to invest in our people and support their continued professional development.

During the month of August 2026, HPD responded to and handled 2,174 calls for service and reported incidents. 570 incidents were resident calls for service and 1,604 were officer-initiated incidents. HPD made 6 arrests and issued 79 total citations in the month.

In 2026, we have investigated a total of 9 residential burglaries and 3 “other” burglaries (construction site, commercial, or vehicle).

Residential Burglary Updates
On 7/18/26, Hillsborough Police responded to a report of a residential burglary in progress on the 300 block of West Santa Inez Avenue in Hillsborough. Responding officers located a suspect in a vehicle matching the description provided by an attentive passerby and subsequently placed the driver, Karelis Monje Saez, under arrest. Two other unidentified suspects eluded capture and fled. Monje Saez was determined to be a Chilean citizen. On 8/27/26, a preliminary hearing in San Mateo County Superior Court for Monje Saez was scheduled however due to scheduling issues raised by legal counsel, it was continued to a later date.

On 11/6/2025 three residential burglaries involving the same suspects occurred in Hillsborough, along with other cities in San Mateo County. HPD Investigators identified a suspect vehicle using Flock ALPR cameras and began an investigation which led to a residence in Stockton as being a location of interest. In July, HPD and other San Mateo County Law Enforcement agencies executed a search warrant at the residence and seized the suspect’s vehicle which was later towed as evidence. HPD Investigators processed the vehicle which provided significant investigative leads along with the recovery of additional stolen property and burglary tools. The investigation is ongoing.

On 12/2/24, HPD Officers responded to the Hillsborough School District Office located at 300 El Cerrito Avenue in Hillsborough on a report of a burglary. HSD staff reported that two trucks owned by the school district had been stolen and numerous tools were stolen from other district owned trucks as well as their building. HPD Investigators conducted an investigation along with the South San Francisco Police Department, Livermore Police Department, and Campbell Police Department and identified Oakland resident Oscar Barcenas Gonzalez as one of the suspects. An arrest warrant was obtained and he was taken into custody. On 8/19/26 in San Mateo County Superior Court, Gonzalez was held to answer on the following charges:
• 460(B) PC - Burglary
• 487 (a) PC – Grand Theft
• 2 Counts of 10851(a) CVC – Theft of Vehicle
• 3 Counts of 10852 CVC – Tampering with a Vehicle

📚🚸 Back to School Tomorrow! HPD reminds everyone to slow down, stay alert, and watch for students and pedestrians. Please note that all Crocker traffic will enter and exit through the Gym entrance, with temporary traffic signals on Ralston to help manage traffic during drop-off and pick-up. HPD officers will be visible and monitoring speeds and rolling stops—please plan ahead, follow all traffic directions, and help us keep our students safe! 💙🚓
