The Coastal Georgia Regional Water Plan outlines strategies to meet the area's water and wastewater needs through 2060. It focuses on protecting the Floridan Aquifer from saltwater intrusion and shifting reliance toward surface water. The plan is managed by the Coastal Georgia Regional Water Planning Council. The most recent update of this intensive body of work was published in June 2023.

The Coastal Georgia Regional Water Plan was initially completed in 2011 and subsequently updated in 2017 and 2023. The plan outlines near-term and long-term strategies to meet water needs through 2060.

Big things are in the works as plans for Fiscal Year 2027 come together at LCDA. From strategic infrastructure investments and workforce partnerships to site development, regional collaboration, and continued support for existing industry, LCDA remains focused on laying the foundation for long-term opportunity and thoughtful, managed growth in Liberty County.

A recent study conducted by Georgia Tech confirms something that may surprise many people, even though it is not uncommon for communities across the state and nation.

In Liberty County:

-- Residential taxes alone do not pay for the cost of community services those households require.
For every $1 in revenue from residential property taxes, local government spends about $1.36 on services like schools, public safety, and infrastructure.

-- Commercial and industrial development helps balance the system.
These uses generate more revenue than they require in services—about 40 cents in costs for every $1 collected.

-- Agricultural land also costs less than it contributes, at about 57 cents in services per $1 of revenue.

-- Right now, residential property values are not high enough to fully cover service costs.
A home would need to be valued at about $258,000 to break even, compared to the local average home value of around $178,000.

What this means for our community: A balanced tax base matters.

A community is made up of people. People need housing. People need jobs. Industry needs a workforce. Workforce needs housing. Both require infrastructure and government services that come at a cost.

We need a balanced mix of residential, commercial, and industrial growth. Using this information and planning responsibly, we can build a strong, sustainable, and affordable community for everyone.

We're Listening and Learning – Come Meet with Us!
We’re inviting community members to an Open House and Information Session on Tuesday, June 9th to speak directly with our project team about the proposed Water Reclamation Facility to serve Liberty County.

Open House from 6 p.m. to 7 p.m. – drop in at your convenience anytime during the hour to view detailed information and talk one-on-one.

Following a brief overview presentation at 7 p.m., speakers will join with experts on-hand to answer questions in an open forum.

A court reporter will be on-site for the duration of the meeting to gather individual input. Comment cards will also be available for written input.

The meeting will conclude at 8 p.m. but we'll continue to gather input to ensure all voices are represented before final decisions are made. Please email us at [email protected] with any questions or concerns.

LCDA recently commissioned a Georgia Tech study that underscores why balanced commercial and industrial growth matters for Liberty County's future.

The study found that for every $1 generated by the residential tax digest, it costs approximately $1.20 to provide county services. In contrast, commercial and industrial properties cost approximately $0.58 per $1 generated. When schools are included, residential costs rise to $1.36 while commercial and industrial costs drop to approximately $0.40.

The findings highlight the important role commercial and industrial investment plays in helping communities support infrastructure, maintain services, strengthen economic opportunity, and keep taxes competitive over the long term.

At LCDA, our mission is not simply growth for growth’s sake. It is to pursue intentional, balanced, and sustainable economic development that supports residents, existing industry, and the long-term financial health of Liberty County.
