NEBRASKA AVE
The Gerken Companies finished up paving Nebraska Ave from McCord Rd to King Rd yesterday. They are back this afternoon working on driveways and aprons. Striping and landscaping work still remain next week. Please slow down and help keep road workers safe if you go down that stretch.

ROAD RESURFACING
RAAB RD
This one-mile stretch of Raab Road from Frankfort to Bancroft St in Spencer Township received a fresh resurfacing this month. Some landscaping and the final thermo striping still needs to be completed.

The third of our five roundabouts this construction season is also coming to Monclova Road at Wilkins Road. This rural intersection may not see a ton of traffic, but from 2015 to 2019, all five crashes at this intersection caused injuries, two of which were serious. In 2020, we applied for a HSIP safety grant and were awarded the funds for a roundabout.

All fives crashes were angle crashes, which roundabouts are proven to virtually eliminate.

Remember, these conceptual pictures are meant to show a basic sense of the completed project but are not perfectly to scale.

We do not have a start date yet but will announce it as soon as we do.

Lucas County Engineer Mike Pniewski spent the week in Washington D.C. speaking with lawmakers about infrastructure spending for the next five years. We are pleased to hear today that lawmakers are interested in renewing the Safe Streets and Roads for All program, which has already brought millions of dollars to NW Ohio in its first five years and they will be increasing federal investment in bridge projects, which is a top priority across the country. Congress will vote on the bill when they return from recess.

We apologize for the change but this project will now be starting MONDAY JUNE 8. The reason for the delay is outside of our control and our community deserves to know why since the delays affect you. And the reason for the delays is utilities relocating their poles and assets, something they had TWO YEARS notice to do.

Under Ohio law, utilities occupying public right-of-way do so subject to the road authority’s needs. That means if a road project requires relocation, the utility is generally obligated to move its facilities.

For counties, this authority comes from statutes like Ohio Revised Code 5547.03 (removal of obstructions) and 5547.04. So something like utility poles in the way of a road widening, roundabout, or drainage project can legally be treated as an obstruction.

But county agencies likes ours do not have a "move it by Friday” button. We have the legal authority to request relocation, but not instant enforcement. We gave plenty of notice to get this work done before it was time for the project to start and that was not completed.

We are working with Geddis Paving & Excavating, Inc., Anthony Wayne Schools, Monclova Township and all community stakeholders to assure this project is completed as quickly as possible with as little disruption as possible once it begins.

Stable, predictable funding matters. It allows us as an agency to continue planning ahead and updating our Six-Year Forecast annually to continue proper maintenance of our roads and bridges. This is why we are grateful to Lucas County and Ohio voters as a whole, for approving Issue 2 last May, which saw the state of Ohio commit to $2.5 billion for infrastructure projects over the next 10 years. For some smaller agencies, this funding is vital to continue maintaining their infrastructure as costs continue to rise.

The American Society of Civil Engineers estimates that maintaining current infrastructure investment levels could save the average American household $700 annually.

That is one of the reasons why robust and sustained funding is critical to building a stronger America.
