Blair Metropolitan Planning Organization The MPO forms a regional transportation partnership for helping to select transportation planning and programming priorities.

By Federal statute, the MPO is the policy body for transportation planning and programming in Blair county (Altoona MSA). In this role, the MPO performs studies for transportation improvements, considers input from its member municipalities, the public and state and federal legislators, and pools the resources and expertise of its partner organizations to plan for and provide improvements to the region's transportation system.

PennDOT has announced Tier 4 vehicle restrictions that will begin at 12:01 a.m. Sunday, January 25.

The following types of vehicles will not be permitted to travel at that time:

All commercial motor vehicles (regardless of loading or availability of tire chains/alternate traction devices)

Passenger vehicles towing trailers, including:
Recreational travel trailers
Fifth-wheel trailers
Enclosed cargo trailers
Open cargo trailers
Vehicle transport trailers

Recreational vehicles and motorhomes

Motorists are advised of planned overnight detours of the ramps from the Tenth Avenue Expressway to Route 36 (SR 8009, ramps A and B) for High Friction Surface Treatment (HFST) as part of the Route 36 Mill Run Bridge project in Altoona beginning Tuesday, September 2, 2025.

The contractor will be closing and implementing detours of the ramps, from the Tenth Avenue Expressway (SR 4009) onto 18th St. (PA 36). Detours will be in place from 6:00 PM to 6:00 AM from Tuesday, September 2 through Friday, September 5.

Drivers wishing to exit southbound on Route 36 will exit at the 17th Street exit off the Tenth Avenue Expressway (SR 4009) and proceed along 17th Street to Margaret Avenue, turn right onto Margaret Avenue and proceed to Route 36.

Drivers wishing to exit northbound on Route 36 will exit at 15th Street on the right and turn left onto 13th Avenue to the intersection with 18th Street and turn right onto Route 36.

HFST typically applied to roadways, including horizontal curves, intersections, and steep grades, to improve grip. The project also includes centerline rumble strips and pavement markings.

The work is part of the Mill Run Bridge project, slated to be completed during the 2025 construction season. Cottle’s Asphalt Maintenance, Inc., of Everett, PA, is the contractor for the $7,434,773.35 project, which includes the replacement of the bridge, installation of a left-turn lane from Union Avenue onto 31st Street, improved drainage, and guide rail upgrades over 4.218 miles of roadway.

Motorists are advised of the potential for lengthy delays from the continued movement of superloads consisting of windmill blades and tower and turbine parts through the PennDOT District 9 counties of Bedford, Blair, Cambria, and Somerset through mid-September.

Superloads scheduled for next week – Wednesday, September 3 through Friday, September 5 – will use one of three routes based on cargo.

WEDNESDAY, SEPTEMBER 3
• Hub assembly section on U.S. 220 in Bedford County beginning at approximately 7:00 AM.

The Pennsylvania Department of Transportation (PennDOT) is advising motorists of overnight lane closures on Interstate 99 (I-99) northbound and southbound between the Frankstown Road and 17th Street exits in Blair County, beginning Monday, Sept. 1, 2025.

The contractor will be completing concrete paving and pavement line painting.
During the week of Sept. 1 through Sept. 6, I-99 will have a single-lane restriction overnight starting at 8:00 PM until 6:00 AM the following morning in both the northbound and southbound lanes from the Plank Road Exit 31 to the Frankstown Road Exit 32.
During the week of Sept. 8 through Sept. 13, the nightwork on I-99 shifts to between the Frankstown Road Exit 32 and the 17th Street Exit 33.

New Enterprise Stone and Lime, Inc., New Enterprise, Pa., is the contractor for the $23,500,000 project, which includes improvements along 10-miles of I-99 from the median cross-over near Newry to 17th Street exit in Blair County. The work is scheduled to be completed in September 2025.

The Pennsylvania Department of Transportation (PennDOT) is advising motorists of short-term lane closures on Interstate 99 northbound between the Frankstown Road Exit and 17th Street Exit in Blair County, beginning Tuesday, July 22, 2025.

The contractor will be reducing traffic on I-99 northbound to a single lane for concrete patching beginning on Tuesday, July 22, and Wednesday, July 23, 2025.

New Enterprise Stone and Lime, Inc., New Enterprise, Pa., is the contractor for the $23,500,000 project, which includes improvements along 10-miles of I-99 from the median cross-over near Newry to 17th Street exit in Blair County. The work is scheduled to be completed in September of 2025.

The Pennsylvania Department of Transportation (PennDOT) is informing motorists of a planned overnight detour for Route 8009 Ramps A and B, from 10th Avenue (SR 1009) onto 18th Street (PA 36) for the Mill Run Bridge project in Altoona, beginning Wednesday, July 23, 2025.

The contractor will be closing and implementing detours of Route 8009, Ramp A and Ramp B, from 10th Ave (SR 1009) onto 18th St. (PA 36) in the City of Altoona. Detours will be in place from 6:00 PM Wednesday, July 23, to 6:00 AM Thursday, July 24. The detour will be continued overnight July 24 if necessary.

Traffic for southbound Route 36 (Union Avenue) will exit at the 17th Street exit off 10th Avenue and proceed along 17th Street to Margaret Avenue, turn right onto Margaret Avenue and proceed to Route 36 at the Union Avenue/Broad Avenue intersection.

Traffic for northbound Route 36 (18th Street) on 10th Avenue will exit at 15th Street on the right and turn left onto 13th Avenue to the intersection with 18th Street and right onto Route 36.

The Pennsylvania Department of Transportation (PennDOT) is advising motorists to plan for overnight delays beginning at 8:00 PM Monday, July 21, through Friday, Aug. 1, for High Friction Surface Treatment (HFST) on Frankstown Road (SR 1009) in Logan Township.

Motorists can expect single-lane restrictions, standard nighttime flagging operations and delays of up to 15 minutes from 8:00 PM to 6:00 AM for HFST operations along Frankstown Road (SR 1009).

HFST typically applied to roadways, including horizontal curves, intersections, and steep grades, to improve grip. The project also includes centerline rumble strips and pavement markings.

Cottle’s Asphalt Maintenance, Inc., of Everett, PA is the contractor for this $7.5 million project to provide safety improvements on the Frankstown Road (SR 1009) corridor from Amelia Avenue (SR 1021) to the Union Avenue (PA 36) intersection with East Plank Road/Pleasant Valley Boulevard (SR 1001). The anticipated completion date is September 2025.

The Pennsylvania Department of Transportation (PennDOT) is advising motorists to expect delays during evening and overnight hours beginning Monday, July 21, 2025, for an intersection improvement project on Route 36 (Woodbury Pike) and Route 164 (Cove Mountain Road) in Roaring Spring Borough and Taylor Township.

From Monday, July 21, to Friday, August 1, the contractor will be working during evening and overnight hours (6:00 PM to 4:00 AM).

Cottle’s Asphalt Maintenance, Everett, Pa., is the contractor for the $2,064, 975.25 intersection improvement project, which consists of shoulder widening and the addition of turning lanes, as well as utility relocation and drainage upgrades, and sidewalk replacement. The project is slated for completion in November 2025.

Long-term traffic controls, and flaggers where needed, will be in place to shift traffic away from the shoulder areas.

We remind motorists that the "Paul Miller's Law" is in effect June 5, 2025, for all Pennsylvanians. This law prohibits the use of hand-held devices while driving, even while stopped temporarily due to traffic, a red light, or other momentary delay. Violation of this law is punishable by way of summary citations issued by any Pennsylvania Law Enforcement officer. We strongly urge motorists to make safe choices, put phones out of reach and don’t text and drive.

The Pennsylvania Department of Transportation (PennDOT) is advising motorists to expect delays beginning Thursday, June 5, 2025, on Interstate 99 (I-99) at the Tyrone interchange in Blair County.

Contractors will begin removing and replacing the median barrier on I-99 at the Tyrone interchange, and shoulder work and concrete and asphalt paving well also be completed. Barriers will be set and traffic will shift on I-99 northbound to maintain two lanes of traffic while one lane of I-99 southbound will be closed, reducing the southbound route to a single lane.

New Enterprise Stone and Lime, Inc., New Enterprise, Pa., is the contractor for the 10.1-mile, $23,500,000 project on I-99 from the median cross-over near Newry to 17th Street exit in Blair County. The project also includes an asphalt overlay of the road and a latex overlay on the bridge decks. The work is scheduled to be completed in September of 2025.
