Native Learning Center The Native Learning Center provides Native and Indigenous people with knowledge and skills that improve quality of life through housing related programs.

The Native Learning Center (NLC) offers FREE courses and training to Native Americans and Indigenous people with an emphasis on the educational needs of tribal members and their communities. The NLC is a program of the Seminole Tribe of Florida and was established in partnership with the U.S. Department of Housing and Urban Development (HUD) in 2008. The NLC’s learning opportunities and resources

focus on areas that are critical to the growth and improved quality of life for Native communities. Our focus areas include: Celebrating Culture & Language, Financial Wellness, Grant Education, Housing Strategies, and Tribal Government.

Course Description:
This course will cover the administrative requirements that pertain to procurement using Indian Housing Block Grant (IHBG) funds distributed to Tribes and Tribal Housing Programs in accordance with the Native American Housing Assistance and Self-Determination Act (NAHASDA). During this course, students will learn how to conduct procurement effectively and efficiently and to comply with requirements imposed by HUD and other funding sources. We will discuss the skills required to perform the responsibilities related to sound procurement management and the methods for complying with 2 CFR 200. We will provide various procurement documents to help your organization with procurement compliance areas.

Learning Objectives:
• To assist you as a NAHASDA Recipient to effectively and efficiently conduct Housing procurement and comply with requirements imposed by HUD (Uniform Requirements at 2 CFR part 200) and other funding sources. After completing this training, students will have:
• An understanding of the IHA management and operations in relation to procurement
• An increased knowledge of the concepts and basics of procurement
•Improved capabilities and proficiency of job skills in the performance of procurement functions of the local housing entity

Course Description:
This training session focuses on providing the trainees with an understanding of the federal regulations specific to Tribal Housing Programs as well as the appropriate compliance protocols and audit requirements.

Trainees will learn the skill sets needed to effectively and efficiently navigate, search, interpret, and implement the numerous subparts and specific citations contained in OMB’s Uniform Guidance – 2 CFR Part 200 along with the guidelines of HUD’s Native American Housing Activities – 24 CFR Part 1000, and the pertinent statutory sections of the legislation of the Native American Housing and Self-Determination Act (NAHASDA) of 1996.

Trainees will learn how to monitor, evaluate, and mitigate Tribal Housing compliance issues. In addition, they will gain insight into methodologies and best practices for ensuring Internal Controls and Program Integrity.

Trainees learning strategies for preparing, responding to, and participating in Program Reviews from funding federal agencies as well as the preparation and coaching, documentation, and reporting standards of the Single Audit.

This training session will examine and discuss real examples and anecdotal situations relevant to Tribal Housing.
