I’m grateful to the voters of La Crosse County for electing me to a six year term on the bench. I intend to honor your votes by diligently and conscientiously carrying out my duties as a circuit court judge.

Thank you to all that supported me in this race. Words cannot express my gratitude. Anyone that’s been involved in putting together or running a campaign knows the stress, work, and financial commitment it takes to put it together. My wife Kris is amazing and I’m lucky to have her in my life.

I wish you all a good night and once again…thank you all!

Vote today for Mark Huesmann!

04/01/2024

Scott Horne has authorized the candidates in this race to post the following. It's worth reading and it sums things up about outside dark money coming into a local judicial race:

SCOTT L. HORNE
333 Vine St.
LaCrosse, WI 54601

I have been asked about a couple of recent flyers disseminated to LaCrosse County voters in anticipation of next week’s judicial election for LaCrosse Circuit Court, Branch 3, Judge Mark Huesmann was appointed by Governor Tony Evers in accordance with law to fill the seat of Judge Todd Bjerke who retired last summer. Judge Huesmann was appointed to serve until an election could be held this April 2 to select a judge for a full six year term beginning August 1.
Judge Huesmann is opposed by Candice Tlustosch, an attorney with an office in LaCrosse. Previously, Governor Walker used this same constitutional appointment process to appoint her to fill the seat of retired Judge Dale Pasell until an election could be held.
The flyer was paid for by an organization identified as “Fair Courts America.” This organization labels itself a national organization, “tracking the woke mob’s activity.” It then criticizes Judge Huesmann for being supported by “radical politicians,” presumably including Governor Evers who appointed Judge Huesmann. The office of Circuit Court Judge is non-partisan and to my knowledge Judge Huesmann has honored this principle—having been a colleague for 8 months, I have no idea of his political leanings.
Like many such organizations and publications, on both ends of the political spectrum, these mailers exhibit little awareness or understanding of local issues and candidates in favor of generic and dramatic claims. I would be surprised if the authors had ever stepped foot in a LaCrosse County courtroom. We have been accustomed to such mailers being employed in national and state races with the effect that the level of debate is reduced and offices themselves are demeaned.
We now see national entities using these same techniques to impact local judicial races and in the process distort the nonpartisan role of judges and mislead the public. These offices are nonpartisan for good reason—every citizen is entitled to walk into a courtroom and know their judge is not biased against him or her by virtue of partisan political allegiance.
While I have not endorsed either candidate, the reality is that Judge Huesmann has proven himself to be a hard-working, impartial and conscientious judge who treats members of the public, litigants and attorneys with respect. Similarly, Ms. Tloustosch proved herself to be a competent and able judge during her time on the bench following Judge Pasell’s retirement.
The office of Circuit Court Judge is an important one. The Circuit Court is a place where citizens go to have disputes resolved fairly and impartially. Citizens may enter a courtroom for many reasons—they may be involved in a criminal case as the person accused, as a victim or family member of a person affected; they may have a family matter or small claims or civil dispute. In every case, the judge matters—qualities of character, judgment and temperament, impartiality, legal knowledge and work ethic are important in a judge.
I urge voters to reject advertisements from special interest groups with little knowledge or concern of local issues or candidates. If you have had a case in front of one of the candidates or know them and their qualifications, rely upon your impression. If you have not, seek out the opinions and insights of those who are familiar with the candidates and weigh those opinions and the reasons for them. The judges of the judicial candidates are fellow citizens who live in the community and are affected by their judgments.

Retired attorney Tom Sleik is a pillar in the community. Tom was a former president of the State Bar of Wisconsin and the Oktoberfest Festmaster (2001-2002). He is widely regarded as one of the brightest minds in our county bar. I’m proud to receive his endorsement!
_____

Tom Sleik: Huesmann best candidate for La Crosse County Circuit Judge
Judge Mark Huesmann has served as the Coulee Region Joint Municipal Court Judge and as La Crosse County Circuit Court Branch III Judge. Earlier in his career he served 16 years as a La Crosse County Circuit Court Commissioner. He has practiced law for 27 years. He also taught business law at UW-La Crosse for 10 years.

Judge Huesmann has served as a member and Vice President of the Holmen Area School Board, a member of the Holmen Area Civic and Commerce Association Board of Directors, and the La Crosse County Historical Society Board of Directors.

In 2010-11 he was deployed by the U.S. Army to Afghanistan. He was awarded the Bronze Star medal in 2011. He retired from the United States Army Reserve in 2014 at the rank of Lieutenant Colonel.

As a judge, Mark Huesmann has demonstrated an even temperament, compassion, decisiveness, courtesy and a firm commitment to justice. His community service, extensive experience as an attorney and judge, and his work to further the well-being of veterans in the court system make Mark Huesmann the most qualified, experienced and capable choice for Circuit Court Branch III Judge.

I appreciate WIZM - and the public - rejecting this negativity from outside influences. Eleven judges, the La Crosse County District Attorney, and two former La Crosse County Sheriffs, have endorsed me staying on the bench. Let’s continue the great work we’re doing for La Crosse County.

Vote April 2nd!

Races for local judgeships used to be rather sleepy affairs. Oh, the good old days. A new attack ad in a La Crosse judicial race shows just how nasty these races have become. I received a mailing this week from a political action committee that portrayed La Crosse County judge candidate Mark Huesman...

Nese Nasif: Huesmann deserves your vote for judge April 2

I want to encourage you to vote for Judge Mark Huesmann for circuit court on April 2.

Some know him as Lt. Col. Huesmann from his service in the Army, including a tour in Afghanistan for which he was awarded a Bronze Star. Some know him as a judge, a role he’s occupied for the prior four years. Some know him as a client from his 30 years as a trial attorney. Others, like me, met Mark at some point during those years when he also served as a teaching professor at UW-La Crosse, where he took his ongoing professional experience into the classroom to teach business law.

Although he worked in another department, and thus, under no official responsibility to help me, Mark was an early mentor to me when it came to UW-L procedures, current initiatives, and also, just plain how to work my office computer. But, honestly, there was probably nothing striking about this time to Mark -- he’s just a helpful guy. There was no assistance he provided me that he wouldn’t have happily provided to another colleague.

His values and kindness are why I also now know Mark as a friend, a role he likely occupies to several reading this letter. If you haven’t met Judge Huesmann, I hope you’ll take some time to do so before April 2. There is no shortage of articles online that speak to his years of contributions to our local community, our state and our country.

Mike Desmond: Huesmann sets high standards as circuit judge

I am writing in support of Mark Huesmann for La Crosse Circuit Court Judge. I have known Mark for several years and he cares deeply about and is involved in the community.

Mark is a very experienced attorney and was appointed as Circuit Court Judge following Judge Todd Bjerke’s retirement. He has earned the confidence and endorsement of many current and past judges. I have found Mark to be a very reasonable, fair and honest person. These qualities are crucial in our court system.

In addition, Mark has been very involved in our veterans' well-being and our Veterans Court is respected throughout the Midwest. There is also a plan being studied among judges and law enforcement to address mental health issues in the courts, of which Mark totally supports.

Because of his high standards, honesty and his work with veterans and other marginalized groups, I support Mark Huesmann for Circuit Judge.

Judge Todd W. Bjerke (retired) has been my most valued friend and mentor in the legal community. I served as his court commissioner for the entirety of his judicial career. He is a retired Army Reserve colonel, and we both helped create the Veterans Court together. Judge Bjerke’s work on the bench has transformed the lives of countless people in the community and inspires me to continue his work as the Branch 3 Circuit Court Judge. I’m grateful for his friendship and support. Thank you, Judge Bjerke!
_____

Todd Bjerke: Huesmann maintains military veteran presence in judiciary

On April 2, voters will have the opportunity to ensure that Judge Mark Huesmann continues to preside over La Crosse County Circuit Court Branch 3. Judge Huesmann retired from the Army Reserve after 29 years of service. We are privileged when a veteran serves as a judge due to the understanding of the unique issues veterans bring to the judicial system.

Non-veterans have difficulty truly understanding issues such as survival guilt and the horrors of war experienced through sight, sound, smell and action. Many of our veterans develop behavioral health problems that interfere with their ability to properly function in society, often resulting in divorce, eviction, and/or criminal charges, among other problems. There is help for our veterans through the Department of Veteran Affairs. But many veterans do not seek help due to denial or a lack of understanding of their needs.

Since at least the time of Judge Peter Pappas, La Crosse County has had a veteran on the bench, which includes Judge Michael Mulroy, and me. While Judge Huesmann does not preside over all cases involving veterans, he is able to educate others regarding our veterans’ needs. He helped me create a veterans treatment court in 2009, over which he currently presides. He encourages veterans to accept their deficits and avail themselves of the resources that will help them overcome the effects of combat, which both helps veterans and protects our community.

Veterans respond best to veterans. Support our veterans by voting to keep Judge Mark Huesmann.
