Good morning!

At 8:00 PM this journey will be over. It began in January and I am happy to be at the end. No matter how the election turns out for me, I have been blessed. I have been blessed by the love and support so many
people have shared with me. I have been blessed by the many friends, old and new, who have helped me along the way. I have been blessed by the constant care of Terry and my family. I have been blessed by
the skill and knowledge of people who designed and produced my campaign materials and helped with
strategy.

Mostly I have been blessed by God. I struggled greatly with the decision to run again until I seriously and fervently prayed to God, claiming His promise that I would be given the peace that passes all understanding.
He answered my prayer and since then I have been at peace, knowing that whatever happens in the election, it will be according to God's plan.

Most of you know that there are two things I really do not like to do. I do not like to talk about myself. I do not like to ask anyone to help me. I have had to do both these things throughout the campaign which has
humbled me.

When I first started this journey, I called a friend who gave me some advice. He told me: "No matter what people say about you and no matter what bad things happen during the campaign, do not give up and do not
back down." As the campaign was drawing close to its end, I called my friend again and asked for his help. He gave it to me freely and without reservation. He made a radio ad in support of me and while in the studio,
he was filmed planning what he wanted to say. The video of his out-takes appears on my campaign page, www.facebook.com/judgeclason. You might want to see my friend, Karl Malone, planning his words.
The Mailman did deliver and I am grateful to him. If you see Karl Malone on my page and like what you see, please let me know by liking the post and sharing it with others.

Thank you all for keeping me in your prayers and for your many acts of kindness to me and to Terry during these
long nine months. You have sustained me, given me courage and strength and blessed me with your love.

Love, Jenifer (Toni)

RE: PRETRIAL DETENTION HOUSING COSTS

As you know from my June 12, 2014 memo, we have reduced pretrial detention housing costs in Claiborne Parish almost 50% from 2010 to 2013. This was accomplished by an inter-agency collaborative effort involving the parish law enforcement agencies, the clerk of court, the prosecuting and defense attorneys, the courtroom staff and me. It has resulted in savings to the Claiborne Parish taxpayers.

Many factors affect pretrial housing costs in a parish, including the number of beds in the parish jail or detention center available for housing parish prisoners and the contracted housing amounts paid to other jails or the management company of the facility. These factors are not within the court’s control. However, there are factors which can be addressed by the court, specifically the total number of pretrial detainees and the duration of their detention. They are the factors addressed in the Claiborne Parish collaborative effort.

I would like to establish an institutionalized system that can be implemented in the three parishes in the district. What was done in Claiborne Parish was informal. With a systematic approach which addresses the factors that can be controlled by the court system, all parishes in the district can benefit from a reduction in these costs.
