Hello everyone, we completed another successful drill weekend, especially with AT coming soon! We got both admin and tactical tasks accomplished, setting us up for success in our AT events.

However on a bittersweet note, We are seeing two of our own starting new chapters in their lives. First, Captain Evan Randall has finished his time as company commander and will be moving on to help soldiers get into schools and progress in their careers. We wish him the best going forward.

Next, Staff Sergeant Josue Silvahuerta completed his time in the Texas Army National Guard. He served honorably in his time with Arma Company and we wish him well in his future endeavors.

FOR YOU THAT ARE USING TUITION ASSISTANCE

Temporary Suspension of ETP TA Funding

Date Published: 9 Apr 21

1. For classes that start 23 April 2021 and later, HQ ACCESS is temporarily suspending exception to policy (ETP) Tuition Assistance (TA) funding. This change supersedes all previous ETP guidance, including the 10 business days after the launch of the TA program in ArmyIgnitED ETP timeframe.

2. HQ ACCESS is developing a new ETP process that will be initiated if the TA program is further delayed. HQ ACCESS will provide additional information to Soldiers about the updated ETP process after it is finalized.

3. Soldiers who enroll in classes that start 23 April 2021 and later without ETP TA approval will not receive retroactive TA. Soldiers will have to use alternate funding if they choose to take classes without ETP TA approval. Soldiers enrolled in classes beginning 23 April 2021 and later should contact their EI to discuss withdrawing from these classes if they do not want to pay out-of-pocket.

4. Soldiers whose classes start from 8 March 2021 through 22 April 2021 will still be provided ETP TA funding if TA eligible (e.g., not Flagged, have TA remaining for FY). Once the TA program is back on line in ArmyIgnitED, Soldiers must take the following steps to request ETP TA for classes beginning 8 March 2021 through 22 April 2021:

a. Soldiers must check their ArmyIgnitED TA education record to ensure that they have an approved Education Path (formerly known as a home school and degree plan).

b. If an approved Education Path does not exist, Soldiers must submit an Education Path and have it approved by an Army Education Counselor and their EI within ArmyIgnitED before they can receive ETP TA. Soldiers can find a how-to-guide for submitting an Education Path in the ArmyIgnitED Soldier Help Center.

c. Once an Education Path has been approved, Soldiers should submit an ETP request via an ArmyIgnitED ServiceNow helpdesk case using the “Other” case category. Soldiers should include the EI name, class catalog acronym/number, class name, and class start/end dates for all classes in the case. Soldiers whose EI submitted a list of enrollments eligible for an ETP to HQ ACCESS do not have to submit an ETP request via an ArmyIgnitED Service helpdesk case; however, Soldiers who want to verify whether their EI submitted their enrollments should submit a case requesting this information.

d. The ETP request helpdesk case will be escalated to a Soldier’s assigned Army Education Center/Office. Once received, the Army Education Center/Office will verify that all required information is present in the helpdesk case and then escalate the case to HQ ACCESS for submission of the TA Request (TAR).

e. After receiving the helpdesk case, HQ ACCESS will verify that a Soldier’s EI has electronically uploaded the Soldier’s enrollment file to ArmyIgnitED. This enrollment file must be uploaded before a TAR can be submitted. HQ ACCESS will contact the EI if the electronic enrollment file has not been uploaded.

f. After HQ ACCESS submits the TAR, the TAR will route to the Soldier’s assigned Army Education Center/Office for approval. The Soldier will receive an email notification when the TAR has been approved.

5. Soldiers with questions about this updated ETP TA guidance should contact their Army Education Center/Office directly or submit an ArmyIgnitED helpdesk case AFTER the TA program comes back on line.

Why: Morale Day along with Celebrating Military Kids Month
How: This event is scheduled within an annual USO Houston Calendar Year, supported by the USO Houston Volunteer Team and expenses are covered by the USO Houston budgeted funds, with donations of venue and more from presenting sponsor and beverages from Coca-Cola.
Timeline:
• 3:00 pm – No-earlier-than arrival time. USO Houston volunteers come in and set up event along with any additional vendors or entertainers.
• 4:00 pm- Last second run through event to ensure all is ready.
• 4:45 pm- Set up for dinner and doors open
• 5:00 pm- Service Members and families arrive and greeted by USO Staff and Volunteers give orientation to the building and area
• 5:30 pm – Dinner is served, and Volunteers help serve our guest.
• 5:45 pm – Guest Speaker and Introduction and thanks by USO Director
• 6:30 pm– Dinner closes and event continues with dancing and activations (DJ, Photographer, Casino Games, Jenga, Indoor Games).
• 7:30 pm – Closing Remarks.
• 8:00 pm - Volunteers tear-down / clean up tables, chairs, trash, etc.

Total Army teammates, this is a long message - but an important one.



In our continued efforts to improve the Army Combat Fitness Test (ACFT), we knew there would be changes along the way. Today, we formally announce ACFT 3.0, effective 1 April.



What has changed?



First, the Plank has been added as a full 100-point alternative to the Leg Tuck. Each Soldier will indicate which core strength test event they will do before the test begins. The reason we are keeping the Leg Tuck, and adding the Plank, is that the Leg Tuck is a better correlation to fitness requirements for Warrior Tasks and Battle Drills (WTBDs) and Soldier common tasks. By making the Plank a fully graded, alternate assessment, we are working to give Soldiers who are currently struggling with the Leg Tuck, a chance to succeed on the ACFT, while adapting their physical readiness training to the Army’s changing culture of fitness.



I challenge all Soldiers to continue to train for the Leg Tuck, but encourage you to choose the event best for you to meet the Army Standard.



Second, “how” your ACFT performance may be used in the future for assessments and promotions. The absence of Army policy has led many Soldiers to conclude that only the ACFT raw-score would be used. However, as we continue to refine the ACFT, we identified that use of a raw-score alone does not allow us to account for physiological differences between men and women. In ACFT 3.0, the Army is exploring a gender based tier system with the goal of both accounting for recognized physiological differences between men and women, while fostering and recognizing above-average physical performance, something inherent to Army culture.



The current plan is that each October, we will separate men’s and women’s scores and rank order them from highest to lowest. The top 1% of scores in each gender may make up the Platinum category, top 2-10% in the Gold category, top 11-25% in Silver category, and top 26-50% in the Bronze category. The green category may be for Soldiers who pass the ACFT, but do not place in the top 50% of scores across the Total Army.



While the Army is exploring the potential to use these tiers in the future, ACFT 3.0 maintains the gender neutral baseline of 60 points in each event, for a total of 360 points on the ACFT. This baseline is the expected standard to be a Soldier in any MOS, and is directly related to a Soldier’s ability to successfully complete combat related WTBDs. Independent research shows that the ACFT is nearly twice as effective at predicting WTBD performance, compared to the APFT.



While we already know that the ACFT is a far better test than the APFT, the Army will continue to refine the ACFT as necessary and appropriate. These adjustments will make the ACFT the most effective test for the Army and our Soldiers. The refinements will be data driven and it’s critical we make training for, and taking the ACFT, one of our highest priorities. As of last week, only 25% of the Army had taken the test. We cannot, and should not, make final policy decisions based this limited data set. Taking the ACFT and putting scores into DTMS is critical to allow leaders to make these decisions.



While we expect to be ready for full implementation around March 2022, we will only make policy changes when sufficient data exists for Army leaders to make fully informed decisions. Until full implementation, any diagnostic score recorded in DTMS will not by linked to your name in any Army personnel system and no administrative actions will be taken for or against you on the basis of your performance on the ACFT during this ongoing transition period.

While there is often a focus on fitness, as it is one of the cornerstones of a fit and lethal force, fitness is just one metric the Army rewards excellence for. Soldiers understand there are many leadership and performance elements that make up a great Soldier. We need to continue to grow and set new challenges in all of these areas.



To recap:



• ALL Soldiers are expected to pass the 60-point Army Standard on each test event - regardless of age or gender.

• Soldiers will choose either the Leg Tuck or Plank for their core strength test event.

• The Army is exploring options for Soldiers to be tiered based on their gender and total ACFT score.

• Take the test! The diagnostic ACFT scores uploaded to DTMS will not be used against you or even available to your local command, but are critical to providing sufficient data for Army leaders to make fully informed decisions.



Modernizing for the future battlefield isn’t just about technology and equipment. We must modernize the way we view physical fitness and train our bodies to ensure we remain the world’s most fit, ready, and lethal force. Thank you for what you do each and every day for our Army and our Nation.
