District 50 CIP FUNDING ANNOUNCEMENT — I'm excited to report that Governor Josh Green has approved and released $250,000 in funding for a Capital Improvement Project for the Hawai’i State Veterans Cemetery.

The funding will go towards the design for a Global War on Terrorism memorial at the Hawai’i State Veterans Cemetery.

We’ve been seeing an uptick in bacterial exceedances from the Kailua Wastewater Treatment Plant over the past few months:

July 12, 2024 - Present
Cause: Still under investigation

June 21 - June 24, 2024
Cause: putting additional equipment into service in the Secondary Clarifier disrupted the processes, resulting in a temporary 1-day exceedance

June 1 - June 4, 2024 Cause: the previous heavy rainfall used up a lot of the plant’s treatment inventory, and they weren’t able to keep up with the high volume afterward

May 15 - May 23, 2024 Cause: heavy rainfall

In my view, these frequent bacterial exceedances are an inevitable byproduct of our outdated municipal system that is designed to dump treated wastewater into the ocean. The plant operators and city administrators are doing the best they can with the system that was designed decades ago, but machines will always eventually break, and humans can always make errors.

If we want to be able to swim in our ocean without fear of life-threatening infections, we must start making a difficult transition toward more sustainable methods of wastewater disposal, like wastewater gardens, incineration toilets, in-home grey water reuse, and creative new technologies that don't hook up to our sewer system.

I'll continue to work on creating a more sustainable municipal system, but I'll need your support in order to make these big changes a funding priority.

Homelessness and mental health is one of the areas where we made the most significant progress this past legislative Session. As part of the Majority Policy Committee, I made sure homelessness and adjacent issues like affordable housing and mental health services were our top three priorities. Some of the most impactful bills we passed include:

SB3139 Behavioral health crisis diversion program - we now have a more appropriate facility than the emergency room for people who are experiencing a mental health emergency.

SB3279 Six new positions for statewide mental health support services

HB2042 Investing in youth mental health to reduce the future generation of homelessness

Additionally, we more than doubled our base budget funding for rental assistance services from $1.06M to $2.56M.

Mahalo to Governor Green for signing these bills, and to all the committee chairs for prioritizing this issue this year. There is still much more we need to accomplish, from transitional housing to substance abuse treatment. I look forward to building on these achievements next year.

I was just about to post the all-clear notice since the brown water advisory was lifted yesterday, and then I got a notice about another bacterial exceedance at the Kailua Wastewater Treatment Plant! The plant managers and City administrators have assured me they are working to identify and fix the cause as soon as possible, and the C&C is in the process of installing a UV light sanitizer to prevent future exceedances.

To me, this is an inevitable byproduct of a municipal system that is designed to dump treated wastewater into the ocean. Machines will always eventually break, and humans are likely to make errors. If we want to be able to swim in our ocean, we must shift towards more sustainable methods of wastewater disposal, like wastewater gardens, incineration toilets, grey water reuse, and creative new technologies that don't hook up to our sewer system. If you have a cesspool that needs to be upgraded, or if you simply want to be part of the solution, please visit waicleanwater.org and find an alternative that works for your property.

I'll keep working on creating a more sustainable municipal system, but every one of us needs to do our part to make these necessary changes.

Utility work Thursday to restrict foot traffic into Lanikai, partially close makai lane of Mokulua Drive
Pole replacement 6/20 near Lanikai Monument set for 8:30 a.m.–2:30 p.m.
Release Date: 6/17/2024

HONOLULU, June 17, 2024 – Hawaiian Electric crews will replace a leaning pole across from the Lanikai Monument on Thursday, June 20, from 8:30 a.m. to 2:30 p.m. Previously scheduled last month but postponed due to weather, the work will restrict pedestrian access into Lanikai and impact traffic on Mokulua Drive.

Crews will remove the wooden pole and install a fiberglass pole with stainless-steel hardware, requiring partial closure of the makai lane of Mokulua from Aalapapa Drive to just before Kaneapu Place. Traffic will be contraflowed in the mauka lane.

Pedestrians will not be allowed into Lanikai while work is in progress due to the lane closure and a crane blocking the footpath. Parking lots and the bus stop on the mauka side of Mokulua will remain accessible. The Kailua Boat Ramp entrance will be open.

Electronic message boards have been posted to alert motorists of the upcoming work. Safety signs and traffic cones will mark the work area. Special duty police and flagmen will provide onsite traffic control.

Motorists are encouraged to avoid the area if possible or drive with caution when approaching and passing the work zone and expect traffic delays.

Witnessing the Festival of Pacific Arts & Culture in Hawaii is an incredible experience. When FESTPAC first began in 1972, Hawaii wasn't even invited because organizers had concerns about our cultural commodification. To now not only be invited to participate, but to host the 13th annual festival here is an honor that I will never forget. Even just at the opening ceremony, I learned so much about places I'd never heard of before.

The events are free and open to the public, mostly at the Convention Center but also scattered around different venues on Oahu. Don't miss this opportunity to see a spectacular celebration of rich cultural heritage from over 20 Pacific Island nations!

Update on the current water quality in Kailua Bay:

👍 The bacterial exceedance from the Kailua Wastewater Treatment Plant was cancelled today, 6/04. The bacterial levels were actually back within normal range since the 6/02 test results, but they left the warning signs up for a few more days just in case, because it takes 24hrs for the test results to come back and they wanted to make sure it was within normal levels for over 24hrs. The cause is still unknown, but I will let you know the results of the investigation as soon as I have them.

👎 The brown water advisory from stormwater runoff is still in effect, since 5/28. This has nothing to do with the wastewater treatment plant, it's an ongoing result of the heavy rainfall we've been having. Contamination from pesticides, animal waste, etc, is possible but unconfirmed. Swimming is not recommended, especially if you have any open wounds, but if you must go in, please make sure to wash off thoroughly as soon as possible with antibacterial soap.

🌊 I know we're all very eager to get back in the water this summer so I'll let you know the moment I hear that the brown water advisory is lifted!

Uh-oh, here we go again 💩

I'm checking in with the Kailua Wastewater Treatment Plant director to find out why this is happening so far after our last rainfall. Likely a mechanical issue, I'll let you know what I find out and when it'll be fixed! They are in the process of installing a UV sanitation light to prevent future occurrences like this, but that won't be fully functional until 2025.

WARNING: Exceedance of daily maximum permitted f***l indicator bacteria level at Kailua Regional Wastewater Treatment Plant, O‘ahu

CAUSE
High flow through treatment plant due to heavy rainfall

ADVISEMENT
The public is advised to avoid waters near the City and County of Honolulu Kailua Wastewater Treatment Plant's ocean outfall due to a discharge of wastewater that exceeded the daily maximum permitted f***l indicator bacteria level.

Affected waters: Kailua Bay, Oahu
Exceedance occurred in daily sample collected on May 14, 2024
Status: ongoing

Warning signs will be posted.
The public is advised to remain out of the affected waters until further notice.
