Public Access Room, Hawaii State Legislature The Public Access Room is a division of the LRB a non-partisan agency of the Hawaii State Legislature. In a democracy, power is vested in the people.

PAR provides the public with non-partisan information and assistance, contributing to engagement and participation in the State's legislative process. In 1990, the Hawaii State Legislature established the Public Access Room (PAR) to provide the public with necessary resources for participation in the legislative process. It's the first stop for Hawaii's citizens when working with the Legislature –

whether from home, office or at the Capitol. We are non-partisan and there is never a fee for services. It all started over 25 years ago, when volunteers offered to help one another in typing up their testimony on bills. With the help of community organizations and good government groups, the Hawaii State Legislature realized that more was needed. It's crucial that people have the resources to use that power! And the Public Access Room was born. We now have two year-round staff, as well as a few more who join us during the Regular Legislative Session (January through May). Our office is located in room 401, on the 4th floor of the Capitol at Punchbowl and Beretania streets. We have computers and printers available for use, office supplies, work space, and a TV monitor to observe legislative hearings. Our staff is happy to answer questions, teach workshops, and guide you to online resources. We've also got plenty of handouts! We do travel to communities throughout the islands to offer our workshops, talk story, and provide resources. Wednesday will be a pivotal day as the 2026 legislative session comes to a close. 200+ bills that survived conference and emerged with a conference draft (CD1) need to have a final vote by the House and Senate chambers before the final day of session on May 8th.

During this last week of conference, conference drafts (CD1s) of bills need to be "decked" (finalized by conference committees and filed with the House and Senate clerks' offices) by Wednesday 4/29 for non-fiscal bills and by Friday 5/1 for fiscal bills. This ensures there will be time for a final reading by each chamber for bills to pass out of the legislature by sine die (adjournment).

119 measures are on notices today - 110 are bills waiting for conference drafts. The default view will list the agendas by day/time, but did you know there's a view that lists out all the individual measures? This can be useful to look at when there are 3 different conference rooms meeting at the same time and you are tracking multiple measures!

Also look for Action Sheets -- reports of bills eligible for Conference - where the disagree step has happened, but conferees may or may not be assigned yet:

The two-week Conference period starts this week! Want to monitor as conferees are assigned? From capitol.hawaii.gov go to Laws & Research > Reports and Lists and look for the Conference Committee option on the left side light blue menu. Look for All Measures in Conference (a list that grows as at least one chamber assigns conferees)
