Community Alliance on Prisons CAP's goal is to educate the community on best practices and proven strategies for criminal justice and to involve the greater community in these issues.

Community Alliance on Prisons (CAP) is a community initiative working to develop effective interventions for Hawai'i's offenders and to improve the quality of justice in Hawai'i. We want the public to understand the research, and not fall prey to the rhetoric, which abounds – especially at election time! CAP believes that an informed community advocating for issues on which they are educated and k

nowledgeable is a crucial component to our democracy. Each Legislative session our policymakers are faced with thousands of bills on a variety of subjects. Therefore, the community has not only a right, but a responsibility, to help our Legislators develop thoughtful and sound public policy. A vibrant democracy demands participation! Hawai`i’s people have the answers and the brain power to develop effective interventions to create safe and healthy communities. The research is very clear that simply locking people up will not solve our problems; we cannot build our way out of crime and our social problems. Prison should be reserved for those who harm others; yet our facilities are bursting with nonviolent drug lawbreakers.

Conference committees start today! CAP has 9 bills still alive; they have all been assigned conferees; and 5 have been scheduled for the same meeting on Monday! That is pretty darn good for this weird and gnarly session.

No meetings have been set for SB 664 yet. If the bill dies, the consultants continue feeding at the public trough, while families in the communities most impacted by incarcerated struggle to stay housed and feed their families and oversight of our very broken ʻcorrectionalʻ system will still be done by a volunteer Commission with no staff, no funding, and no support. Below is the list of Conferees for each bill and meeting dates for the 5 bills scheduled for Monday.

The list is followed by links to several articles about the VERY DISAPPOINTING Order from the Hawai`i Supreme Court to stop releasing people because of COVID, while they protect the courts and their staff from infection. This is a strong statement that defies the CDC Directorʻs waring about the looming threat and the fact that 3 of the mutations are in Hawai`i and cases are rising. WOW, caving in to politics.
