𝗖𝗶𝘁𝘆 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 𝗠𝗲𝗲𝘁𝗶𝗻𝗴 𝗥𝗲𝗰𝗮𝗽: 𝗠𝗮𝘆 𝟮𝟲, 𝟮𝟬𝟮𝟲
The Hoover City Council met on May 26, 2026 to address asset recovery, public safety equipment maintenance, interfacility medical transportation, and multiple zoning and business licensing regulations.

𝗣𝗿𝗲-𝗕𝘂𝘀𝗶𝗻𝗲𝘀𝘀: To honor Memorial Day, HPD Officer Steven Easterling sang God Bless America followed by a moment of silence and the playing of Taps by bugler, Matthew Cicero (Hoover High Asst. Band Director).

𝐑𝐞𝐩𝐨𝐫𝐭𝐬: A report on the progress of Fire Station 1 indicates a Certificate of Occupancy is expected before May 31.

𝐑𝐞𝐠𝐮𝐥𝐚𝐫 𝐀𝐠𝐞𝐧𝐝𝐚:
The following items passed as part of the regular business proceedings:

Payment of Bills & Minutes: Approval of the standard payment of bills and the official minutes from the May 7 and May 11, 2026 meetings.

Resolution 8846-26: Authorizes the City Clerk and Mayor to execute documents to efficiently reclaim and claim unclaimed property or funds belonging to the City of Hoover.

Resolution 8847-26: Authorizes a $25,089 one-year service maintenance agreement with Stryker for preventive inspections and support services for municipal medical equipment used in public safety operations.

Resolution 8848-26: Authorizes an EMS transport agreement with Orlando Health, Inc. for limited, non-routine interfacility ambulance transports from its freestanding emergency department to Brookwood Hospital, allowing the city to receive reimbursement based on the Hoover Fire Department's standard fee schedule.

Ordinance 26-2700 (As Amended): Following a public hearing, the Council adopted an ordinance amending Chapter 8 of the Code of Ordinances to align with Alabama Act 2025-385 (HB 445). To strengthen municipal oversight, the Council amended the ordinance to set the business license fee at $2,000 for specialty retailers, pharmacies, and retail food stores. Under the new rules, all license applications require public notice and City Council approval, and specific restrictions are placed on the sale, possession, and public consumption of these products within city limits.

𝗙𝗶𝗿𝘀𝘁 𝗥𝗲𝗮𝗱𝗶𝗻𝗴𝘀 𝗮𝗻𝗱 𝗦𝗲𝘁𝘁𝗶𝗻𝗴 𝗣𝘂𝗯𝗹𝗶𝗰 𝗛𝗲𝗮𝗿𝗶𝗻𝗴𝘀

Ordinance 26-2702 (First Reading): First reading for an ordinance to amend the official zoning map, rezoning the property at 3960 South Shades Crest Road to R-1 (Single-Family Residential). A second reading and formal public hearing have been scheduled for June 8, 2026.

Resolution 8849-26 (Public Hearing Scheduled): Sets a June 8, 2026 public hearing to consider a conditional use request to operate a dog daycare at 5361 U.S. 280, which is currently zoned Planned Commercial (PC).

Resolution 8850-26 (Public Hearing Scheduled): Sets a June 8, 2026 public hearing to consider a conditional use request to reclassify an existing childcare operation at 3599 Deerfield Drive—currently zoned R-1 (Single-Family Residential)—from a day care home to a group day care home.

𝗖𝗶𝘁𝘆 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 𝗠𝗲𝗲𝘁𝗶𝗻𝗴 𝗥𝗲𝗰𝗮𝗽: 𝗠𝗮𝘆 𝟭𝟭, 𝟮𝟬𝟮𝟲
The Hoover City Council met on May 11, 2026, at City Hall to address infrastructure funding, community art initiatives, and several municipal ordinance updates regarding zoning and public safety.

𝗣𝗿𝗲-𝗕𝘂𝘀𝗶𝗻𝗲𝘀𝘀: 𝗥𝗲𝗰𝗼𝗴𝗻𝗶𝘁𝗶𝗼𝗻𝘀 𝗮𝗻𝗱 𝗥𝗲𝗽𝗼𝗿𝘁𝘀
Miss Hoover 2026: The Mayor and Council honored Ali Mims, Miss Hoover 2026 and Miss Alabama’s Teen 2024. She was recognized for her Joyful Noise Foundation, which has raised over $115,000 for music therapy and special education grants.

America 250 Celebration: A proclamation was issued for "Celebrate America 250," marking the upcoming 250th anniversary of the U.S. in July 2026. The city announced a "Fourth on the First" celebration at Hoover Metropolitan Stadium on July 1, 2026, featuring indoor fireworks, $1 hot dogs, and a massive American flag.

Sandlin Foundation Grant: The Sandlin Foundation awarded a $100,000 grant to Manufactured Good (formerly Magic City Woodworks). The organization, led by Hoover Fire Battalion Chief Tim Lawson, provides workforce development and mentorship for men through woodworking and metalworking.

Public Comments: Jim Langley of the Hoover Historical Society addressed the Council. Several candidates for upcoming elections also spoke, including Demus Copeland (Shelby County Tax Commissioner), Nate Carlson (State Senate District 16), Chris Anderson (Jefferson County Sheriff), Susan Dubose (State Representative District 45), Mark Pettway (Jefferson County Sheriff), and Katherine Robertson (Attorney General).

Resolution 8832-26: Authorizes an agreement amendment with the Jefferson County Commission, where the County assumes responsibility for approximately $6.9 million in construction costs for project No. 37-19-407.

Resolutions 8833-26 & 8834-26: Informs ADEM of the city's review of annual pollution prevention reports for the Inverness and Riverchase wastewater systems.

Resolution 8835-26: Authorizes change orders totaling $36,680.32 for the Riverchase #6 Pump Station improvement project.

Resolution 8836-26: Authorizes an agreement with ALDOT for traffic signal and Intelligent Transportation System (ITS) upgrades in Shelby County.

Resolution 8837-26: Adopts the updated Division "G" Multi-Jurisdictional Hazard Mitigation Plan to maintain federal disaster grant eligibility.

Resolution 8838-26: Approves $58,855.08 in change orders for the construction of the New Hoover Fire Station #1.

Resolution 8839-26: Authorizes a community art display at the Riverchase Galleria titled "The Story of Hoover: What Unites Us All."

Resolution 8840-26: Authorizes the official use of the America 250 Alabama logo for 250th anniversary commemorations.

Resolution 8841-26: Authorizes a $25,000 grant application for a multi-use trail and ADA improvements at Loch Haven Park.

Resolution 8842-26: Accepts a $5,200 grant from the Alabama Tourism Department to support the 2026 SEC Baseball Championship.

Resolution 8843-26: Authorizes a marketing and promotional services agreement with the Miss Hoover Foundation not to exceed $15,500.

Resolution 8844-26: Formalizes an agreement for Police Department uniforms and accessories.

Resolution 8845-26: Approves budget amendments for FY 2025-2026, including $500,000 for Parks and Recreation capital improvements and new Police Reserve Officer positions.

Ordinance 26-2699: Establishes the municipal tax levy at $3.05 per $100 of assessed property value starting October 1, 2026.

Ordinance 26-2695: Amends the Zoning Ordinance to regulate the retail sale and location of consumable h**p products.

Ordinance 26-2698: Rezones 2333 Farley Place to Residential Legacy Single-Family (R-LSF).

Resolution 8813-26: Declares the structure at 2125 Tyler Lane a public nuisance and provides the owner 45 days for voluntary abatement.

Ordinance 26-2697: Amends the short-term rental ordinance by removing the special event allowance to preserve neighborhood character.

Resolution 8814-26: Grants conditional use approval for a hand-wash car canopy at 140 Inverness Corners.

Ordinance 26-2701 (Immediate Consideration): The Council voted to suspend the rules to immediately adopt Ordinance 26-2701. This designates "Office Technical Use" (including data centers) as a conditional use rather than a permitted right. This change allows the city to evaluate the environmental and utility impacts of such facilities on a case-by-case basis.

The Hoover City Council met on April 27, 2026, at City Hall to address legislative funding, community recognitions, and several municipal ordinance updates.

𝗣𝗿𝗲-𝗕𝘂𝘀𝗶𝗻𝗲𝘀𝘀: 𝗥𝗲𝗰𝗼𝗴𝗻𝗶𝘁𝗶𝗼𝗻𝘀 𝗮𝗻𝗱 𝗥𝗲𝗽𝗼𝗿𝘁𝘀
Finley Character Awards: Mayor Derzis recognized HCS Award Winners for their exceptional integrity and leadership: Dilberlyn “Didi” Garcia Gonzalez (Hoover High School), Lexie Beard (Spain Park High School), and Trumi Wilkinson (third-grade teacher at Deer Valley Elementary).

Legislative Update: State Representative Leigh Hulsey presented a legislative update, praising the city’s collaboration with Montgomery. She delivered funding checks to the Hoover Police and Fire Departments.

Public Comments: Several candidates for upcoming elections addressed the Council, including Case Dixon (AL-6), Grady Thornton (GOP Executive Committee), Jacob Reach (Jefferson County Sheriff), Jacob Tidmore (Shelby County Property Tax Commissioner), Pamela Casey (Attorney General), and Jay Welborn (Shelby County District Court). Resident Michael Staley thanked the Hoover Police for their traffic enforcement presence and expressed gratitude to Jason Franklin and city staff for promptly repairing a slick sidewalk on Al Seier Road near Sulphur Springs.

Resolution 8818-26: Reappointed Alan Paquette to the Hoover Board of Education for a five-year term. Council President Middlebrooks abstained from this vote due to his employment with Hoover City Schools.
Resolution 8825-26: Authorized a $30,000 agreement with TSW Design for a multi-phase city branding and entry signage project.
Resolution 8829-26: Authorized an agreement with Central Alabama Water to install five fire hydrants in the Everlee development.

Great news for the City of Hoover!

We are proud to share that the newly passed Alabama State budget includes a substantial increase in support for our local economic development. For the past several years, the City has received $75,000 to support operations surrounding the SEC Baseball Tournament. This year, that funding has grown to $275,000.

This major boost is the direct result of the advocacy of our Mayor and City Council. By prioritizing face-to-face collaboration and strengthening our ties in Montgomery, we successfully secured these additional resources for our community. All those trips to the capital are paying off, proving once again that relationships truly matter.

We want to extend a sincere Thank You to our Hoover delegation of lawmakers. Their hard work and partnership in Montgomery were instrumental in securing this significant investment for our city.

This funding will help us continue to provide a world-class experience for visitors and residents alike during one of our city's most significant annual events. We look forward to putting these funds to work for Hoover's continued growth and success.

Last night’s City Council meeting at Hoover City Hall covered several major safety upgrades, local park enhancements, and critical infrastructure updates. Here is a summary of the evening’s proceedings:

📜 𝗣𝗿𝗼𝗰𝗹𝗮𝗺𝗮𝘁𝗶𝗼𝗻𝘀 & 𝗥𝗲𝗰𝗼𝗴𝗻𝗶𝘁𝗶𝗼𝗻𝘀
𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗣𝘂𝗯𝗹𝗶𝗰 𝗦𝗮𝗳𝗲𝘁𝘆 𝗧𝗲𝗹𝗲𝗰𝗼𝗺𝗺𝘂𝗻𝗶𝗰𝗮𝘁𝗼𝗿𝘀 𝗪𝗲𝗲𝗸: Mayor Derzis recognized April 12th–18th as a week to honor our 911 personnel. Special recognition was given to Linda Moore, Collin Nelson, Michael Knight, Doug Glover, Kim Jones, and Jamie Sauvage for their vital role in emergency response.

𝗥𝗶𝘃𝗲𝗿𝘀 𝗼𝗳 𝗔𝗹𝗮𝗯𝗮𝗺𝗮 𝗗𝗮𝘆: The second Tuesday in April was officially proclaimed Rivers of Alabama Day to emphasize the ecological and recreational importance of our state's 132,000 miles of waterways.

🏗️ 𝗖𝗼𝘂𝗻𝘁𝘆 𝗣𝗿𝗼𝗷𝗲𝗰𝘁𝘀 & 𝗜𝗻𝗳𝗿𝗮𝘀𝘁𝗿𝘂𝗰𝘁𝘂𝗿𝗲
Jefferson County Commissioner Jimmie Stephens presented an update on over $50 million in joint projects. Key highlights included:
South Shades Crest Road: A $7.5 million bridge replacement over the CSX railroad.
Rocky Ridge Road: Widening project set to begin in summer 2028.
Galleria Boulevard: An extension to improve local traffic flow.
Safety Improvements: Enhancements for Shades Crest Road, Moss Rock, and Acton Road.

🎤 𝗣𝘂𝗯𝗹𝗶𝗰 𝗖𝗼𝗺𝗺𝗲𝗻𝘁𝘀
House Representative Mike Shaw: Expressed excitement regarding progress on the Loch Haven Nature Park Trials and committed future State funds to help the project come to fruition.

Nicole Jones Wadsworth: Candidate for Lieutenant Governor, introduced her "Build a Better Alabama" plan focused on industry recruitment, infrastructure, and public safety.

Scott Ortis: Candidate for State Senate District 15, highlighted his background in business and education. His platform focuses on cutting taxes, reducing unnecessary regulations, expanding workforce training, passing term limits, and ensuring that every student leaves high school either college or career-ready.

The Council approved several measures to enhance city services:

Res. 8798-26: A 36-month subscription with Insight Public Sector, Inc. for improved communications systems.
Res. 8799-26: Cloud-based training software for Hoover 911 through Vector Solutions.
Res. 8804-26: An MOU with the FBI for EMT training with the Fire Department.
Res. 8805-26: Investigative software for the Police Department from Clearview AI.
Res. 8806-26: Awarded a bid for police uniforms to Municipal and Commercial Uniform and Equipment, Inc..
Parks & Events:
Res. 8800-26: Rental of weapon detectors from the University of Alabama for the 2026 SEC Baseball Tournament (May 19–24).
Res. 8801-26: Agreement with Eastern Shore Inflatables for Celebrate Hoover Day.
Res. 8802-26: Acceptance of a sculpture donation for Star Lake, funded by Manly Yeilding.
Res. 8803-26: Accepting an ALDOT grant for a multi-use trail extension at Loch Haven Park.
Business & Licenses:
Res. 8796-26 & 8797-26: Alcohol licenses approved for Stardome Comedy Club and the "Trampled By Tacos" Cinco De Mayo event.
Other:
Res. 8807-26: Rejection of cleaning bids for the Hoover Met Complex due to budget constraints; the project will be re-advertised.

🏘️ 𝗭𝗼𝗻𝗶𝗻𝗴 & 𝗥𝗲𝗴𝘂𝗹𝗮𝗿 𝗔𝗴𝗲𝗻𝗱𝗮
𝗜𝗻𝘃𝗲𝗿𝗻𝗲𝘀𝘀-𝗥𝗶𝘃𝗲𝗿𝗰𝗵𝗮𝘀𝗲 𝗦𝗲𝘄𝗲𝗿 𝗕𝗼𝗮𝗿𝗱: The Council approved the incorporation of the board (Res. 8808-26) and appointed Elizabeth S. Martin, MD, Rob P. Fowler, and Scott D. McFadden as directors (Res. 8809-26).
𝗘𝘃𝗲𝗻𝘁 𝗩𝗲𝗻𝘂𝗲: Conditional use was granted for a new venue at 2084 Valleydale Road (Res. 8786-26).
𝗭𝗼𝗻𝗶𝗻𝗴 𝗠𝗮𝗽: An updated Official Zoning Map of Hoover was adopted (Ord. 26-2689).

𝗣𝗮𝗿𝗸𝘀 𝗖𝗼𝗱𝗲 𝗥𝗲𝘃𝗶𝘀𝗶𝗼𝗻: A first reading was held for Ord. 26-2692, which aims to modernize rules for active parks, passive parks, preserves, and public gardens. 2nd Reading and Vote set for April 27.

The Council reviewed a disciplinary appeal for an employee (Res. 8810-26). Following the review, the Council voted 4-1 (Middlebrooks & Murphy Abstained) to modify the Personnel Review Board’s decision, reclassifying the offenses from Class 2 to Class 1 (Res. 8811-26).
