Pennyrile Allied Community Services, Inc. Reduce Poverty + Provide Education + Preserve Families + Change Lives

08/14/2026

Yesterday, Governor Andy Beshear recognized our employee, Krista Groves, as a Team Kentucky All Star for passing her Certified Community Action Professional exam and having her writing assignment chosen to enter their library of archives to train other community professionals across the nation.

Community action touches every county in Kentucky, reducing poverty, preserving families, and changing lives. We’re proud to have team members like Krista leading that work every day.

Please join us in congratulating Ray Wheeler on becoming a Certified Community Action Professional (CCAP). This credential comes from the National Community Action Partnership and takes years of dedication to earn, including a proctored exam and a written assignment on poverty reduction strategy.

It's one of the highest marks of professional achievement in our field, and Ray has earned it through his commitment to the people of the Pennyrile Region. Ray will be recognized at the National Community Action Partnership Annual Conference.

Congratulations, Ray, we're so proud to work alongside you!

We are honoring and celebrating the retirement of our Chief Financial Officer, Makka Wheeler — and we do so with deep gratitude for her dedication, expertise, and unwavering commitment to "doing it right."

When Makka joined PACS six years ago, she stepped into a finance department facing real challenges. Through her strong leadership, sharp attention to detail, and commitment to excellence, she transformed it into a department known for accuracy, accountability, and integrity. She guided the agency to four consecutive clean audits with zero adjustments or corrections.

But her greatest legacy isn't in the reports, it's in the people she developed, including the successor she carefully mentored to ensure a seamless transition for PACS.

Congratulations, Makka! Wishing you a retirement filled with family, friends, travel, and joy. Your impact on PACS will not be forgotten. 🎉

With heartfelt appreciation and best wishes, your PACS family.

We're so proud to celebrate Krista Groves, PACS's CSBG Director, on her achievements in the Certified Community Action Professional (CCAP) program! 💙

Krista's Independent Writing Assignment was selected for inclusion in the Lois J. Carson Library of Excellence, a distinction earned by just two people nationwide this year. Her work will now serve as a resource for future CCAP candidates and Community Action professionals across the country. On top of that, Krista has been invited to present at NCAP's Annual Convention at CCAP Center Stage, where she'll share her CCAP journey and the lessons behind her writing.

We can't wait to see Krista walk across the stage at the Community Action Conference in early September. Stay tuned, we have another PACS CCAP to celebrate soon!
