NOTICE OF SPECIAL ASSESSMENT OBJECTION HEARING 9/3/2026

The City Council of the City of Horace will hold a Special Meeting to Confirm Special Assessment Lists on Thursday, September 3, 2026, at 6:00 PM at the Horace Meeting House. The special meeting will include discussion of properly filed written appeals to the below-listed improvement districts ONLY.

IMPORTANT
To speak at the special meeting, a written appeal must be filed BEFORE the special meeting.

To file an appeal, a property owner MUST submit their appeal in writing to the City Auditor via email to [email protected] or [email protected], or via mail to City of Horace, Attn: City Auditor, PO Box 99, Horace, ND 58047.

Mailed appeals must be received (in hand, not postmarked) BEFORE the date of the special meeting at which the special assessment list will be acted upon by the City Council.

The appeal must be in writing and include the name of the property owner, the property’s address, reference the improvement district where the property is located, and state the grounds upon which the appeal is based. Only those who properly submit a written appeal can present the person’s reasons why the action of the Special Assessment Commission should not be confirmed by the City Council at the special meeting.

Property owners who previously submitted an objection to the Special Assessment Commission must submit a new appeal to the City Auditor.

Property owners may also submit an appeal in person by dropping it off at the City of Horace offices, 215 Park Drive East, Horace, ND 58047. City of Horace offices are open Monday-Friday, from 8:00 am – 4:00 pm. Each special meeting is limited to hearing appeals only for the above improvement districts.
