The mission of the Kickapoo Environmental Office (KEO) is to promote the safety, health, and welfare of the Kickapoo Tribe in Kansas and improve the quality of life on the Kickapoo Nation by safeguarding the environment and natural resources. The overall program goal is to develop a comprehensive environmental protection program for the Kickapoo Tribe in Kansas that will protect the natural, cultu

ral, and human resources. The KEO’s purpose is to ensure that:

• The community is protected from significant risks to human health and the environment where they live, learn, and work.
• National and local efforts to reduce environmental risk are based on the best available scientific information.
• Federal and tribal laws protecting human health and the environment are enforced fairly and effectively.
• Environmental protection is an integral concern in U.S. policies concerning natural resources, human health, economic growth, energy, transportation, agriculture, international trade and industry, and these factors are similarly considered in establishing environmental policy.
• All parts of society- communities, individuals, business, state, tribal, and local governments- have access to accurate information sufficient to effectively participate in managing human health and environmental risks.
• Environmental protection contributes to making our communities and ecosystems diverse, sustainable, and economically productive.

Good morning, Kickapoo Nation. Please join us in welcoming our new Brownfields Coordinator/Emergency Manager, Mr. Moud Safadi. Moud comes to our team with a B.S. in Environmental Science from KU, as well as extensive experience in the tribal environmental context and with KDHE's Bureau of Remediation. The depth of his training, certifications, skills, and experience adds important elements to the Kickapoo Environmental Office's analytical and technical capacities. Look for him around the community and say hello.

Happy Hump Day!

Today, the Senate Committee on Indian Affairs is taking up S.2154, the Kickapoo Tribe in Kansas Water Rights Settlement Agreement Act, which is a bill to approve the Tribe's Agreement by the same name.

Some notables of the Agreement include (1) the Tribe's water right priority date is 10/24/1832, or 29 years prior to Kansas statehood (1/29/1861), making it the senior water rights holder; (2) the Tribe can annually divert up to 4,705 acre-feet of water and can store up to 18,520 acre-feet; and (3) significantly, in times of shortage, the Tribe can request (with the force of federal law) the curtailment of upstream non-domestic water rights.

This is significant for the Tribe because it solidifies and ratifies the Tribe's legal access to water. At times in the past when drought and upstream diversions shrunk the Tribe's primary drinking water source to nill, the Tribe literally ran out of water and large water tankers had to be brought in.

For the month of May 2018, we measured 2.52 inches of rain at the Environmental Office, with only five days measuring more than 0.1 inch. According to the US Drought Monitor, Brown County is with a majority of Kansas counties experiencing moderate drought. Other interesting notes, May 2018 was the second warmest May on record for Kansas, and the warmest on record across the country.

The released today shows essentially the same as last week with 70% of counties in moderate drought (D1), 46% in severe drought (D2), 16% in extreme drought (D3) and 1.4% in exceptional drought (D4).

Unfortunately May precipitation did not compensate for the accumulated precipitation deficits since the first of year.

May 2018 was the warmest May on record for the contiguous US (not Hawaii and Alaska). May 2018 was the 2nd warmest on record for . If you recall this was after the second coolest April on record.
