Constable May Walker and the deputies and staff members of Harris County Constable Precinct 7 extend our heartfelt condolences to the loved ones, friends, and colleagues of Houston Police Department Sergent Harold Preston. Sgt. Preston, a 41-year veteran with HPD, lost his life tragically in the line of duty this morning, October 20, 2020.

Precinct 7 deputies were responsible for rescuing 37 neglected and abused individuals living in deplorable conditions at the Caring Hands Group Home on 14026 Long Meadow Drive. A request for a Welfare Check received by a Precinct 7 Dispatcher on September 21, 2020, at 3:09 pm of an individual living at the group home prompted the deputies' response.

Our thoughts and prayers are with Precinct 5 Deputy Mark Brown’s family members and Precinct 5 Constable Ted Heap and his staff.

Constable Ted Heap and his entire staff are in mourning today over the passing of Precinct 5 Deputy Mark Brown. Investigator Brown, 53, passed away last night after a courageous battle against COVID-19.

Deputy Brown served in law enforcement for 23 years, the last three years spent as a member of the Precinct 5 family. His career in law enforcement began with the Hempstead Police Department and included 18 years of service as a Spring Branch ISD police officer.

“Mark Brown represented the very best of Precinct 5,” said Constable Heap. “Whether he was on patrol or investigating an unsolved case, he was a dedicated and hard-working deputy who sought only to protect our residents and see that justice was served.”

Deputy Brown joined Precinct 5 in March 2017, serving as a patrol deputy in the department’s Central District. He became one of Constable Heap’s Uniformed Investigative Deputies in the department’s Special Operations Division in 2019.

Deputy Brown was a Houston native and graduated from Spring Woods High School in 1985. He was named a 2nd team All-American baseball player while studying criminal justice at Dallas Baptist University in 1988. He is survived by his wife, Michelle, and four children, Christopher, Isabella, Abigail, and Jacob.

Way to go Deputy Rodriguez! - Precinct 7 Deputy Rescues Dog from Storm Drain and Reunites with Family

Precinct 7 dispatchers received a call from a concerned resident of the Braeburn Valley West subdivision yesterday. The homeowner called to report a dog stuck in the storm drain near his house.

The Braeburn Valley West resident said that at approximately 2:00 am he woke up to the sound of a dog whimpering. It did not last long, so he went back to sleep. However, later that day, he heard the sounds of the distressed animal again. Only this time, it was louder and more frantic. The homeowner went outside to investigate and was shocked to find that the source of the noise was coming from a storm drain near his house.
That is when the homeowner called Precinct 7 for help.

Deputy Matt Rodriguez responded to the call. He was able to rescue the dog from the drain. He also posted a picture of the lost animal on the Braeburn Valley West page in an attempt to find its owners. The owners responded right away. During a small ceremony, Precinct 7 Deputy Quintin Goodwill received a plaque from Point Blank Body Armor, Inc. Deputy Goodwill was the victim of a shooting during a traffic stop on August 21, 2019. Thankfully, the bulletproof vest he was wearing, designed and manufactured by Point Blank Body Armor, Inc., protected him. PCT 7 Deputies Catch Thieves Robbing Community Mailboxes and Recover Over 120 Stolen Checks and Money Orders.

On Saturday, May 2, 2020, it was reported to Precinct 7 deputies that a driver of a Toyota sedan and his passengers were breaking into community mailboxes. The responding officer, Deputy Jones, arrived at 13000 Grafton Bridge Ln. in MUD #89 shortly after 4:00 am. Upon arrival, Deputy Jones witnessed four (4) male subjects removing mail from locked cluster mailbox units.

When suspects spotted the officer, three fled on foot and the one by car. Two of the suspects who took off on foot, Demani Dancy, age 25, and Emanuel Riasos, age 22 were quickly apprehended by other responding deputies and arrested for evading on foot. The third suspect who fled on foot escaped. His identity has yet to be determined. The driver of the vehicle, Travonte Neville, age 22, was also caught a short distance away and taken into custody for evading.

Deputies recovered over 120 stolen checks and money orders that they found in the suspects’ possessions along with numerous pieces of other mail. It was later determined the stolen items were taken from numerous areas in Harris County and Ft. Bend County. It appears that the suspects stole the mail, checks, and money orders from locked U.S. Postal Service mailboxes and the Missouri City Post Office.

U.S. Postal Inspectors were contacted and assisted in the investigation. All stolen mail was turned over to the US Postal Investigation Service earlier today. This case is now a Federal investigation.

Harris County or Ft. Bend County residents who determine they have stolen or missing mail connected to this case can contact the US Postal Inspection Service located at 4600 Aldine Bender Road or call 713-226-3237.
