A funded ratio is the value of a plan's assets, in proportion to its liabilities, meaning the benefits it is required to provide to its active and retired members.

This is a point-in-time measure as of the reporting date. It has been likened to 1 single frame of a long-running movie.

It would be somewhat similar to finding out how many assets are available to pay the retirement benefits of every retired firefighter and every active firefighter as if all active Houston firefighters were all retiring on that single day.
