UPDATE: ALL SPOTS ARE NOW FULL!
November is National Family Literacy Month and MCAS is excited to bring back Reading Nights! Animals find comfort in having someone read to them - anything from children's books to required reading for school (or work!) - they really aren't picky!. Let's bring the community together for another fun reading to the dogs event.

This reading event is Monday November 8 from 6:30 to 8:30 (please be there at 6:30, but you don't have to stay the whole time) and advance registration is required. Please register for the event at: (Link disabled - all spots are full)

Please bring a book or any reading material to read to the animals. We will have some animal related child friendly books available if you don't have a book to read.
The event starts at 6:30 pm which is when we will gather everyone who attends to go over a couple of things then get to reading!

Please pray for our deputies and their families

THREE PRECINCT 4 CONSTABLE DEPUTIES AMBUSHED, ONE DEPUTY HAS DIED FROM GUN SHOT WOUNDS.

It is with great sadness we must report that 3 of our Deputies were ambushed earlier this morning, and one of the deputies has died from his injuries at the hospital.

The other Deputies, one was shot in the back and is currently in critical condition in surgery. The other Deputy was shot in the leg also awaiting surgery.

All three Deputies were working extra employment at a business when 2 of the Deputies were alerted to a possible robbery in the parking lot. The 2 Deputies were in the process of arresting a suspect, when a second suspect ambushed them both from behind a vehicle. Our third Deputy heard the gunfire and rushed to the parking lot and was shot immediately.

Our Constable has been with all 3 Deputies and their families at Hermann hospital downtown since the incident.

We ask for your thoughts and prayers for all 3 Deputies and their families .

The shooting scene is being worked by the Houston Police Department and we are being told they have a suspect in custody. At this time we are not releasing the names of our 3 Deputies.

Important Notice

Harris County has hired a consulting firm to conduct a study that could dramatically revamp the structure of law enforcement in Harris County. We have enjoyed the protection of both the Constables and Sheriff in our area for decades, but that may soon change. Implementing this study could mean no more Constable deputies patrolling our area. If you are interested or concerned, be sure and follow this issue. The pertinent sections of the reports affecting Constables are outlined below.

Commissioner Cagle wanted to make you aware of a Criminal Justice Review Report that has been completed by PFM Group Consulting. PFM consulting firm was selected by County Judge Lina Hidalgo, Commissioner Rodney Ellis, and Commissioner Adrian Garcia to do a review of Harris County’s criminal justice system. Now that the final report is complete, PFM will present it to the Criminal Justice Coordinating Council on September 9, 2021. After the CJCC meeting, the report can be submitted as an agenda item at Commissioners Court as soon as September 14th or later (TBD).

PFM recommendations for Constables:

Place ALL law enforcement under Harris County Sheriff’s Office.

Fund constables ONLY for statutory, civil, and JP duties (pgs. 24; 96).

Consider current constable employees considered for HCSO responsibilities (pg. 96)

a. Align law enforcement funding and structure with county goals (pg. 94)

b. Constables have an excess of available free time for community policing (pg. 9)

c. Per PFM, ALL contract deputies are essentially working 100% on contracts, leaving fewer deputies available for taxpayer-funded patrol (pg. 95).

Reduce Constables from 8 to 4 (only 4 are required by state law) (pg. 101).

Create an Inspector General for independent oversight of law enforcement (pgs. 16; 56). To the extent permitted by law, the independent IG should have jurisdiction over the criminal justice and public safety entities funded by the county.

Also create Civilian Oversight Board (pgs. 16; 57-58).

Trooper Tovar remains in serious but stable condition at St. Joseph Health. He is currently receiving outstanding care, surrounded by his family and friends while his fellow Troopers hold watch.

Tonight, Constable Mark Herman's Office along with the Harris County Sheriff's Office will be out in full force and on the look out for impaired, aggressive and reckless drivers on the roadways within Harris County Precinct 4.

This zero tolerance Driving While Intoxicated Initiative will run December 31 - January 3rd.

Safety Tips to consider if you think about drinking and driving:

· Designate a sober driver if you have consumed alcohol

· Be responsible-make safe decisions
· Contact Law Enforcement if you observe an impaired driver

Let’s show some love to our Blue Family in Alaska!! 💙💙💙 they are working hard despite the weather. This is awesome!!

Ten Capital City Fire Rescue staff members got their first dose of the COVID-19 vaccine this morning. These frontline workers are some of the first in Juneau to get the vaccine, along with frontline healthcare workers, other first responders, and long-term care facility residents and staff. CCFR staff will get a second dose of the vaccine in three weeks; both doses are necessary for protection.

A safe and effective COVID-19 vaccine is an important tool for ending the global pandemic. But it’s not over yet, so CCFR staff and others getting the vaccine will continue to wears masks around others, social distance, and keep their bubbles small. At this point, the COVID-19 vaccine is an addition to other protective measures, not a replacement.

Great Event today. Inspiring!
Attended the Wreaths across America Ceremony at the Houston National Cemetery at 11:00 AM today. I was particularly moved by this Marine Sergeant, who had recently retired from Police Work after 25+ years as an Officer at 98 after a full Military Career. Amazing!! Semper Fi & God Bless. Gave me hope.

It's been 7 months since completing the CPAAA and have yet to do a ride-along. What does one have to do? I filled out paperwork on the last night about that. Anyone else from my class do theirs yet??
