Judging from the number of calls to both buildings, we need to explain the white fire hydrants. No, we're not leaving the fire hydrants white. We live in Wisconsin, and it would be kind of silly to make the fire fighters search for white hydrants in the snow. Our Public Works crews have gone through and primed (with white) all the hydrants to prepare them for the fresh COLORFUL new paint they are about to receive. This project is done every 4-5 years as part of routine hydrant maintenance. :)

Duck Creek Quarry beach will be open daily 10 a.m. to 6 p.m. through Labor Day weekend. With summer winding down, the beach will close for the season on Tuesday, Sept. 8. Though swimming won't be allowed once it closes, the remainder of the park will remain open for fishing, non-motorized boating, and other leisurely activities.

On July 16, Barlament Erection assisted us with lifting the last of our six containers, placing it on the top of the stack we built, completing the creation of our new training tower at Howard Fire Station 2.

In the coming months, we will be finishing the interior by installing half walls and staircases to mimic the conditions we will find inside buildings and creating doors and windows on the exterior for department members to practice ladder placement and working off of ladders to gain access to buildings.

This is a good time to remind everyone that only *current* Village of Howard residents can pick up Duck Creek Quarry wristbands, and only people with wristbands (except children age 5 and younger) will be allowed into the beach area. There are no exceptions to either of these rules. We have a process to confirm residency at Village Hall, as well as identify those who already have gotten wristbands. Howard police are following up with those who are trying to cheat the system, while quarry security will be issuing citations to trespassers at the beach. Except for the swimming beach, the entire rest of Duck Creek Quarry Park is open for ALL to enjoy for fishing, kayaking, canoeing, paddle boarding, and dog swimming.

The latest shipment of Duck Creek Quarry wristbands just arrived! Here are a few reminders:
* Wristbands are only available to Howard residents at Village Hall during regular business hours 7:30 a.m. to 5 p.m. Monday through Thursday and 7:30 a.m. to 11:30 a.m. on Friday.
* Village Hall will be CLOSED MONDAY in observance of the holiday, so please plan ahead!
* Adults only can pick up wristbands. Adult heads of household may pick up bands for the whole family, as well as the guest bands, while adult children residing with their parents will only be allowed to pick up one band for themselves.
* A photo ID and proof of residency (if not included on the photo ID) are required.
* Most importantly, be safe and have lots of fun! :)

Attention absentee voters! It is VERY important that you follow the instructions when returning your ballots. The Village of Howard has already mailed over 2,500 absentee ballots for the August primary election. Today alone, our election staff received 39 incorrectly completed ballots that will need to be mailed back to voters. Help conserve tax dollars and staff resources, and make sure your vote counts by ensuring the following:
* This is a party preference primary election, which means you may only vote for candidates in one party. By law, votes for candidates in more than one party cannot be counted.
* Use a pen to darken the oval next to the candidate of your choice. Since ballots are not opened until Election Day, these are errors that will not be realized or fixed and will lead to votes not being counted.
* SIGN the affidavit envelope!
* Have a witness SIGN the envelope and include their address! Missing signatures are the reasons ballots are being returned right now.
* Please note that by law, we are limited to the number of times we can return incorrect/incomplete ballots. You only get three attempts to vote by absentee ballot.
* Instructions are included with the absentee ballots; however, if you have any questions, please call (920) 434-4640.
* To register to vote, to request an absentee ballot, or for other election information, visit www.myvote.wi.gov

Duck Creek Quarry Park remains completely closed to all users; however, plans are underway to open it for limited use and primarily for Howard residents later this month. The Village Board voted 5-4 to open the beach for swimming with several conditions. Limiting the number of people is necessary this year due to high water levels that have caused a shrinking beach area, as well as the closures of other aquatic facilities in neighboring communities that likely would cause larger-than-normal crowds at the beach. With the addition of a new glass partition, the front lobby at Howard Village Hall opened back up today! We still are encouraging residents to utilize online payments and the outside drop box if possible, and the other parts of the building remain closed. The Public Works lobby will re-open to the public after a similar glass partition is installed there. Other big news includes limited facility rentals for small groups, the resuming of registration for adult softball, and plans to proceed with the popular Playground Program and Pee Wee Park Program at limited capacity. Due to the COVID-19 pandemic, the Duck Creek Quarry is temporarily closed to swimming, fishing, and boating. The beach, dock, and parking lots will be closed until further notice. Though the playgrounds at Howard parks also still remain closed, we encourage our residents and visitors to enjoy the many other park green spaces and beautiful trails that are open in the village.

If you are experiencing symptoms of COVID-19, you now can be tested at the community testing site (Resch Center), You will have to make an appointment on StayHealthyBC.com. You are able to view the available slots to determine busy/less busy times before selecting your testing time slot. Spanish, Hmong, and Somali interpreters are on site. Language line will be used for other needed translation services. This is a drive-through testing site so please remain inside your vehicle.
