SOS - Approved Ballot Containers

Michigan Election Law, MCL 168.24j, requires the Board of County Canvassers to complete the countywide ballot container inspection by June 1 of every year in which voters elect the governor. All ballot containers used by county, city, and township clerks must be inspected and approved prior to using to hold or transport designated election materials.

A "ballot container" includes any container used to transport and secure ballots and any containers used to secure memory units and test materials, including test ballots and test data.

Containers approved must meet certain requirements including being made of approved materials that provide resistance to tampering and the capability of being sealed with approved seals.

Canvassers will be traveling our county ensuring ballot containers meet required standards. This is another important step in ensuring the integrity of elections within Livingston County. More information about containers approved for use can be found below.

The filing deadline for the May 3, 2022 Special Election was Tuesday at 4:00 p.m. We did not have any proposals filed with our office so we will not be conducting a May 3rd Special Election in Livingston County.

The Livingston County Board of Canvassers is meeting tomorrow, January 6th, at 10:00 a.m. The meeting location is the Historic Courthouse located at 200 E. Grand River in Howell.

Michigan Election Law requires the Board to meet in January of even-numbered years to elect a Board chairperson and vice-chairperson. The meeting is open to the public.

Please join me in congratulating Kelly O. for her 10 years, Shawn S. for her 15 years, and Michele C. for her 20 years of service to Livingston County!

Kelly is one of our Deputy Circuit Court Clerks and her organizational skills are unparalleled and her humor spreads much needed joy within our office.

Shawn is our Civil Division Supervisor and we commend her knowledge, leadership and dedication to the Clerk's Office.

Michele is our Senior Lead within the Circuit Court Division. She oversees all divisions while serving as the supervisor for our Criminal Division. Her expertise and ability to provide leadership on complex matters keeps our office on the right track!

Please join me in congratulating Jacki H. for her 10 years of service to Livingston County. Jacki is our Senior Vital Records Clerk and has been with the Clerk's Office since starting with Livingston County. Jacki's customer service skills and knowledge are a tremendous asset to our office!

The Judicial Center will be closing tomorrow from 3:00 p.m. to 5:00 p.m. for a Holiday Appreciation for court staff. Emergency matters that may arise during the closure will be processed with a member of the Clerk's Office available to accept emergency pleadings at the Judicial Center located at 204 S. Highlander Way, Howell, MI.

In conjunction, our Vital Records Division located within the Historic Courthouse in downtown Howell will be closing tomorrow from 3:00 p.m. to 5:00 p.m. to allow staff to participate in the Holiday Appreciation event.

Regular hours will resume at both locations Monday, December 20, 2021.

The Historic Courthouse will be closed today from noon until 1:30 p.m. The exterior doors will be locked and will automatically reopen at 1:30 p.m. This closing will impact the Clerk's Office, Register of Deeds Office, and Treasurer's Office. The Judicial Center for court matters will remain open to the public.

In our digital society, students having access to high-speed Internet is critical. The reality is that the overall GPA of students without home Internet access is on average half a letter grade lower than those with access. That’s not all. Students with home Internet access and better service have more digital skills, which helps them score higher on standardized tests like the SAT.

We all know how important Internet access is to our daily lives and quality of life. Did you know that having access to high-speed Internet specifically impacts things like education, our careers, healthcare, public safety, agriculture, and our household property values? Here are a few quick facts about broadband:
• Education - Students without broadband at home are at a significant disadvantage vs. their peers. Students with high-speed Internet access at home have more digital skills, higher grades, and perform better on standardized tests like the SAT.
• Public Safety - Communities without broadband suffer 25% higher rates of death, injuries and crime.
• Economic Development - Having a home broadband connection gives households an estimated economic benefit of $1,850 a year.
• Agriculture - Farmers with broadband access experience a 6% increase in revenue on average.

Onwards in our 2021 review! Today let's take a look at our County Clerk Office, lead by Elizabeth Hundley, Livingston County Clerk. (Pictured below) Circuit Court Division - County Clerk Hundley joined the Reimagining Courthouses Work Group, which develops recommendations that help make courthouses welcoming, safe places where people can easily get the services they need. Circuit Court Clerk staff held a coat drive benefiting LACASA, donated items for the Friends of the Livingston County Animal Shelter, and collected food for the Salvation Army. Elections Division - Three elections were conducted in 2021. This team gave a presentation to the Disability Community Action Lab to educate members on voter rights, voting with a disability, and accessible voting. Vital Records - Significant time was invested by County Clerk staff with the county apportionment process wherein county commissioner districts were redrawn following the 2020 Census. A new map was adopted at a meeting held on October 6, 2021.

At this morning's gathering of Livingston County's municipal clerks, Secretary Jocelyn Benson talked about working together to implement new rights for voters and the Independent Citizens Redistricting Commission, as well as ensure our elections are secure. Elizabeth Hundley, Livingston County Clerk, is a member of the Election Modernization Advisory Committee that Secretary Benson convened to help these efforts go smoothly.
