The Huntingdon County EMA Office is closed today and tomorrow for the Thanksgiving holiday. Our staff and volunteers remain available for urgent assistance and resource requests or emergency response calls. We express thanks to emergency services personnel including 9-1-1 Dispatchers, Police Officers and Ambulance Crews who are working today and the many awesome Huntingdon County volunteers, whether EMS or firefighters, who will leave their Thanksgiving dinner tables to help anyone who has an emergency.

PUBLIC INFORMATION STATEMENT:
There has been an accidental leak of Mercaptan at a gas pipeline site in neighboring Juniata County.
Huntingdon County 9-1-1 Dispatchers are getting several calls from residents reporting the odor and it seems to be traveling as far as the Mount Union area.
Mercaptan is the additive that is added to natural gas to make it easier to detect in case of a leak. Most people describe the smell as rotten eggs or hydrogen sulfide like odor.
This is just a Mercaptan leak and no natural gas has been released, it is just the additive they put in natural gas to detect leaks.
The local reports are likely caused by weather conditions today, no wind and low clouds so the odor is staying low and spreading out in several directions.

PUBLIC INFORMATION STATEMENT:

The Huntingdon County Commissioners and the Huntingdon County Emergency Management Agency have conducted numerous meetings to address the impact of access to public records and the need to provide safety and security for Huntingdon County employees and members of the general public in response to the COVID-19 outbreak in 2020.

Effective Monday, November 23, 2020, County Offices will remain open by appointment only. To set up an appointment, please call the department you would like to see directly. Phone numbers are available on the County website, or you may call the Commissioner’s Office at (814) 643-3091 to be directed to the appropriate office. Office numbers will also be posted on the doors of County Buildings.

A reminder that masks must be worn to enter the Courthouse and county offices. Also the Commissioners request that everyone entering the County Buildings thoroughly wash and sterilize their hands before conducting any business in County Offices.

The Commissioners have advised employees to keep a safe distance from members of the public while answering questions or providing requested information.

The Commissioners and Emergency Management Agency have developed a questionnaire to be presented to all individuals seeking to enter any offices in County Buildings. The questionnaire will require individuals to disclose any recent travels and whether individuals themselves have symptoms or have had unprotected contact with individuals with symptoms of COVID-19.

Affirmative answers will be considered ground to delay direct access. If materials are readily available or obtainable, County employees may be able to retrieve copies of requested materials.

For Court-related questions, you may call Court Administration at (814) 643-5078. Although the Courthouse will be subject to the same restrictions as all County Buildings, the Court will remain open to handle emergency situations. The Sheriff’s Office will also remain open.

Today Secretary of Health Dr. Rachel Levine announced targeted efforts to control the spread of #COVID19 in Pennsylvania, including:

▪️ Issuing a memo to acute care hospital CEOs/CMOs outlining opportunity to work collaboratively and expectations if they don’t to ensure health systems can provide care to Pennsylvanians who need it
▪️ Issuing an order requiring anyone who visits Pennsylvania from another state to get tested w/in 72 hours before entering PA. Pennsylvanians who traveled to other states must follow same rules when coming home. Does not apply to those who commute to/from another state for work or medical treatment
▪️ Strengthening the masking order. Masks are still required. Indoors: masks now required anytime you’re with people outside of your household, even if you’re socially distant. Applies to all indoor facilities and if you have people in your home not part of your household
▪️ DOH and the Pennsylvania Department of Education issuing recommendations for colleges and universities to develop and implement a testing strategy to prevent outbreaks when students return to campus from the holiday break

Public Information Statement: Severe weather caused numerous reports of trees and/or wires down around Huntingdon County Sunday afternoon into last night. Utility crews have been working throughout the night to make repairs and restore service. This morning Pennelec is reporting just over 100 customers without electricity. There are still two outages in the Smithfield Township area that utility crews need to repair and one outage near Alexandria that involves damaged utility equipment. Unfortunately estimated restoration times for those situations are not available. Remember- if your power goes out contact your electric service provider. Our thanks to the volunteer firefighters who are responding to these calls. The storm with gusty winds moving through our area is also causing power outages. At this hour Pennelec is reporting close to 200 customers without electricity. Unfortunately due to the number of outages the utility is not able to provide estimated restoration times at this point. PUBLIC INFORMATION ADVISORY; The Huntingdon County Air Quality for Sunday won't be quite as bad as in areas to our west and especially to our east. We'll be in the "Moderate" range, but Air Quality could touch into the Unhealthy category for sensitive groups in a spots in eastern Huntingdon County.

The PA Department of Health has extended the Huntingdon County COVID-19 Testing Site.
The drive-thru and indoor testing clinic at the Huntingdon Plaza reopened today and will continue for 5 additional days, to and including Monday, November 9th.
The location will remain at the Huntingdon Plaza off Route 22 in Smithfield Township. The test site is located inside of and in front of the former Gordmans/ Peebles Department store. The schedule for drive-thru and indoor testing is 7:00 AM to 6:00 PM
Lower nasal passage swab tests will be performed.
Testing is on a first-come, first-serve basis and is completely free to all patients. Patients must be ages three and older and are not required to show symptoms of COVID-19 in order to be tested.
Patients are encouraged to bring a photo-ID or insurance card. Registration will also be completed on-site. The turnaround time for testing results is two to seven days after testing.
This week, Huntingdon County is still in the top 10-highest percent-positive counties. Specifically, Huntingdon County has the ninth-highest percent-positivity at 9.1 down from a percent-positivity of 11.9 percent the previous week.

IN RESPONSE TO THE RECENT INCREASE IN COVID-19 CASES IN HUNTINGDON COUNTY, A COVID-19 TESTING SITE WILL BEGIN OFFERING FREE TESTING THIS THURSDAY, OCTOBER 29TH IN HUNTINGDON COUNTY. THE TESTING SITE IS BEING OPERATED BY THE PENNSYLVANIA DEPARTMENT OF HEALTH, AT THE SITE OF THE FORMER GORDMAN'S/PEEBLES DEPARTMENT STORE IN THE HUNTINGDON PLAZA IN SMITHFIELD TOWNSHIP.

THE TESTING IS BEING OFFERED AS A DRIVE-THROUGH OR WALK-IN TESTING CLINIC AND IS OPEN TO ANYONE FEELING THEY NEED TESTED. TESTS ARE BEING CONDUCTED INSIDE AND OUTSIDE OF THE FORMER GORDMANS/PEEBLES STORE LOCATION. TESTING IS BEING OFFERED FROM 7:00 A.M. TO 6:00 P.M. The Emergency Management Agency is responsible for the mitigation of all types of emergencies and potential emergencies. Prior to and during a disaster, the Agency is responsible for organizing all locally available manpower, materials, supplies, equipment, and services necessary for disaster emergency readiness, response, and recovery. The Agency maintains its programs with the help of an active director, deputies and exceptional volunteer staff, adequate resources, location, equipment, people, training exercises and updates; and an emergency management partnership with municipal, county, state and federal governments, volunteers and the private sector.
