PRESS RELEASE -- Orange County Registrar of Voters Certifies 2026 Statewide Direct Primary Election

Results from at least 95% of Accepted Ballots Within Seven Days

SANTA ANA, Calif. — June 26, 2026 — Registrar of Voters Bob Page today certified the official Orange County results of the June 2, 2026, Statewide Direct Primary Election.

Total voter turnout for the election was 42.4 percent, with more than 809,000 ballots cast in Orange County. Of those ballots, 86.9 percent were cast by Vote-By-Mail and 13.1 percent were cast in person at one of 192 Vote Centers throughout the county.

“Orange County received more than 268,000 Vote-By-Mail ballots on or after Election Day and processed about 2,200 provisional ballots in this election,” said Registrar Page. “We reported the results from at least 95 percent of accepted ballots within seven days, a pace that reflects the efficiency of our elections process and the dedication of our staff.”

Prior to certification, two audits were completed to verify the results of the election.

The legally required One Percent Manual Tally examined and manually tallied more than 11,500 ballots from 27 precincts. The hand count results were then compared with the election results that were produced by the county’s voting system.

While not legally required, a risk-limiting ballot comparison audit was also conducted. During the audit, ballots among six contests selected by the Registrar of Voters were examined and compared to the original cast vote record. These more than 350 ballots were randomly selected using an audit software application to achieve a 95 percent confidence level that the election outcome was accurate.

Both audits confirmed that the results of the election were correct.

Additionally, logic and accuracy testing of the Registrar of Voters’ voting system equipment and software was conducted twice to ensure the accuracy of the results. Test ballots were fed through about 400 ballot scanners both before and after they were used to tabulate official ballots in this election. All the votes on the test ballots were accurately counted.

You're not going to believe this, but there was yet another chlorine leak at the central library this morning. :-(

Clearly the band-aid fixes aren't working, and after what may be half a dozen leaks so far this year, it's time for the city council to find the money to fix this health & safety problem once and for all.

Fun Fact (and conspiracy debunker):
Judge Craig Griffin was appointed by (R)Arnold Schwarzenegger.

“I think ranked-choice voting with all seven seats up at the same time will also give sane residents of Huntington Beach the ability to bring some sanity to a city council that has otherwise demonstrated its insanity over the past several years,” Shenkman said.

Unlike most cities that were forced to switch to district voting, Judge Griffin ordered the city to instead try out a different system called ranked-choice voting and consolidate their elections so that the entire city council is on the ballot at once every four years.

Ranked-choice voting allows residents to rank the candidates in order of preference.

Under ranked-choice voting, if there are seven open city council seats, voters rank the candidates one through seven and the top-ranked candidates head to a runoff, unless someone gets over half the first place votes.

Griffin noted the ranked-choice option would work better than district voting, saying it helped out minority voters while also holding to the city charter’s goal of letting all residents vote for every member of the city council, even though they would be forced to elect them all at once.

“Regardless of remedy imposed, some charter eggs will be broken in the making of this omelet,” Griffin wrote. “Ranked-choice voting continues to allow voters full participation in the elections as contemplated by the city charter.”

“In a Thursday statement, County Registrar Bob Page said he had not yet reviewed the court case but noted that he doesn’t currently have a way to run ranked-choice voting elections.

“The State-certified voting system used by the Registrar of Voters does not have a viable way to conduct ranked-choice voting elections,” Page wrote. “The voting system vendor has plans to add ranked-choice voting functionality to its software, which will then be reviewed and tested by the Secretary of State before it is certified.”

Good news:
There may be a new city council in town!

The shift could make Huntington Beach the first city to use ranked choice voting in Orange County.

Keeping the city solvent is imperative.

Fighting for local control doesn’t come close to being an essential service that Huntington Beach residents need. The current council members feel otherwise, spending countless taxpayer dollars on their wasted efforts, losing lawsuit after lawsuit after lawsuit.

Residents don’t want to be seen as losers. We want to be Surf City again, which is why we need to vote for the Surf City 4 (Taryn Palumbo, Ben Davis, Erin Spivey, Brenda Glimin) in November.

“What happened? The judge has ordered Surf City to adopt ranked-choice voting for the November general election. Ranked-choice voting is where voters rank all candidates in order of preference, so if your first choice is eliminated, your vote transfers to your second choice candidate, and so on. It’s also the type of voting that helped Zohran Mamdani seize victory in the New York City mayoral race.

Why it matters: The ruling comes in a legal challenge to the city’s at-large elections, arguing that Latino voters are unfairly disadvantaged and unable to elect a candidate of their choice. Orange County Superior Court Judge Craig Griffin agreed with the plaintiffs’ argument that “racially polarized voting has regularly occurred in Huntington Beach elections”

“The ruling orders Huntington Beach to implement ranked-choice voting for the November 2026 general election, if the Orange County Registrar of Voters can support the quick switch. The ruling also calls for the city to elect all seven councilmembers at once, rather than staggering the elections, as it currently does per the city’s charter.

Judge Griffin had delayed his ruling earlier this year to consider the impact of the U.S. Supreme Court’s recent decision in Louisiana v. Callais, which ruled that race cannot play a role in the drawing of voting districts. Griffin ultimately determined that “nothing in Callais alters this Court’s decision” in the Huntington Beach case.

What’s next?

Both sides have two weeks to raise objections to the tentative ruling. Kevin Shenkman, the attorney representing the plaintiffs, said he would not be surprised if the city appeals. City Attorney Mike Vigliotta told LAist in an email that his office is “reviewing the decision with outside counsel that litigated the case and determining next steps.”

We reached out to the Orange County Registrar of Voters for comment, and did not hear back before publication. If and when that changes, we will update this story.”
