Information and Referral Services "To link people with needs, to available community resources to meet those needs." Information and Referral is a department of the Cabell County Public Library.

We've been here since the mid-70's and have grown ever since. The goal of information and referral is, and has always been, to link people in our community with resources to meet their needs. Full-time caseworkers are in our office M-F between the hours of 10:00am and 3:30pm. With knowledge of community resources they will sit down with each family or individual to assist in finding a solution to

whatever problem you may have. With a database filled with community resources that is continuously updated by our database specialist we hope to have the answer to almost any question you may have. From who to call to get a bat out of your attic to where you can donate items you no longer need. You can reach us during regular business hours by calling (304) 528-5660. The Database of Community Resources for Cabell and Wayne County, WV, is maintained by Information and Referral Service and located on the Cabell County Public Library’s website. HOW TO USE THE I&R DATABASE:

AGENCY NAME: If you know the name of the agency, use the “Agency Name” box: Type just one unique word in the title. For example, if looking for “Mountain State Centers for Independent Living,” type: “ Independent“ in the “Agency Name” box and enter “Search.” A short list of choices would pop up with that word in their name. Click on the desired agency. SUBJECT AREA: If you aren’t sure of the agency name, use the “Subject Area” box: Type the first letter of the chosen subject and scroll through the various subject names. For example, if looking for veteran programs, type the letter “ V “. The word “Veteran” will pop up. Scroll through the subjects and find what best fits what you are looking for. Enter “Search”. COUNTY SERVED: If you want a listing of all agencies in a particular county, select that county’s name from the drop down box and enter “Search”. Notice that Cabell and Wayne Co. are listed at the top of this box. West Virginia Department of Human Services today announced applications for the Emergency Low Income Energy Assistance Program (ELIEAP) will be accepted from June 8 through June 26, 2026, or until funds are exhausted.

The federally funded program assists eligible state residents in paying home heating or cooling bills. Residents whose primary heating and cooling source is gas or electricity must provide a termination notice or a past due utility bill when applying for ELIEAP. Households using other primary heating sources or bulk fuel may qualify for assistance if their heating fuel levels are critically low during the application period.

Households that received a direct payment through the regular Low Income Energy Assistance Program (LIEAP) must verify that the benefit was used for home heating expenses. Applicants must submit a current receipt equal to the amount of LIEAP assistance received along with their ELIEAP application. Failure to provide verification of payment will result in denial of the application.

Eligibility for ELIEAP is based on household income, household size, and responsibility for paying home heating or cooling costs. To qualify, households must meet all program requirements and be experiencing an energy emergency that could disrupt their primary heating or cooling source if assistance is not provided.

The income limit for Fiscal Year 2026 is 60 percent of the State Median Income. The maximum allowable gross income levels for ELIEAP Fiscal Year (FY) 2026 are listed below:

*For each additional household member, add $688. Households whose countable income exceeds the maximum allowable amount are not eligible for assistance. Certain types of income may be excluded when determining ELIEAP eligibility.

Residents must apply in person at their local DoHS office. A directory of local offices is available at dohs.wv.gov/field-offices. Applications will be processed while funding remains available.

Wednesday, June 3rd: Volunteer Day at SPECO! Stop by this Wednesday anytime from 10AM-2PM and help with projects such as prepping food pantry bags, organizing inventory, and more. Follow the signs and enter through the side yard in the courtyard. Let us know you’re coming by sending a message! ✨

Thursday, June 4th: Weekly Meal at Harmony House, located at 627 4th Ave, Huntington, WV. We will meet in front of Harmony House to begin serving around 11:45AM. Let us know ahead of time if you're planning to assist! 🥰

Sunday, June 7th: Monthly Carebag Pack, where we prep our carebags for this month's distributions. Those interested in assisting will meet at our new space inside the St. Peter's Episcopal Church at 11:30AM, located at 2248 Adams Ave, Huntington, WV! Contact us today if you're interested in joining. ✨

PANTRY HOURS & INFO: The SPECO Food Pantry is open this week on Wednesday (10AM-2PM) and Thursday (12:30PM-2PM) to make arrangements for a pantry bag. Donations can be dropped off during these times as well. We will post weather updates to our story. Contact us by phone for questions and concerns (text preferred) at 681-554-5828. 🥰

BLESSING BOX STOCK DAYS: We have adjusted our Blessing Box program due to changes in funding. Volunteers will stock the blessing box on Sundays, Mondays, Fridays, and Saturdays at various times. On other days, please visit during pantry hours for a food pantry or blessing box go-bag. If you have questions, contact us via Messenger! ✨
