David Landers dedicated more than four decades to law enforcement, serving the City of Hutchins Police Department from 1979 to 2009. During his career, he served as a Police Officer, Sergeant, Criminal Investigator, and Assistant Police Chief, earning the respect of both his colleagues and the community he served.

In 2009, Assistant Chief Landers joined the Cockrell Hill Police Department as a Criminal Investigator, where he continued his commitment to public service until his retirement in 2021.

Throughout his career, Chief Landers touched countless lives through his professionalism, integrity, and unwavering dedication to justice. He was more than a law enforcement officer—he was a trusted mentor who invested in the development of those who served alongside and under him. His leadership, wisdom, and example left a lasting impact on generations of officers, and his legacy continues to be reflected in the many lives he influenced throughout his career.

On June 23, 2026, at approximately 5:45 p.m., the Hutchins Emergency Communications Center received a report from employees at the FedEx facility regarding two male juveniles, believed to be residents of a nearby youth facility, who had unlawfully entered the property by jumping a perimeter fence.

Upon arrival, Corporal Desirre Woullard located one of the juveniles on the opposite side of a body of water situated on the facility grounds. From her position, Corporal Woullard issued clear verbal commands directing the juvenile to remain where he was. The juvenile disregarded those commands and entered the water, ultimately submerging himself.

Recognizing the immediate danger to the juvenile's life, Corporal Woullard acted without hesitation. She quickly removed portions of her duty gear that could impede her ability to render aid and entered the water in an effort to reach the juvenile. Through her decisive actions, courage, and commitment to preserving life, Corporal Woullard successfully rescued the juvenile from the water, preventing what could have otherwise been a tragic loss of life.

Corporal Woullard's actions reflect the highest standards of the Hutchins Police Department and exemplify the courage, professionalism, and compassion expected of a law enforcement officer. Her heroic efforts are deserving of the highest recognition and commendation.

City of Hutchins Code of Ordinances 5.01.001 Fireworks Prohibited

It shall be unlawful and an offense for any person to sell, display or offer for sale within the city, or for any person to store or keep on any premises, other than his own private residence, any firecrackers, cannon crackers, roman candles, sky rockets, torpedoes, pinwheels, aerial bombs, or any type of fireworks. Max fine $ 500.00

On May 9th the Hutchins Police department hosted its first annual community Fishing Derby, hosted at the beautiful Finn and Feather club. We had a great community turn out with forty kids participating in the event. In the Minnow age group 4 to 6 years of age, Jose Miranda caught a 13" bass, and Johan Valdez caught two fish for the overall most fish in the Minnow age group, In the Jr. Angler age group 7 to 10 years of age, Luca Fisher caught a 12" Bass, and Kylie Price caught two fish for the most fish caught in the Jr angler division, and in the Angler age group of 11 to 14 years of age, Zaid Perez caught a 8.7" Bass, and David Rangel caught six fish for the most fish caught in the Angler age group and the overall most fish caught for the event.
