The first quarter of the year has already passed us by and I wanted to share the January ❄️, February ❤️, and March ☘️ highlights from our board meetings.

January:
❄️ Election of Officers was held and I am thrilled to announce the following individuals as board officers:
President - Becky O’Farrell
Vice President - Katie Ellspermann
Secretary - Matthew Hemming
Assistant Secretary - Ryan Hurd
❄️ We formally filed our investment report with the state. This report is a reflection of any investments that a corporation has made throughout the year. TLSC’s was reflective of the interest we earned through our bank.
❄️ A disposition for all old/outstanding checks was approved. The money from these checks will go into the cafeteria fund and the education fund as most of them were for unclaimed textbook rentals and unclaimed cafeteria/food accounts.
❄️ We went through a full review of our annual financial assessment, which currently shows TLSC in good standing. This is a formal report that has to be filed with the state and is available for the public to view (if you are “number curious” 🤓).

February:
❤️ Prior to the regular board meeting, a special session was held for discussion and approval on a few key items: 1) We approved an e-ticket system for our theatre program, 2) We approved a resolution to officially close the Indian Trails Career Center, and 3) We approved the bid for a massive renovation of our junior high natatorium!

Couple of notes on the special session approvals:
- The Indian Trails Career Center is now with the Indiana State Charter portal. It has to remain in the portal for 90 days. Should it not be picked up or bid on by a charter program, the corporation can then remove it from the portal and put it up for sale.
- The natatorium project is being funded by the money we’ve been able to save throughout the elementary project. Under state bond language law, TLSC is permitted to use any extra bond money for additional construction/renovation projects without additional state filings/approvals.

❤️ In our regular meeting for the month, there were several routine items and approval of the consent agenda (as we do in all meetings).
❤️ The board approved naming of the TL wrestling room to be the Ken Houston Wrestling Room.
❤️ For discussion only - a presentation was made on the unused properties that are currently part of TLSC. Decisions will be made at later meetings on these properties.

March:
☘️ As the weather gets nicer, a number of facility and maintenance items were approved (painting, parking lot lighting, mulch, etc).
☘️ A consideration for the sale of Eastlawn to TriFold ministry was approved. If you missed it, TriFold presented to the board last year their plans for maximizing the use of the Eastlawn property and shared their vision for the land and facility to become a camp and after-school program center that will benefit TLSC youth and families. Their full presentation can be rewatched from our live stream links on YouTube.
☘️ A consideration for renaming some of our schools was also approved. As the elementary project comes to a close and all our elementary students join under one roof, the timing seemed right to bring consistency in the names of the schools under TLSC. With that the new elementary school will be Twin Lakes Primary (K-2) and Twin Lakes Intermediate (3-5). Additionally RMS will now be Twin Lakes Junior High. While something like the name of a building may seem trivial, I can assure you that we debated and discussed heavily before reaching our decision. Our sincere hope is that renaming our buildings will drive financial efficiency, clarity for newcomers to the corporation, and alignment across the district.
☘️ Lastly a review of the new cell phone ban bill was made. While TLSC has been more strict, than many schools, on cell phone use during school, this new ban formalizes any cell phone policy into law. Please be sure to read through the law language and communicate the consequences with your kids.

In the coming weeks, please be on the lookout for more information regarding school board elections. For some, election season has already started - for IN school board candidates it won’t start until May. The last legislature passed a number of new laws that will impact board elections, so stay tuned for more info! 🗳️

Happy New Year!! 🎉

We’ve made the turn and can you believe we have a little over 80 days of school remaining?!! 🤯

I hope everyone had a safe and wonderful holiday season! As we head into the last half of our school year, I wanted to provide a brief summary of our Q4 (Oct, Nov, Dec) board meetings. These will just be the highlights, so I encourage you to go back and watch our past meetings for more details!

🎃October Meeting highlights:
- Public hearing regarding the tentative agreement of the Teacher Collective Bargaining agreement
💥 Quick note: The board was very
encouraged and appreciative of the
collaborative discussion with TLSC’s
bargaining representatives. They were
honest, passionate, and respectful
throughout our entire working session.
Thank you for representing the teaching
community and for being a collaborative
voice for them! We were thrilled to reach
an agreement, but more so that we were
able to offer our teachers raises in such a
challenging financially time. Most
schools across the state were not as
fortunate, but the board has made hard
decisions regarding financial
investments, in order to invest in our
teachers.
- Approved annual transfer of funds from education to operations: each year a board can approve a specific percentage of funds be transferred from the education fund to the operations fund. This percentage is capped and monitored by the state.
- Approved the TLSC 2026 budget
- Approved our capital projects plan for 2026
- Approved consideration of a resolution to adopt the bus replacement plan for 2026.
💥Huge shoutout to Ms. Landis and her
mechanical team for all the hard work
they put into keeping our bus fleet
running in great shape! We have been
able to find additional savings in slowing
replacement of our busses thanks to the
hard work of the TLSC transportation
team!

🦃 November Meeting Highlights:
- Approved consideration of the ‘26 administrator healthcare cost increases.
💥One quick note on healthcare increase
overall. Earlier last year, we had a
planned budget for healthcare
increases to be around 10%. We felt this
was high, but wanted to plan a budget
to account for “a worst case scenario”.
The corporations’ healthcare increases
came in at more than double that
budgeted 10%! Unfortunately, this has
been yet another financial windfall that
TLSC and all state schools have had to
face.
- Approved consideration for our new MASE Trustee. The MASE trust is the group/organization which TLSC (and surrounding schools) are a part of in inc the trust manages, maintains, and sources healthcare. This trustee is the individual who attends the MASE meetings and represents TLSC during the meetings.
- Approved consideration of proposal for Special Education certified and professional staff salary increase

🎄December Meeting Highlights:
- Approved final payment of all bills and grants remaining for the year
- Approved mid-term graduates.
🎓CONGRATULATIONS TO ALL GRADUATES!🎓

As you can see - the last few meetings of the year are budget approvals, final bill payoffs, and setting the financial stage for the coming year. Even though our school year is August to May, the board still has to manage our finances as if we were on a traditional calendar year.

Each of these meetings also included first, second, and final read of “new” policies. We say this a lot, but most of these policies are passed to us by the state and/or are minor changes to existing policies (for example changing “a” to “an”). Each time a new policy is given to us - we are required to have three readings/reviews before final approval. Once approved, the policies are uploaded to the board page of the corporations’ website where anyone can access them if they so choose.

Again, if you are not able to attend the board meetings in person, please tune in each month as we are now streaming the regular board meetings online! Regular board meetings are the third Tuesday of each month at 7pm.
