Someone asked a good question about caucuses and our role and here's the answer: The way the party is set up, technically speaking, ( we know this is boring - it's State Election law ) is that the County Committee is the 'grassroots' local branch of the State Party. Then there can be Town or City committees that have autonomy but are essentially subcommittees of the County committee and work cooperatively. In most counties there are SOME of these and they can make a big difference in being organized to elect Democrats in that town or city. They also give voice to town or city specific issues. We in Herkimer County have none of those.😐
And then there are village caucus committees, which operate only right before a village election and essentially prevent the need for a primary and work around the need for candidates to go out and petition for the Party Line spot on the village ballot. Towns can also have a caucus system if there is a town caucus committee. Cities generally do not use a caucus system-the primary system is standard.
In villages without a caucus, a Dem could still petition to be on the ballot and there could be a primary but it's more work for everyone - the candidate(s), village election staff etc.. (They can also petition to be on an independent line - that is not part of any caucus)
The only time the County Committee gets involved in caucus operation is if there is a new caucus Committee forming or re-forming that needs a chair. We would appoint the chair. The Herkimer Village Caucus Committee has been up and running for some time and Dr. Ainsworth has been the chair for as long as our own executive Committee can recall.
