TRAFFIC NOTICE: Corvallis Road Waterline Work

Construction along Corvallis Road will begin Wednesday, June 3, 2026, and continue over the next several weeks as part of the Corvallis Road Waterline Project. The project will replace undersized waterlines and extend service south to the new Water Treatment Plant, helping improve long-term water reliability. Crews will begin with utility locating, erosion control, and site preparation before starting waterline installation.

Work will take place Monday through Friday from 7 a.m. to 6 p.m. During construction hours, traffic will shift to one lane with flaggers directing vehicles. Two lanes will reopen outside of working hours. Temporary closures will be needed at River Oak Road for waterline crossings, with only one intersection closed at a time. Nearby residents will receive advance notice through door hangers. Work will pause after July 1 and resume the following Monday.

For your safety, please use caution and allow extra time when traveling through the area. The city appreciates the community’s patience as these important infrastructure improvements move forward.

The Independence Police Department is asking for the public’s help in locating 73-year-old Marjean Cox. Marjean is considered endangered, and officers are actively searching the area alongside the Polk County Sheriff’s Office.

Marjean was last seen around Blue Haven Memory Care in Independence.

Have you been curious about what our officers have been up to all month? The Independence Police Department is sharing a sample of the calls for service each month to inform and educate community members on the work we do.

In April 2026, officers engaged in 910 activities. These included 23 arrests (adults and juveniles), 8 welfare checks, 15 domestic disturbances, 3 hit-and-run crashes, 17 emotional health calls, and 65 suspicious activity/person/vehicle calls. The activities listed above represent just a portion of the calls to which officers respond. Other incidents may include resident contact calls, tows, attempts to locate, assistance to other agencies, crashes, and other service requests.

APRIL 2026
-An Independence resident was arrested in San Diego by officers on a warrant stemming from a long-term investigation into child s*xual abuse that occurred locally in the early 2000s. The individual faces multiple felony charges, including r**e, so**my, and s*xual abuse.

-During a traffic stop, officers discovered an individual was out of compliance with s*x offender registration requirements. The person was taken into custody and transported to jail.

-An officer conducted a traffic stop for a rolling stop sign violation and discovered the driver had multiple warrants and was driving in violation of license restrictions. The driver was cited for the traffic offense and taken into custody on the warrant.

-Officers responded to reports of an individual walking in traffic, obstructing vehicles, and behaving erratically in a neighborhood. The individual was arrested for disorderly conduct and lodged at the Polk County Jail.

-An off-duty officer identified a stolen bicycle trailer, and patrol officers contacted the individual in possession of it. After initially denying involvement, the individual admitted to taking the trailer, which had been altered. Charges included theft and trespassing, with additional charges requested due to the damage.

-Loss prevention reported a shoplifting incident where merchandise was concealed and taken from a store. The individual was detained, cited, and issued a 100-year exclusion from the business.

-Officers responded to a domestic disturbance where a victim had visible injuries after being struck in the face. The suspect was arrested and transported to the Polk County Jail for assault.

-A community member reported a hit-and-run crash captured on a home security camera. Officers located the suspect vehicle nearby, where the driver was attempting repairs. The driver admitted to being distracted by a phone at the time of the crash. During contact, officers located drug paraphernalia and a substance that tested positive for methamphetamine. The driver was arrested for failure to perform duties in a crash and unlawful possession of a controlled substance, and cited for using a mobile device while driving.

The Oregon Department of Justice Internet Crimes Against Children (ICAC) Task Force and the Polk County District Attorney’s Office today announced the arrest of an Independence man on child s*xual abuse material charges following a joint investigation. Two additional indictments in separate ICAC cases were also obtained by the Polk County Grand Jury.

“Protecting children from exploitation is one of the most important things we can do,” said Attorney General Dan Rayfield. “These cases are a reminder that this threat is everywhere – in every community, on everyday apps and platforms. I’m proud of the ICAC team’s work and for the partnership with DA Felton and local law enforcement in Polk County.”

“As District Attorney, I place the highest priority on protecting children in Polk County from exploitation,” said Aaron Felton, Polk County District Attorney. “I am grateful for the commitment of AG Rayfield to that shared value, which is reflected by our strong partnership in this joint investigation.”

40-year-old Eric Steven Spier, of Independence, was taken into custody this morning following the ex*****on of a search and arrest warrant at his residence. The arrest was carried out by the Oregon DOJ ICAC Task Force with the assistance of the Oregon State Police and the Independence Police Department.

Spier was indicted by a Polk County Grand Jury on ten counts of Encouraging Child Sexual Abuse in the First Degree. The charges stem from multiple cyber tips received by law enforcement reporting that Spier had uploaded child s*xual abuse material (CSAM) to electronic service providers. Investigators subsequently obtained search warrants for Spier’s accounts and discovered numerous CSAM images.

Spier is scheduled for arraignment 1:15pm today in Polk County Circuit Court.

In addition to the Spier case, the Oregon DOJ ICAC Task Force obtained indictments against two other individuals on ICAC charges following a Polk County Grand Jury presentation on April 28. Details in those cases will be released following the service of arrest warrants.

The Oregon DOJ ICAC Task Force investigates internet crimes against children, including the possession, production, and distribution of child s*xual abuse material.
